This paper presents the manner in which the DNA, the molecule of life, was discovered. Unlike what many people, even biologists, believe, it was Johannes Friedrich Miescher who originally discovered and isolated nuclein, currently known as DNA, in 1869, 75 years before Watson and Crick unveiled its structure. Also, in this paper we show, and above all demonstrate, the serendipity of this major discovery. Like many of his contemporaries, Miescher set out to discover how cells worked by means of studying (...) and analysing their proteins. During this arduous task, he detected an unexpected substance of unpredicted properties. This new substance precipitated when he added acid to the solution and it dissolved again when adding alkali. Unexpectedly and by a mere fluke, Miescher was the first person to obtain a DNA precipitate. The paper then presents the term serendipity and discusses how it has influenced the discovery of other important scientific milestones. Finally, we address the question of whether serendipitous discoveries can be nurtured and what role the computer could play in this process. (shrink)
In the centenary year of Turing’s birth, a lot of good things are sure to be written about him. But it is hard to find something new to write about Turing. This is the biggest merit of this article: it shows how von Neumann’s architecture of the modern computer is a serendipitous consequence of the universal Turing machine, built to solve a logical problem.
In recent decades, there has been a proliferation among the scientific community of works that focus on Alan Turing’s contributions to the design and development of the modern computer. However, there are significant discrepancies among these studies, to such a point that some of them cast serious doubts on Alan Turing’s work with respect to today’s computer, and there are others that staunchly defend his leading role, as well as other studies that set out more well-balanced opinions. Faced with this (...) situation, the aim of this paper is to analyse the evidence existing today in order to be able to draw a conclusion about whether or not Turing anticipated the trivialisation of the modern computer memory and, likewise, if his universal a-machine is the precursor of the general-purpose computer so omnipresent today. As a result of our research, the authors conclude that Turing did indeed play a leading role in the appearance of the modern computer, although he was not the only one or the first in the field of Computing Science, albeit he was the most influential, both in scope and in depth. Turing was an exceptional mathematician with a peculiar and fascinating personality and yet he remains largely unknown. In fact, he might be considered the father of the von Neumann architecture computer and the pioneer of Artificial Intelligence. And all thanks to his machines; both those that Church called “Turing machines” and the a-, c-, o-, unorganized- and p-machines, which gave rise to evolutionary computations and genetic programming as well as connectionism and learning. El presente artículo es el resultado de un proceso de investigación originado en la Maestría en Publicidad de la UTL, en la línea de Semiótica Publicitaria, dirigida por el profesor Vladimir Sánchez, quien en su seminario, ha venido construyendo un equipo de trabajo con los maestrantes en torno a la aplicabilidad de algunos de los postulados de la pragmática de Charles Sanders Peirce al campo publicitario. Los maestrantes Jairo Sojo y Juan José Arango, adelantaron algunas hipótesis sobre el trabajo (...) del profesor Sánchez, y, gracias a ello, se propuso a la UJTL y a la Universidad Santo Tomás, un proyecto interinstitucional de investigación titulado “Semiótica, planeación y estrategia publicitaria y de diseño. Proyecciones del Pragmatismo a la comunicación contemporánea”. En el marco de la investigación anteriormente mencionada, surge el artículo que aquí se presenta, como un primer planteamiento de las hipótesis de investigación que dan origen a dicho proceso y que pueden esbozarse en tres grandes aspectos. El primero, unas consideraciones generales sobre el pragmatismo desde una perspectiva publicitaria con énfais en la regla de cualificación planteada por Peirce en 1903. El segundo, la propuesta de un modelo de análisis de piezas publicitarias desde la operacionilización de la regla de cualificación. El tercero una modelación para la planeación de estrategias publicitarias a través de la regla de cualificación aplicada al cruce de los interpretantes ontológicos y los interpretantes modales. Pick-and-roll is the most widespread cooperative action among high-level basketball teams and the most applied strategy by coaches to gain an advantage over the rival team. During pick-and-roll, opposing teams perform antagonistic actions based on goals that are expressed in offensive and defensive tactics. The aim of this study is to examine the approaches of high-level coaches on the offensive and defensive dynamics emerging in matches of a basketball elite team during an entire season of the Spanish Asociación de Clubes (...) de Baloncesto league. To this end, we used a mixed-methods approach based on systematic observation of verbatim transcripts of interviews conducted with six high-level coaches about the pick-and-roll dynamics that emerged in matches of the Unicaja Málaga team during an entire season of the ACB league. The observational design was nomothetic, punctual, and multidimensional. The choice of this methodology is justified since we developed an ad hoc indirect observation tool to evaluate the coaches’ perspective on this dynamic. Once the intra-observer reliability of the instrument was confirmed, we performed a polar coordinate analysis to identify the significant relationships between the coaches’ evaluations and the offensive and defensive pick-and-roll elements that supported such verbal behaviors. The results highlight the presence of various offensive and defensive aspects of pick-and-roll emerging in the Unicaja team that were significantly associated with positive and negative evaluations of the coaches. The interview confirms that coach 1 and his staff were less confident in options that pick-and-roll offer, which is also reflected in the record of screens made and simulated, than coach 3. This study shows that the application of mixed methods, by analysis of the polar coordinate of the coding carried out on responses of a systematized interview, has proven to be an effective strategy in obtaining relevant information on the expert knowledge of the elite coaches on the influence of pick-and-roll on tactical actions in basketball. El objetivo de este artículo es hacer una reconstrucción racional del uso del examen de proporcionalidad en contextos de adjudicación judicial de derechos sociales constitucionales. Dicho trabajo de reconstrucción será desarrollado en dos pasos. En primer lugar, se tratará el interrogante referido a si el examen de proporcionalidad en su variante “por omisión” exhibe o no una estructura diferente con respecto a su, mucho más conocida e investigada, variante “por exceso”. En segundo lugar, se describirán las reglas y formas de (...) argumentación que están implícitas en el uso del examen de proporcionalidad por omisión y que componen a sus respectivos sub-exámenes de idoneidad, necesidad y proporcionalidad stricto sensu. Die "Werke des Philosophen von Sanssouci / OEuvres du Philosophe de Sans-Souci" sind ein außergewöhnliches historisches Dokument und ein Manifest der praktischen Philosophie der Aufklärung. Sie beinhalten eine aufschlussreiche Auswahl von Gedichten aus der Feder Friedrichs des Großen, die er selbst nach sehr persönlichen Kriterien zusammenstellte und 1752 in einer winzigen Auflage drucken ließ. Diese Gedichtsammlung hatte von Anfang an einen sehr privaten und geheimnisvollen Charakter: Ein Philosoph auf dem Thron schreibt Gedichte! Fern von allen metaphysischen Entwürfen zielen die Verse (...) auf eine konkrete und aufgeklärte Lebensführung ab. In Oden und Episteln und einem Lehrgedicht setzt sich Friedrich mit neuen wissenschaftlichen Erkenntnissen und philosophischen Systemen auseinander. Als der Gedichtband 1760, mitten im Siebenjährigen Krieg, gegen den Willen des Autors durch Raubdrucke in ganz Europa bekannt wurde, kam es zum Skandal und Papst Clemens XIII. setzte die Gedichte des preußischen Königs sogar auf den Index. Dieser Band vermittelt wichtige Einblicke in den Denkhorizont des "roi-philosophe" von Sanssouci. (shrink)
I examine the difficulties involved in the Aristotelian proposal to identify the knowledge of “what it is” and “why it is”, in order to better understand the outlines that delimit it. I propose that the connections by which Aristotle links definition and explanation, and hence essence and cause, depend on the mutual convertibility between nominal expressions and predicative sentences.
El objeto de este texto es pensar el supuesto binarismo de los usos ‘serios’ y ‘no serios’ del lenguaje en J. L. Austin. El punto de partida es el examen de su polémica posición contra las dicotomías, prestando especial atención al lugar central que ocupa el humor verbal en sus escritos. Partiendo de aquí, expondré cómo el humor toma cuerpo en su proyecto teórico/práctico en su uso para deshacer y desestabilizar las oposiciones dicotómicas, como en su versión ejemplarizante, reforzando así (...) su tesis de que todo decir es hacer. En resumen, mi propuesta supone tomar en serio el sentido del humor en/de Austin. Desde esta óptica, aquel binarismo eclosiona y emerge una nueva lectura que contribuye a aclarar la compleja interpretación de la obra austiniana. (shrink)

Seguindo de perto a caracterização que Robert Blanché faz da lógica dos modernos em seu livro História da Lógica de Aristóteles a Bertrand Russell, pretendo mostrar como as Regulae de Descartes instanciam paradigmaticamente algumas das principais características das lógicas reformadas, típicas desse momento histórico. O próprio Blanché oferece vários exemplos do pertencimento de Descartes a esse contexto. De minha parte, pretendo contribuir com a discussão realizando um exame mais detalhado da parte final da Regra X, na qual desponta, já nesta (...) que é uma das primeiras obras de Descartes, certa noção de atividade mental, que está em relação tanto com as críticas cartesianas às matemáticas, no Discurso do Método, quanto com o argumento do cogito, nas Meditações. La reciente publicación de Ilustración, progreso, modernidad, aparece como una excusa para volver a dar cuenta de la relevancia de la historia de los conceptos como parte vital de nuestras formas de investigar el pasado. Para ello conviene empezar por situar los tres conceptos que la edición ha tenido en cuenta, entendiéndolos como conceptos útiles para la comprensión de lo que representa la Sattelzeit. Una vez ello nos ha permitido dar cuenta de los principales alementos del enfoque koselleckiano, tendremos en (...) cuenta las críticas que el enfoque recibe desde otras formas de concebir la historia del pensamiento político. Por último, conectaremos la Begriffsgeschichte con la propuesta del contextualismo de Cambridge. (shrink)
Quando Édouard Manet pintou entre 1862 e 1863 a obra Le Déjeuner sur l’herbe e a expôs no Salão dos Recusados em 1863, a sensualidade da mulher nua sentada ao lado de dois homens, vestidos à moda da época, provocou grande escândalo na sociedade francesa daquela época. Entretanto, a fotografia de duas mulheres zulus, publicada na revista britânica Photographic News em 1879 teve um efeito completamente contrário à famosa pintura de Manet. O presente texto investigará a fascinação exercida pelo exótico, (...) sombrio e mítico na construção da sensibilidade de pensadores e artistas da vanguarda e na representação dos povos não ocidentais, bem como a construção de noções como “arte primitiva” ou mesmo “arte africana” que operaram no interior do discurso modernista sobre a arte, mostrando que modernismo e colonialismo se conectam de forma brutal e surpreendente. Parallélement il montre, à partir des mêmes (...) principes, l'élaboration 'voluntariste' de la notion de finalité, dans la métaphysique occamienne de l'idée divine dans les doctrines de la providence divine de Scot et de Bradwardine, comparéees à celle de Thomas D'Aquin. Il peut ainsi dégager la perspective doctrinale dans laquelles s'insèrent Molina, Leibnitz et Secrétan, sinon certaines positions de la biologie et de la physique contemporaines.This book examines the medieval origins of certain themes in modern and contemporary philosophy. Scotus'distinctio formalis plays a fundamental role in his and Ockham's conceptions of causality, and in the medieval theories of knowledge based on the esse objectivum and on the complexe significatum. These theories of knowledge are connected with the theories of ideas in modern philosophy, with Bolzano's Satz, the Sinn and the Gedanke of Frege, Husserl or Wittgenstein. The same principles determine the 'voluntarist' conception of finality, to be found in Ockham's doctrine of divine ideas, and in the doctrines of Scotus and Bradwardine on divine providence. Scotus' theory of divine causation has implications in Molina, Leibnitz, and Secrétan, whereas the position of Aquinas is surprisingly close to that of biology and physics today. (shrink)
The first general elections for the Flemish Parliament have given this institution a new dynamic. In its first session several ambitious reforms were approved in order to modernise the internalfunctioning of the Flemish Parliament. It has become a place for debate beyond party borders. In its classic functions like voting laws and controlling government improvement is also visible. However, there are some disappointing results: the attraction of the plenary session stays low and the number of interpellations is still considerable.In its (...) second session the Flemish Parliament was very active in trying to improve democracy in Flanders. Those innovations have still to be implemented in 1997 and 1998. The modernizing of Flemish Parliament in the last two years has structural characteristics. The end of 1997 and 1998 must show if that is sufficientfor a lasting change in mentality. (shrink)
This article analyses the complex relationships between the elected parliament and the government.Firstly, effective political participation of the constituency in the election of its parliamentary representatives is limited because of the pre-selection of the candidates by the parties themselves. Secondly, the freedom of the parliament is restricted by the complex network of pressures and counterpressures between legislature and executive. Parliament has recently tried to regain some of its influence by organising special parliamentary inquiry committees and by resorting to professional help (...) for assistance in its legislative work. However, the growing professionalisation might become yet another restriction to the parliamentarians' freedom of political action. Thirdly, parliamentary legislative power is undermined by the subtile way governmental decision making ends in legislation.The mass media seem increasingly unable to translate this complexity to the public. As a result the public becomes more and more indifferent to the functioning of the system, which could endanger the genuine democratic influence of the people in the parliamentary system. (shrink)
How is the growth and the structure of government spending in Belgium related to the political composition of the successive governments? A distinction is made between center-right and center-left governments.We find that during 1960-83 bath the growth and the composition of government spending has been unrelated to these two types of governments. There is one major exception. Spending for social security increases significantly faster during periods of center-right governments, even after correction for business cycle variables. Phrasing the question is one of the most delicate points of a referendum. A first problem is to choose the most important alternatives. Several procedures to select these alternatives and to avoid some kinds of manipulation, exist. There are a lot of arguments for the voting on principles, but also a lot against.The Swiss criterion for «unity of matter» is not workable; a new criterion is proposed. The danger of suggestivity is real. Rules to prevent these dangers are discussed. Finally, (...) some remarks are made on the problem «who decides on the question?». A neutral commission is wishful. In most referenda, only two alternatives are used. In this article, the possibility to find procedures for three and more alternatives is discussed.The Swiss voting system for the revision of the constitution is not logically correct. Most procedures used in Swiss cantons are not either. Voting systems with two rounds, with points, or based on a relative majority are not defendable too. Nevertheless, a workable and logically correct procedure for 3 alternatives exists.Using 4 of more alternatives is only possible in (...) case of single-peakedness or some kinds of value-restrictedness. When this is not the case, systems which are logically correct, are getting too complex to be workable. (shrink)
In September 1931, a panel discussion was convened at Central Hall Westminsteron the subject of the ‘Evolution of the Universe’, at the centenary meeting of theBritish Association for the Advancement of Science. In Belgium, as in most countries, each Minister or Secretary is assisted by a limited number of trusted collaborators who constitute the Ministerial Office.The article is an attempt to shed a light on the Chief Ministerial Officer who is the closest collaborator of the Minister.In order to show the role of the Chief Ministerial Officer, the article first describes the tasks, powers and composition of the Ministerial Office to proceed to a more extensive analysis of the functions, the appointment of (...) the Chief Ministerial Officer, and the question whether he can exercise executive power.The most important tasks of the Chief Ministerial Officer are: organization and coordination of the Office and its activities, acting as a «Liaison-Officer» with the Minister, passing on of information, exercising of a form of internal, political and administrative control.The article closes with some more personal remarks, pointing out a few guidelines which a Chief Ministerial Office, should keep in mind. This paper describes the common techniques used in the constitution of candidates-lists for parliamentary elections. A common feature of these techniques is the consultation of party members. But the way in which this is done differs among the parties. AGALEV, the ecologist party, offers every member the possibility to have his say about every candidate. The socialist party uses this system in two constituencies ; in the other constituencies a special congress decides. The christiandemocrats, the liberals and the Flemish nationalists (...) constitute their lists by indirect vote : the leadership performs a first selection and the members then either approve or disapprove of this choice.Our research indicates that there are no essential differences between these two techniques from the point of view of membership participation.In both the ecologist and the socialist party the majority of members does not participate in the candidates-elections. Therefore, as with the indirect vote, candidates-lists are constituted by an active, militant and elitist group of members. Whatever the technique used the infl,uence of the rank-and-file-member is small. (shrink)
During recent years, the audiovisual landscape in Belgium has been going through a number of drastic changes.The monopoly of the public broadcasting system, standing for over 40 years, was breached. Several hundreds of private radio stations, two new commercial television stations and a number of private local television stations saw the light. The advent of all these newcomers has created a competitive media system. Therivalry between the public broadcasting companies and the commercial stations is very severe and unfortunately the PBS (...) are imitating the commercial model: they sacrifice more time for fiction and entertainment. Moreover, the Belgian media policy is very permissive and favours commercialisation. (shrink)
