This paper considers two contenders for the title of highest good in Kant's theory of practical reason: happiness proportioned to virtue and the maximization of happiness and virtue. I defend the against criticisms made by Andrews Reath and others, and show how it resolves a dualism between prudential and moral practical reasoning. By distinguishing between the highest good as a principle of evaluation and an object of agency, I conclude that the maximization of happiness and virtue is a corollary of (...) the instantiation of the proportionality thesis. Presently, there is a movement in the UK research governance framework towards what is referred to as proportional ethical review. Proportional ethical review is the notion that the level of ethical review and scrutiny given to a research project ought to reflect the level of ethical risk represented by that project. Relatively innocuous research should receive relatively minimal review and relatively risky research should receive intense scrutiny. Although conceptually attractive, the notion of proportional review depends on the possibility of effectively (...) identifying the risks and ethical issues posed by an application with some process other than a full review by a properly constituted research ethics committee. In this paper, it is argued that this cannot be achieved and that the only appropriate means of identifying risks and ethical issues is consideration by a full committee. This implies that the suggested changes to the National Health Service research ethics system presently being consulted on should be strenuously resisted. (shrink)

This paper poses an original puzzle about the relationship between causation and moral responsibility called The Moral Difference Puzzle. Using the puzzle, the paper argues for three related ideas: (1) the existence of a new sort of moral luck; (2) an intractable conflict between the causal concepts used in moral assessment; and (3) inability of leading theories of causation to capture the sorts of causal differences that matter for moral evaluation of agents’ causal contributions to outcomes.

Ordinary disposition ascriptions appear to form a semantically heterogeneous class of clauses some of which can be straightforwardly analyzed as possibility claims, and some of which resist a simple quantificational treatment. For example, while “The block is breakable” is true if the block breaks at a relevant possible world, for “The block is fragile” to be true it doesn’t suffice that the block breaks at one of the worlds that matter to the evaluation of the ascription, since the block could (...) break accidentally and yet be sturdy. The contrast has been taken to indicate that sentences like “The block is fragile” don’t introduce mere existential quantification over sets of worlds, and should be represented as claims about sufficient ratios or proportions of worlds. However, recent work has suggested that by pairing the recalcitrant DAs with modified manifestation phrases, we can generalize the standard analysis of existential DAs to the problematic examples, and state a uniform characterization of DAs as claims of possibility. The paper discusses some counterexamples to the view that allegedly non-existential DAs are covert claims of fine-grained possibility, and sketches a hybrid account combining proportional quantification with fine-grained manifestations. It is well known that the difference in performance between valid and invalid trials in the covert orienting paradigm increases as the proportion of valid trials increases. This proportion valid effect is widely assumed to reflect “strategic” control over the distribution of attention. In the present experiments we determine if this effect results from an explicit strategy or implicit learning by probing participant’s awareness of the proportion of valid trials. In this article we use proportional hazards models to examine how low-level processes affect the probability of making a saccade over time, through the period of fixation, during reading. We apply the Cox proportional hazards model to investigate how launch distance (relative to word beginning), fixation location (relative to word center), and word frequency affect the hazard of a saccadic response. This model requires that covariates have a constant impact on the hazard over time, the assumption of proportional hazards. We (...) show that this assumption is not supported. The impact of the covariates changes with the time passed since fixation onset. To account for the non-proportional hazards we fit step functions of time, resulting in a model with time-varying effects on the hazard. We evaluate the ability to predict the timing of saccades on held-out fixation data. The model with time-varying effects performs better in predicting the timing of saccades for fixations as short as 100 ms and as long as 500 ms, when compared both to a baseline model without covariates and a model which assumes constant covariate effects. This result suggests that the time-varying effects model better recovers the time course of low-level processes that influence the decision to move the eyes. (shrink)

So a widely accepted hypothesis proposes that, since the circles of the celestial bodies are compared to wheels, we should add the thickness of their ‘rims’ to the measurements for the celestial rings. This paper proposes an entirely different hypothesis which avoids this awkward expedient by suggesting that there is a ‘geometrical’ reading of the numerical data. Given a 4-tuple of Boolean variables (a, b, c, d), logical proportions are modeled by a pair of equivalences relating similarity indicators ( \({a \wedge b}\) and \({\overline{a} \wedge \overline{b}}\) ), or dissimilarity indicators ( \({a \wedge \overline{b}}\) and \({\overline{a} \wedge b}\) ) pertaining to the pair (a, b), to the ones associated with the pair (c, d). There are 120 semantically distinct logical proportions. One of them models the analogical proportion which corresponds to a statement of the form (...) “a is to b as c is to d”. The paper inventories the whole set of logical proportions by dividing it into five subfamilies according to what they express, and then identifies the proportions that satisfy noticeable properties such as full identity (the pair of equivalences defining the proportion hold as true for the 4-tuple (a, a, a, a)), symmetry (if the proportion holds for (a, b, c, d), it also holds for (c, d, a, b)), or code independency (if the proportion holds for (a, b, c, d), it also holds for their negations \({{(\overline{a},\overline{b}, \overline{c}, \overline{d})}}\) ). It appears that only four proportions (including analogical proportion) are homogeneous in the sense that they use only one type of indicator (either similarity or dissimilarity) in their definition. Due to their specific patterns, they have a particular cognitive appeal, and as such are studied in greater details. Proportional quantification and progressive aspect interact in English in revealing ways. This paper investigates these interactions and draws conclusions about the semantics of the progressive and telicity. In the scope of the progressive, the proportion named by a proportionality quantifier (e.g. most in The software was detecting most errors) must hold in every subevent of the event so described, indicating that a predicate in the scope of the progressive is interpreted as an internally homogeneous activity. Such an activity interpretation (...) is argued to be available for telic predicates (e.g. cross the street) because these receive a partitive interpretation except in combination with a completive operator, which asserts that the event so described has culminated. The obligatoriness of the completive operator in the preterit is shown to parametrically distinguish those languages that show completion entailments in the preterit, e.g. English, from those that do not, e.g. Malagasy, Hindi, and Japanese. A model of analogical mapping is proposed that uses five principles to generate consistent and conflicting hypotheses regarding assignments of elements of a source domain to analogous elements of a target domain. The principles follow the fine conceptual structure of the domains. The principles are: (1) the principle of proportional analogy; (2) the principle of mereological analogy, (3) the principle of chain reinforcement; (4) the principle of transitive reinforcement; and (5) the principle of mutual inconsistency. A constraint-satisfaction network is used (...) to find the set of assignments that preserves the greatest relational structure of the source. In contrast to the model proposed here, most models of analogical mapping use only the principle of proportional analogy. The use of many principles is shown to be superior in that it permits smoother integration of pragmatic factors and results in a more efficient mapping process. (shrink)

The jaw mechanism of cichlid fishes is an intricate apparatus with complex force transmission from muscles to environment. The proportions of this apparatus change considerably during growth mainly due to scale effects. In adult fishes, the proportions differ, corresponding with the type of preferred food. In such a complex mechanism, it is very hard to gain insight into the functional meaning of the differences in proportions, unless a biomechanical model is constructed, describing kinematics and force equilibria of the apparatus.Such a (...) model has been constructed and by means of perturbation analysis anatomical points could be selected of which the positions are very important for the function of biting. These hot spots need only small displacements in order to obtain an increase in biting force. By means of a newly developed mathematical technique, it was possible to move the anatomical points in very small steps towards more favourable positions for the function of biting. (shrink)

BackgroundTo limit selective and incomplete publication of the results of clinical trials, registries including ClinicalTrials.gov were introduced. The ClinicalTrials.gov registry added a results database in 2008 to enable researchers to post the results of their trials as stipulated by the Food and Drug Administration Amendment Act of 2007. This study aimed to determine the direction and magnitude of any change in publication proportions of registered breast cancer trials that occurred since the inception of the ClinicalTrials.gov results database.MethodsA cross-sectional study design (...) was employed using ClinicalTrials.gov, a publicly available registry/results database as the primary data source. Registry contents under the subcategories ‘Breast Neoplasms’ and ‘Breast Neoplasms, Male’ were downloaded on 1 August 2015. A literature search for included trials was afterwards conducted using MEDLINE and DISCOVER databases to determine publication status of the registered breast cancer trials.ResultsNearly half (168/340) of the listed trials had been published, with a median time to publication of 24 months (Q1 = 14 months, Q3 = 42 months). Only 86 trials were published within 24 months of completion. There was no significant increase in publication proportions of trials that were completed before the introduction of the results database compared to those completed after (OR = 1.00, 95 % CI =.61 to 1.63; adjusted OR = 0.84, 95 % CI =.51 to 1.39). Characteristics associated with publication included trial type (observational versus interventional adjusted OR =.28, 95 % CI =.10 to.74) and completion/termination status (terminated versus completed adjusted OR =.22, 95 % CI =.09 to.51).ConclusionsLess than a half of breast cancer trials registered in ClinicalTrials.gov are published in peer-reviewed journals. We introduce a solution concept for cooperative games with transferable utility and a coalition structure that is proportional for two-player games. Our value is obtained from generalizing a proportional value for cooperative games with transferable utility in a way that parallels the extension of the Shapley value to the Owen value. We provide two characterizations of our solution concept, one that employs a property that can be seen as the proportional analog to Myerson’s balanced contribution property; and a second one (...) that relies on a consistency property. As the demand for healthcare rises, so does the need for priority setting in healthcare. In this paper, I consider a prominent priority-setting principle: proportional shortfall. My purpose is to argue that proportional shortfall, as a principle, should not be adopted. My key criticism is that proportional shortfall fails to consider past health.Proportional shortfall is justified as it supposedly balances concern for prospective health while still accounting for lifetime health, even though past health is deemed irrelevant. Accounting for this lifetime (...) perspective means that the principle may indirectly consider past health by accounting for how far an individual is from achieving a complete, healthy life. I argue that proportional shortfall does not account for this lifetime perspective as it fails to incorporate the fair innings argument as originally claimed, undermining its purported justification.I go on to demonstrate that the case for ignoring past health is weak, and argue that past health is at least sometimes relevant for priority-setting decisions. Specifically, when an individual’s past health has a direct impact on current or future health, and when one individual has enjoyed significantly more healthy life years than another.Finally, I demonstrate that by ignoring past illnesses, even those entirely unrelated to their current illness, proportional shortfall can lead to instances of double jeopardy, a highly problematic implication. These arguments give us reason to reject proportional shortfall. (shrink)

In this paper, two different ways of thinking about individuality in Spinoza are presented to draw out what is at stake in trying to make sense of what could be described as a double point of view of the degree of the power to act of a singular thing in Spinoza’s Ethics: sometimes it seems to be fixed to a precisely determined degree; sometimes it seems to admit a certain degree of variation. The problem of resolving this apparent contradiction has (...) been responsible for a variety of interpretations among scholars working in the field of Spinoza studies, notably the different interpretations of Spinoza’s theory of relations offered by Pierre Macherey and Gilles Deleuze. Deleuze’s interpretation of the dynamic changes in an individual’s power to act diverges somewhat from that of Macherey. For Macherey, dynamic changes are incorporated by an individual according to the varying degree, or proportion, to which the active expression of its fixed power to act are inhibited or limited. Whereas for Deleuze, an individual’s power to act is open to “metaphysical” or ontological changes. An individual for Deleuze is limited by the passive affections that it experiences in its interactions with other more composite bodies, which, at any given moment, have the potential to limit its further integration, and, therefore, the further development of its power to act, and by consequence, its actual existence. This limit determines the margin of variation, or proportion, of the expression of the given individual’s power to act, which varies from a minimum, below which it would cease to exist (intensity = 0), to a maximum, which would only be limited by the extent to which its power to act is further integrated at any given moment in more composite relations, expressing the affective life of the individual. The paper will examine the implications of this difference to their respective interpretations of Spinoza, with a view to characterising the role that Spinoza plays in Deleuze’s broader project of constructing a philosophy of difference. We call attention to the historical fact that the meaning of symmetry in antiquity—as it appears in Vitruvius’s De architectura—is entirely different from the modern concept. This leads us to the question, what is the evidence for the changes in the meaning of the term symmetry, and what were the different meanings attached to it? This paper aims at presenting the work of Dutch architecture Hans van der Laan through a comparison with the Renaissance architect Leon Battista Alberti by stating the similarity of the role assigned to proportion in architectural design by both architects. In particular, the study will show how both Van der Laan and Alberti understood proportion and the perceptive and aesthetic values of proportioned forms as the result of an intellectual appreciation.

Quantifier expressions like “many” and “at least” are part of a rich repository of words in language representing magnitude information. The role of numerical processing in comprehending quantifiers was studied in a semantic truth value judgment task, asking adults to quickly verify sentences about visual displays using numerical or proportional quantifiers. The visual displays were composed of systematically varied proportions of yellow and blue circles. The results demonstrated that numerical estimation and numerical reference information are fundamental in encoding the meaning (...) of quantifiers in terms of response times and acceptability judgments. However, a difference emerges in the comparison strategies when a fixed external reference numerosity is used for numerical quantifiers, whereas an internal numerical criterion is invoked for proportional quantifiers. Moreover, for both quantifier types, quantifier semantics and its polarity biased the response direction. Overall, our results indicate that quantifier comprehension involves core numerical and lexical semantic properties, demonstrating integrated processing of language and numbers. (shrink)

Shareholders of corporations have their liability for actions of the corporation limited by law. Unlike the equity holder in a partnership or proprietorship, the assets that a shareholder has distinct from her holdings in the enterprise can not be taken to satisfy liabilities arising from actions of the enterprise itself. This paper argues that a reasonable principle of fairness argues for an alternative to limited liability, proportional liability. Proportional liability makes a shareholder liable for the same proportion of a (...) corporation''s excess of liabilities over assets that her number of shares bears to the total number of shares outstanding. The key idea is that it is unfair in situations in which explicit agreements can not be reached for shareholders to bear only limited risk when they may receive gains from stock dividends and appreciation that are not limited to any pre-determined amount. Proportional liability has not been much examined in the financial literature. Good utilitarian arguments have been given for limited liability over unlimited liability for corporate shareholders, but these arguments do not clearly support the choice of limited liability over proportional liability. This article deals with Rabbi Meir Kahane’s assimilation doctrine, an under-studied aspect of previous published research on Kahane. The present study suggests that this doctrine is catalysed by a palingenetic myth of decline and rebirth, which also catalyses Kahane’s ideology. By proposing this, this article aims to offer a new perspective on the understanding of what drives Kahane’s ideology. It is further suggested that Kahane’s palingenetic myth is in part built around a myth of ‘intraracial antagonism’ between the American Jewish (...) Establishment and the ‘common Jew’. Following Bruce Lincoln’s theory of myth, it is here contended that Kahane’s assimilation doctrine is presented as ‘ideology in narrative form’. The study surveys the alleged causes and effects of assimilation, and what solutions Kahane presents to put an end to it. Among the alleged causes, Kahane singles out the AJE’s purported gutting of Jewish religious education, which is said to have alienated Jewish youth from their religion. Aside from curtailing Jewish continuity, Kahane for example identifies Jews engaging in social causes that allegedly run counter to Jewish interests as one alleged effect of assimilation. To end assimilation Kahane promotes a solution of campaigning in Jewish communities to ultimately put a stop to intermarriage, to instil hadar and ahavat Yisroel among Jews by the means of a regenerated Jewish educational system, and to encourage Jews to ‘return’ to Israel. The tragedy of East Timor has been one of the most awesome of this terrible century. It is also of particular moral significance for us, for the simplest and most obvious of reasons. Western complicity has been direct and decisive. The expected corollary also holds: unlike the crimes of official enemies, these can be ended by means that have always been readily available, and still are.

Although Archaea inhabit the human body and possess some characteristics of pathogens, there is a notable lack of pathogenic archaeal species identified to date. We hypothesize that the scarcity of disease‐causing Archaea is due, in part, to mutually‐exclusive phage and virus populations infecting Bacteria and Archaea, coupled with an association of bacterial virulence factors with phages or mobile elements. The ability of bacterial phages to infect Bacteria and then use them as a vehicle to infect eukaryotes may be difficult for (...) archaeal viruses to evolve independently. Differences in extracellular structures between Bacteria and Archaea would make adsorption of bacterial phage particles onto Archaea (i.e. horizontal transfer of virulence) exceedingly hard. If phage and virus populations are indeed exclusive to their respective host Domains, this has important implications for both the evolution of pathogens and approaches to infectious disease control. Following a theoretical prologue that seeks to define and critically understand the moral logics that support head, proportionate and progressive taxation, I examine the presence of each of these taxing options in Jewish and Christian thinking. Beginning with the Hebrew Bible this examination proceeds to the texts and practices of classical Judaism, the Christian New Testament, and the later Jewish, Roman Catholic, and Protestant teachings that derive from these key textual resources. I conclude that while there are significant differences within (...) and between these traditions, and while each type of taxation has a presence, the advocacy of progressive taxation as a means of serving the least-off members of society and promoting social equality and opportunity is a leitmotif of the biblically informed religious traditions. I argues that quantificational adverbs are unselective binders over individuals. The Lewisian analysis, however, fails to recognize the ambiguity in some quantificationally modified conditionals. That the Lewisian approach cannot predict some attested reading is known as the “proportion problem.” I propose a solution based on the following ideas: (a) quantificational adverbs bind selectively; (b) a singular indefinite and its anaphoric pronoun may introduce a plural discourse referent, and (c) plural predication is elusive.

Formula One isn’t very important. You can't care about it too much. The refugee crisis is more important. You can care about it much more. In this paper we investigate how important something is. By ‘importance’ we mean how much it is fitting to care about a thing. We explore a view about this which we call Proportionalism. This view says that a thing’s importance depends on that thing’s share of the world’s total value. The more of what matters there (...) is, the less you can care about each thing in particular. The less of what matters there is, the more you can care about each thing in particular. We argue that, in many respects, Proportionalism is superior to its competitors. It captures some intuitions they leave out and it has a powerful motivation. So, we suggest, you should keep things in proportion. (shrink)

Most studies of the so-called proportion problem seek to understand how lexical and structural properties of sentences containing adverbial quantifiers give rise to various proportional readings. This paper explores a related but distinct problem: given a use of a particular sentence in context, why do only some of the expected proportional readings seem to be available? That is, why do some sentences allow an asymmetric reading when other, structurally similar sentences seem to require a symmetric reading? Potential factors suggested (...) in the literature include the distribution of donkey pronouns, certain uniqueness implications, and focus structures. I argue here that the use of an adverbial quantifier presupposes HOMOGENEITY: all individual situations that get lumped into a single case for the purposes of evaluating the quantification must agree on whether they satisfy the nuclear scope. For instance, in order for a token of Usually, if a farmer owns a donkey, he beats it to be felicitous when construed under a farmer-dominant asymmetric reading, the context must be consistent with the proposition that each farmer either beats all or none of his donkeys. Thus proportional sentences are indeed systematically ambiguous, but only some readings will be felicitous in a given context. (shrink)
