Trump’s election renewed discussion about the Electoral College, mostly centered on its disparity with the popular vote. Yet much commentary about the Electoral College neglects its original purpose grounded in the Founders’ concern to provide for indirect election to many important offices. The Founders’ project entailed determining the people’s aptitude to elect the types of individuals desirable for high office, in an attempt to harmonize their dual commitments to political right and political legitimacy. The Electoral College’s function was soon frustrated (...) by the rise of political parties, yet parties came to serve at least part of that function, with party leaders standing as a moderating force between the people and the presidency. However, the 2016 elections suggest that parties no longer play this intermediary role effectively. Examining the steps that led to this result, we seek to provide a reminder of the enduring thesis that the dangers inherent in republicanism require creative republican remedies. (shrink)

What could be more certain than the fact that 2 plus 2 equals 4? Since the time of the ancient Greeks mathematicians have believed there is little---if anything---as unequivocal as a proved theorem. In fact, mathematical statements that can be proved true have often been regarded as a more solid foundation for a system of thought than any maxim about morals or even physical objects. The 17th-century German mathematician and philosopher Gottfried Wilhelm Leibniz even envisioned a ``calculus'' of reasoning (...) such that all disputes could one day be settled with the words ``Gentlemen, let us compute!'' By the beginning of this century symbolic logic had progressed to such an extent that the German mathematician David Hilbert declared that all mathematical questions are in principle decidable, and he confidently set out to codify once and for all the methods of mathematical reasoning. Are mechanisms for social attention influenced by culture? Evidence that social attention is triggered automatically by bottom-up gaze cues and is uninfluenced by top-down verbal instructions may suggest it operates in the same way everywhere. Yet considerations from evolutionary and cultural psychology suggest that specific aspects of one's cultural background may have consequence for the way mechanisms for social attention develop and operate. In more interdependent cultures, the scope of social attention may be broader, focusing on more individuals and relations (...) between those individuals. We administered a multi-gaze cueing task requiring participants to fixate a foreground face flanked by background faces and measured shifts in attention using eye tracking. For European Americans, gaze cueing did not depend on the direction of background gaze cues, suggesting foreground gaze alone drives automatic attention shifting; for East Asians, cueing patterns differed depending on whether the foreground cue matched or mismatched background cues, suggesting foreground and background gaze information were integrated. These results demonstrate that cultural background influences the social attention system by shifting it into a narrow or broad mode of operation and, importantly, provides evidence challenging the assumption that mechanisms underlying automatic social attention are necessarily rigid and impenetrable to culture. Purpose Late in 2019, massive protest demonstrations rocked both Chile and Colombia. They were an expression of discontent with the economic model and social policies implemented in both countries in recent decades. The purpose of this study is to investigate how Chilean and Colombian news websites framed these social protests and what aspects of the social movements promoted these media to public opinion. Design/methodology/approach The methodology of this research is empirical; the authors use quantitative and discourse analysis techniques to study (...) the news published by the top three most visited main news websites in each country and deduce the main frameworks emerging from them. After analyzing the framing of reality by media in 4,252 news items, the authors suggest that the main news portals in these Latin American countries not only portrayed the collective actions but also promoted interpretations that did not necessarily reflect the demands of the demonstrations. Findings The findings were that in the 2019 protests in Chile and Colombia, the media approach to collective action was not necessarily positive for the activists. This was mainly because framing in the Chilean and Colombian websites had to do with negative aspects of the movements, such as violence or economic costs. Originality/value The originality and value of this research is that despite the fact that there are abundant case studies on the relationship between social movements and media framing in the literature, this study adds to the current knowledge because it compares two Latin American countries and focuses on Web news portals. The military actions, the loss of human lives and especially the cruelty of the Nazi and Fascist regimes and armies caused a reaction among the allied governments, the public and intellectuals. The Nazi regime in Germany and its actions, in general, even before the beginning of WWII caused an initially mild and later a sharp reaction and criticism in the democratic world. However, the behaviour and fanaticism of the German armed forces and their atrocities during the war could not (...) but cause reflections about how the allied countries, especially the larger ones, should deal with the defeated Germany. The experience of WWI had shown that German Nazism had, as its basis, the militarism which was present everywhere, including in the educational process. That is why many in the United States and Great Britain began to think aloud about a complete change of the German educational system and the re-education of the Germans after the military victory. There was a great dilemma over the questions of how to carry out that re-education, whether to include only the younger population that was exposed to Nazi indoctrination, and whether Germans who were opponents of Nazism should be included in that process. The debates were conducted among politicians, in the public, among scholars and scientists. The view that gradually prevailed was that the issue was complex and that some Germans should be involved in the re-education process after the War. (shrink)

Developments over the past four decades have secured Immanuel Kant’s status as being for contemporary philosophers what the sea was for Swinburne: the great, gray mother of us all. And Kant mattered as much for the classical American pragmatists as he does for us today. But we look back at that sepia-toned age across an extended period during which Anglophone philosophy largely wrote Kant out of its canon. The founding ideology of Bertrand Russell and G.E. Moore, articulating the rationale and (...) fighting faith for the rising tide of analytic philosophy, was forged in a recoil from the perceived defects of a British idealism inspired by Hegel. Mindful of the massive debt evidently and self-avowedly owed by Hegel to Kant, and putting aside neo-Kantian readings of Kant as an empiricist philosopher of science that cast him in a light they would have found more favorable, Russell and Moore diagnosed the idealist rot as having set in already with Kant. For them, and for many of their followers down through the years, the progressive current in philosophy should be seen to have run directly from Locke, Leibniz, and Hume, to Mill and Frege, without any dangerous diversion into the oxbow of German idealism. Forms of interaction are seldom addressed in comparative perspective. This investigation based on field notes and interviews examines the manner in which a series of American and West German patterns of interpersonal relations diverge. The insider/outsider, public/private, Freundschaft/friendship dichotomies, as well as modes of speaking and group dynamics, are discussed. A series of regular and structured misunderstandings may result when Americans and West Germans come into contact.

This article assesses interactions between American and German eugenicists in the interwar period. It shows the shifting importance and leading roles of German and American eugenicists: while interactions and exchanges between German and American eugenicists in the interwar period were important and significant, it remains difficult to establish direct American influence on Nazi legislation. German experts of race hygiene who advised the Nazi government in drafting the sterilization law were well informed about the experiences with similar (...) laws in American states, most importantly in California and Virginia, but there is little evidence to suggest they depended on American knowledge and expertise to draft their own sterilization law. Rather, they adapted a body of thought that was transnational by nature: suggesting that the Nazis’ racial policies can be traced back to American origins over-simplifies the historical record. Still, the ‘American connection’ of the German racial hygiene movement is a significant aspect of the general history of eugenics into which it needs to be integrated. The similarities in eugenic thinking and practice in the USA and Germany force us to re-evaluate the peculiarity of Nazi racial policies. (shrink)

The ArgumentThis paper argues that different epistemic styles exist in science, and that these make up an important unit of analysis for studying science. On occasion these different sets of commitments to ways of doing and knowing about the world may fall along national boundaries. The case presented here examines German and American embryology around 1900 and shows that differences in goals and approaches make up different epistemic styles.In particular, the Germans sought causal mechanical explanations of as many phenomena (...) as possible, guided by strong theories which achieved confirmation when they fit with as much of the available data as possible. The Americans, in contrast, sought definitive facts, as many as possible, which might be quite specific or narrowly based. These facts could lead to empirical generalizations which, in turn, could guide the generation of new knowledge in the form of new facts. Thus, the two epistemic styles emphasized different goals, processes of investigation, and standards of evidence. (shrink)

Between 1909 and 1913, Berlin’s Museum für Naturkunde unearthed more than 225 tons of fossils in former German East Africa and transported them to Berlin. Among them were the bones of Brachiosaurus brancai, which would eventually become the biggest mounted dinosaur in the world. By analyzing the social and communicative strategies that made this expedition possible, this paper aims to reveal several aspects of natural history knowledge production at the end of the long nineteenth century. Using rhetoric, the director (...) of the Geological–Paleontological Museum in Berlin, Wilhelm von Branca, conducted a highly successful campaign to market the dinosaurs in Prussia and to convince public opinion and the Prussian central state of the value of paleontology. He fired the Prussian imagination and took advantage of the competitive urge to emulate American paleontology and industry. This work examines how his public relations strategies shaped the German biological “landscape” of the first decades of the twentieth century. It asks: when and under what conditions did paleontology successfully appeal to the public? How does communication dictate, shape, and constrain the development of a specific epistemic agenda? The differences between the "habits of the heart" in German and U.S.-American corporations can be described by analyzing the way corporations deal with norms and values within their organizations. Whereas many U.S. corporations have introduced formal business ethics programs, German companies are very reluctant to address normative questions publicly. This can be explained by the different cultural backgrounds in both countries. By defining these different "habits of the heart" underlying German and American business ethics it is possible (...) to show the problems and questions within the intercultural management of values, but also the possible solutions. The five volumes of this set reprint an impressive collection of long unavailable texts by five largely forgotten nineteenth-century American authors, each of whom was familiar with at least some aspects of the philosophical revolution (...) that began in Germany with the appearance of Kant's Critiques and whose own writings were deeply influenced by German Idealism. Largely due to the efforts of these five authors, idealism began to rival empiricism and common-sense realism as a major philosophical movement in the United States by the end of the nineteenth century and was an important part of that intellectual context from which later movements, notably pragmatism, grew. But despite the obvious importance of these authors and texts for understanding both the American "reception" of German Idealism and the history of American philosophy, they are today virtually unknown and most of the volumes reprinted in this set are exceedingly rare. Every student of the history of American thought must therefore be grateful to Thoemmes Press and to James A. Good for making these important works once again available. Each volume is prefaced by an excellent introduction summarizing the essential biographical and historical facts, the relevant intellectual context, and the immediate and lasting influence of the work or author in question. Good's introductions also include insightful, albeit brief, comments on the philosophical contents and distinctive character of each volume. Indeed, one of the pleasures of perusing these volumes is the opportunity this affords to appreciate the originality and philosophical talent of some of these long neglected authors, particularly Marsh, Hickok, and Everett.Volume One reprints what would appear to be the first book on Hegelian "psychology" to be published in America: Psychology; or a View of the Human Soul, by Frederick Augustus Rauch (1841). Rauch (1806-41) was a German emigrant classicist who became enamored with Hegelian philosophy during his student years and was particularly influenced by the Heidelberg theologian Charles Daub. In America, Rauch became head of the Classics Department at Marshall College, where he also taught theology and philosophy. Described as "the first enthusiastic Hegelian in the United States," Rauch's Hegelianism was of the "Old" or "Right" variety. Despite its title, "psychology" is the topic of only the second half of this volume, the first part of which is devoted to "anthropology." These divisions correspond almost exactly to the similarly titled sections of Hegel's "philosophy of subjective spirit," which is the obvious model for Rauch's Psychology. The latter, however, displays none of the dialectical power of Hegel's work and is larded with empirical observations and sundry opinions on a variety of topics. It is perhaps illuminating to discover that American "Hegelianism" can trace its roots to such an eccentric and unrigorous work, which was widely read and even adopted as a textbook by several colleges in the mid-nineteenth century and thus can be described as the book that begin the process of "introducing Hegelianism to America."Volume Two contains The Remains of the Rev. James Marsh, D.D.: Late President and Professor of Moral and Intellectual Philosophy in the University of Vermont; with a Memoir of His Life, edited by Joseph Torrey (1843). Marsh (1794-42), who was reputedly "the first American to study Kant," was a polymath who trained at Dartmouth College and at Andover and Union Seminaries as a classicist, theologian, and philosopher and then served for many years as the President of the University of Vermont. In addition to translating Herder and others, Marsh published the first American edition of Coleridge's Aids to Reflection, with an [End Page 229] introductory essay of his own. This work, the first edition of which appeared in 1829, proved to be extremely popular and was instrumental in introducing Kantian and post-Kantian speculation to the New World. Humboldt Revisited offers a fresh perspective on the contemporary discourse surrounding reform of European universities. Arguing that contemporary reform derives its basis from pre-constructed truths about the so-called 'Humboldt-university,' this monograph traces the historical descent of these truths to the American reception of Humboldt's ideas from the mid-19th century up until the 1960s. Drawing from a rich selection of historical sources, this volume offers an alternative to conventional explanations of the forces behind the ongoing reform of European universities. .As editor of the National Anti-Slavery Standard in the early 1840s, Lydia Maria Child was responsible for keeping the abolitionist movement in the United States informed of relevant news. She also used her editorial position to philosophize. Her column entitled “Letters from New York” is particularly philosophical, including considerations of infinity, free will, time, nature, art, and history. She especially turned to German philosophers and intellectuals such as Kant, Schiller, Bettina von Arnim, Karoline von Günderrode, Jean Paul, Herder, and (...) Hegel in an attempt to guide her readers to a rejection of slavery for the right philosophical reasons. I consider the influence of German philosophy on three particular themes in her writings: a Romantic-Spinozistic view of humans and nature; a Kantian conception of conscience; and a Hegelian description of the philosophy of history. This paper proposes an alternative perspective on the question of the relationship between German Idealism and American Pragmatism through attention to the philosophy of Josiah Royce. Despite being seen as a Hegelian, Royce declared himself a pragmatist. However, he also called his position Absolute Voluntarism. This paper suggests that the real issue between Idealism and Pragmatism is Intellectualism vs. Voluntarism. This distinction both parallels and cuts across the traditions of German Idealism and American Pragmatism, and promises to open (...) up a view broader than the traditional accounts of the qualified appreciation of Hegel seen in Peirce and Dewey, or the outright antipathy of James. With Peirce, we see that his continual call for Royce to study logic includes, or complements, his criticisms that Royce neglects Secondness. Regarding James, we see his influence on Royce is mediated also in their mutual study of Wundt’s voluntaristic psychology, which has its own roots in the pre-Kantian German Idealism of Leibniz. As for Dewey, he acknowledges Royce’s voluntarism, but rejects Royce’s claim that his Absolute Pragmatism/Voluntarism is pragmatism at all. Nonetheless, even if Royce failed to fuse his idealism and pragmatism, the very effort suggests he saw them as distinct enough to need fusion. (shrink)
