As modern foreign policy and international relations encompass more and more scientific issues, we are moving towards a new type of diplomacy, known as "Science Diplomacy." Will this new diplomacy of the 21st century prove to be more effective than past diplomacy for the big issues facing the world, such as climate change, food and water insecurity, diminishing biodiversity, pandemic disease, public health, genomics or environmental collapse, mineral exploitation, health and international scientific endeavours such as those (...) in the space and the Antarctic? Providing a new area of academic focus that has only gathered momentum in the last few years, this book considers these questions by bringing together a distinguished team of international specialists to look at various facets of how diplomacy and science are influenced by each other. The book not only dissects the ways that politics, science and diplomacy have become intertwined, but also highlights how the world's seemingly most intractable problems can be tackled with international collaboration and diplomacy that is rooted in science, and driven by technology. As part of a roundtable on “Balancing Legal Norms, Moral Values, and National Interests,” this essay describes the humanitarian diplomacy of the International Committee of the Red Cross (ICRC) by comparing it conceptually with other forms of advocacy and illustrating it with the ICRC's recent experience in the Yemen crisis. Humanitarian diplomacy is examined as one particular way of balancing legal norms, moral values, and national interests in the pursuit of greater respect for international humanitarian law (IHL) and (...) principled humanitarian action in armed conflicts. The essay looks back to ancient history for archetypal forms of humanitarian advocacy in various cultural traditions. It then describes humanitarian diplomacy's practice of discreet diplomacy and confidential dialogue with all parties to a conflict, and compares its relatively “quiet” approach with the “loud” approach of outrage activism focused on “naming and shaming,” which tends to be the norm today. The essay argues that there is an important and complementary place for the ICRC's style of humanitarian diplomacy alongside other forms of advocacy even in the face of criticism that the ICRC is sometimes publicly silent about what it knows of atrocities and avoids naming and shaming. ABSTRACT Despite the increasing interest in science exhibitions, there has been hardly any work on mobile science exhibitions and their role within science diplomacy – a gap this thematic issue is meant to fill. Atomic mobile exhibitions are seen here not only as cultural sites but as multifaceted strategic processes of transnational nuclear history. We move beyond the bipolar Cold War history that portrays propagandist science exhibitions as instances of a one-way communication employed to promote the virtues of the (...) two major and conflicting political powers. Instead, Science Diplomacy on Display follows mobile atomic exhibitions as they move across national borders and around the world, functioning as spaces for diplomatic encounters. Exhibitions play a vital role not only in the production of knowledge and the formation of political worldviews but also as assets in diplomatic negotiations and as promoters of a new worldview in which nuclear stands at the centre. They are powerful iconic diplomatic devices, that is systems of representations that capture the diplomatic processes in action and make the nitty-gritty details of international relations visible. Contemporary scholarship concerning science diplomacy is increasingly taking a historical approach. In our introduction to this special issue, we argue that this approach promises insight into science diplomacy because of the tools historians of science bring to their work. In particular, we observe that not only are historians of science currently poised to chart the diplomatic aspects involved in the transnational circulation of technoscientific knowledge, materials, and expertise. They are ready to bring critical global analysis to an important (...) phenomenon that has too often been treated as a benign diplomacy device deployed by the Global North without equal reference to the Global South. Through cases discussed in the articles of the special issue, however, we see that historically, in the Global South as well as the Global North, science diplomacy has often functioned to mediate the circulation of technoscientific knowledge and materials, and its historical study helps to better illuminate the resulting knowledge-power nexus. Abstract:Roman Jakobson remains a crucial figure in the history of linguistics and literary criticism. This paper explores how a mid-twentieth-century intellectual curated his own legacy across Cold War divides. Thinking with Jakobson's own formulation of communication functions, this paper argues for a connection between the success of particular structuralist ideas in academic contexts and the tactical efforts of individual scholars embedded in scholarly institutions. The ascendency of executive power in the presence of weak parliamentary and societal control has given rise to a need for deliberative forms of diplomacy in international relations. As Denmark, Finland, Iceland, Norway, and Sweden regularly include members of parliament, party representatives, and representatives of civil society in their delegations to the General Assembly of the United Nations, does this imply that a Nordic model exists? Drawing on the disciplines of Islamic and Christian Ethics, International Affairs, Environmental Science, History and Anthropology, Sustainable Diplomacy: Ecology, Religion and Ethics in Muslim-Christian Relations is a highly constructive work. This paper offers a novel interpretation of the 1890 British Ultimatum, by bringing to the front of the stage its techno-diplomatic dimension, often invisible in the canonical diplomatic and military narratives. Furthermore, we use an unconventional historical source to grasp the British–Portuguese imperial conflict over the African hinterland via the building of railways: the cartoons of the politically committed and polyvalent Portuguese artist and journalist Rafael Bordalo Pinheiro (1846–1905), published in his journal Ponto nos iis, from the end of 1889 (...) and throughout 1890. We argue that the Ponto nos iis cartoons played a so far overlooked role in the unfolding of British–Portuguese affairs, as they shaped at a distance a diplomatic exchange with the British satirical journal Punch. Attacking and counterattacking his fellow cartoonists in Britain, Pinheiro surged into the role of informal diplomat. This cartoon visual and public diplomacy unfolded in the pages of both journals and was tied to the two countries’ colonial conquests in Africa, where the Portuguese and British empires were competing to dominate the African hinterland through large technological systems. Hence the cartoons made visible to wider audiences the otherwise hidden role that technologies played in the two countries’ affairs. In turn, the cartoons aimed at persuading the Portuguese public and ruling classes alike that only regime change, from monarchic to republican, would restore the wounded Portuguese national pride. The aim of the article is to investigate the sports diplomacy of Norway and to examine its influence on the international brand of this country. The author will define the term “sports diplomacy” and attempt to outline the strategy of Norway’s public diplomacy; an analysis of the methods used in Norwegian sports diplomacy will follow. As technologies of ocean exploitation emerged during the late 1960s, science policy and diplomacy were formed in response to anticipated capabilities that did not match the realities of extracting deep-sea minerals and of resource exploitation in the deep ocean at the time. Promoters of ocean exploitation in the late 1960s envisaged wonders such as rare mineral extraction and the stationing of divers in underwater habitats from which they would operate seabed machinery not connected to the turbulent surface waters. Their (...) promises coincided with others' fears that nuclear weaponry would be placed on the seabed. Those who lacked the technological capability to extract minerals from the seabed also had concerns that other nations would exploit their resources. Scientific imaginaries caused uncertainty in the international community—especially in the “Global South.” The UN called the “Law of the Sea” conferences to mediate emerging geopolitical tensions caused by these imaginaries of exploitation of ocean resources. These conferences became a site where lawmakers projected futures rather than merely responding to past or present dilemmas. Diplomats' negotiations, with their basis in anticipation of the future uses of science and technology, reveal the role of scientific imaginaries within complex negotiations. Here, we see the impact of the distinction (or blurring) of the real and the imagined on the balance of relations between Global North and South increasing global imbalances of resources and power. This article's analysis of such scientific diplomacy provides a valuable example of the power of scientific imaginaries to have a global impact. (shrink)

Should the Church, precisely as church, maintain official diplomatic relationships with national states? Is world-wide papal representation essential to the harmonious relationship of pope and bishops?

In the early twentieth century, with the development of Western scientific imperialism, Asia, South America, and Africa became sites for Western scientific exploration. Many paleontological specimens, including dinosaur bones, were discovered in China by foreign scientists and explorers and exported to museums in France, Sweden, and the United States. After the establishment of the Nationalist Government in Nanjing in 1927, anti-imperialist Chinese intellectuals attempted to prevent foreigners from exporting specimens unearthed on Chinese territory. In the summer of 1928, the fossils (...) discovered in the Gobi Desert by the Central Asiatic Expedition of the American Museum of Natural History were detained in China. A series of negotiations ensued between Chinese and American diplomats and scientists over the issues of the ownership of fossils and the format of international scientific collaborations. By studying the interests and stakes for players in the different social worlds involved in the dispute, this essay explores the relations among science, diplomacy, and the politics of deep time. This paper analyses the role played by members of the Curie family in the visual diplomacy of cancer treatments. This relationship started in 1921, when Marie Curie travelled to the US, accompanied by her two daughters, Ève and Irène, to receive a gram of radium at the White House from President Warren Harding. In the years that followed, Ève Curie, as the biographer and natural heir of radium discoverers Marie and Pierre Curie, continued to contribute to the visual (...) class='Hi'>diplomacy of cancer campaigning. Two events will be analysed through an interdisciplinary lens, merging history of science and visual-diplomacy studies, to show how the legacy of the Curies played out in the international consolidation of pre-war transnational alliances in the fight against cancer. One involves the picture of the chargé d'affaires of the France Republic, Jules Henry, receiving the biography authored by Ève,Madame Curie, at the French embassy in Washington. The other concerns the photograph of Ève visiting the Portuguese Oncology Institute (IPO) in 1940, which was immediately reproduced in the Institute's bulletin in order to raise awareness of cancer prevention strategies, and also captured in film as a propaganda tool for the Estado Novo regime (1933–74). There is a tendency in recent development literature to couple the concept of good governance with the concept of sustainable development. The coupling of the two concepts witnesses to the correlation that subsists between good governance and sustainable development, such that given that sustainable development is a function of good governance, where there is good governance, we should not only expect that there will be progress, but, more importantly, we should also expect that the progress is sustainable, so that the (...) situation is one of growing from strength to strength rather than one of progress today and retrogression tomorrow. Yet paradoxically just as sustainable development is predicated on good governance, good governance itself is a function of effective communication, so that where there is lack of effective communication the result is always bad governance, which, in turn, means the possibility of sustainable development is impeded, as we cannot maximize the resources at our disposal, but wallow in endless recrimination and negativities that fail to contribute to our overall well being. Our aim is to show that there is a direct correlation between diplomacy and good governance on the one hand and good governance and sustainable development on the other, so that the best way to promote sustainable development in every sphere of life is to ensure an effective management of the resources at our disposal such as to satisfy all legitimate and competing interests. The Second World War offered an excellent opportunity for some U.S. think tanks to influence foreign-policy-making processes and get involved in transatlantic diplomacy. This study seeks to demonstrate that the Council on Foreign Relations (CFR) challenged the stalemate between the U.S. and French authorities by gathering together U.S. experts and non-collaborationist French leaders. A first-hand reconstruction of this informal network is based on the unreleased Peace Aims Group’s records. This was a unique CFR exchange programme for European governments-in-exile’s representatives. (...) In the first part, a general reconstruction of Council on Foreign Relations’ planning introduces an original assessment of the meetings with some prominent French intellectuals and politicians. It is argued that these conferences can be interpreted as rare examples of wartime public diplomacy. The second part discloses new historical evidence demonstrating the participation of Jean Monnet in a Peace Aims session. This discovery proves the existence of a long-term partnership between one of the key protagonists of the European integration process and the most authoritative foreign-policy think tank working for the Roosevelt administration. Overall, the analysis of Peace Aims Group’s off-the-record discussions sheds new light on the WWII transatlantic debate on postwar Europe and France. (shrink)

With AI permeating our lives, there is widespread concern regarding the proper framework needed to morally assess and regulate it. This has given rise to many attempts to devise ethical guidelines that infuse guidance for both AI development and deployment. Our main concern is that, instead of a genuine ethical interest for AI, we are witnessing moral diplomacies resulting in moral bureaucracies battling for moral supremacy and political domination. After providing a short overview of what we term ‘ethics washing’ in (...) the AI industry, we analyze the 2021 UNESCO Intergovernmental Meeting of Experts (Category II) tasked with drafting the Recommendation on the Ethics of Artificial Intelligence and show why the term ‘moral diplomacy’ is better suited to explain what is happening in the field of the ethics of AI. Study of the diplomacy between the Carolingians and the ʿAbbāsids has been hampered by the absence of any sources from the Caliphate commenting on their relationship. This paper identifies two variants of the Arabic Tiburtine Sibyl, apocalyptic prophecies composed by Syriac Christians in the early ninth century, that provide contemporary Arabic references to contact between Charlemagne and Hārūn al-Rashīd. In doing so, they shed new light on this diplomatic activity by indicating that it was considerably more important for the (...) Caliph than normally appreciated. Combined with other references to the Franks in Arabic apocalyptic of the period, the evidence of these Sibyls suggests that Hārūn al-Rashīd accrued considerable prestige from his reception of Charlemagne’s envoys and the gifts that they brought with them.
