This study analyzes the ideals of responsibility and accountability, asking such questions as when it is legitimate to blame top officials of an organization for mistakes made by personnel below them in the bureaucratic hierarchy; when things go wrong in a large and complex organization like the Canadian Forces, who is responsible and accountable; and whether a plea of ignorance is a good excuse. The study also analyzes the doctrine of ministerial responsibility in both the British and Canadian parliamentary traditions, (...) asking whether it is realistic to expect that a government minister should be held responsible for everything that goes wrong in his/her department. Finally, traditional military values are examined, considering the kinds of attitudes and values expected from Canada's armed forces and the differences between the military and civilian sectors. Far from merely rejecting the ongoing political reform, the coordination of the « intermittents and précaires » proposes a reform project based on the reality of the discontinuity of labor. The aim is not a melancholy plea for the creation of some hypothetical « real jobs n, but rather, to demand the means which are required for the practices of intermittence to be placed on a solid, permanent basis. The model of unemployment compensation suggested here should enable these practices to (...) be rendered permanent, thereby guaranteeing the linkage of various temporalities as a condition for acting on the meaning and content of activity, through forms of shared benefits which grant indemnities to those with lower income and sacrifice those with a higher income. This presupposes the creation of a real threshold of indemnities but also a minimum wage-type platform. What remains to be thought is other forms of financing which would do justice to the frequently unacknowledged production of wealth in intermittence. (shrink)

Résumé La récente installation du siège principal de la Commission Léonine à Paris, en juin 2003, a été saluée par une série de conférences données à l’Université de Paris IV, au mois de décembre de la même année. Ces conférences ont donné lieu aux quatre articles ici présentés.

Résumé L’étude raisonnée de la tradition manuscrite des œuvres de saint Thomas, menée par la Commission Léonine depuis sa fondation, est à l’origine d’un renouvellement considérable de l’approche de l’œuvre du maître dominicain. Elle a permis de confirmer la liste des œuvres authentiques, d’en restaurer le texte déformé par de multiples blessures au cours des siècles, et aussi d’esquisser, grâce notamment à l’examen graphologique des manuscrits autographes, le profil personnel de Thomas écrivain. Les conditions de travail du théologien (...) ont été élucidées et la signification de son entreprise a pu être située dans les enjeux d’une époque. Si l’accès aux données objectives de l’histoire semble avoir affranchi la réception de l’œuvre des polémiques issues de la Réforme, il pose également de nouvelles conditions aux thomismes d’aujourd’hui. Les nombreuses traductions d’œuvres de saint Thomas d’après le texte de l’édition léonine sont un signe supplémentaire de l’actuel renouvellement de sa lecture et de sa diffusion. (shrink)

The Heythrop Journal, EarlyView. -/- For the longest time, it has been generally held and widely acknowledged that Thomas Aquinas thought homosexual activity to be morally wrong. In recent years, this common interpretation has come under challenge by none other than the President of the Leonine Commission, the Dominican Adriano Oliva. In a recent book, Loves: The Church, the Remarried Divorced, and Homosexual Couples (in French Amours: L’Église, les divorcés remariés, les couples homosexuels), Oliva argues that Thomas Aquinas would (...) have supported homosexual practices for homosexual persons, or at least that an accurate application of Thomistic principles entails that homosexual acts are morally good. Is this just wishful thinking on Oliva’s part or does his argument have some merit? In order to answer that question, I will proceed in three parts: first, I will reveal numerous texts Oliva failed to take into account; second, I will explicate Oliva’s hermeneutic and the principal textual support he gives for his position; third, I will examine whether Aquinas would have changed his views on the morality of homosexual activity in light of modern advances in our understanding of the etiology and unchangeability of homosexuality. This volume contains thirty-one papers grouped under the following headings: "The Nature of Philosophy," "Man and Knowledge," "God and Religious Knowledge," "Ethics," "Law," and "Texts." A few of the papers discuss the Augustinian tradition. Munoz-Alonso, Blondel, and Sciacca are mentioned as men who have renewed for our time the thought of Augustine. The papers on St. Bonaventure include an analysis by John O. Riedl of some of Bonaventure’s texts on Dionysius the Areopagite, a comparison and contrast by Bernardino Bonansea of (...) the position of Bonaventure and Thomas on the question of creation from eternity, a study by Ewert Cousins of Bonaventure’s dynamic self-diffusive God, and a discussion of his symbolic theology by Leonard Bowman. As the basis for this translation, Robb has used the Latin text of the Quaestiones de anima which he edited in 1968. Since both the English version and the Latin text are responsibilities of the same scholar, should the former be judged by the quality of the latter? This approach does not seem fair, especially since Robb did not present his original text as a critical edition, but rather as a "corrected" edition, designed to serve students of medieval philosophy until (...) the Leonine Commission published its definitive text. In fact Robb's edition achieved its goal very well, and has been an excellent tool for many studies of Thomas's anthropology. However, our analysis of the whole tradition of Quaestiones de anima has revealed two facts unknown to Robb: first, that the manuscript he used for his edition, although excellent, represents a late stage in the transmission of the text; and second, that the independent family, whose existence Robb was able to establish, is both larger than Robb thought and more authoritative than the university tradition. We hope to prove these points in the edition we are preparing for the Leonine Commission, which will differ from Robb's Latin text in many details. Given these conditions, we shall here limit ourselves to examining Robb's translation with respect to two questions: is it faithful to the text of Robb's Latin edition? and in what sense does it represent an improvement over this edition? Over the last decades, the Commissio Leonina has built up a very strong reputation. Editions such as theSentencia libri De anima and the Sentencia libri de sensu et sensato by R.-A. Gauthier or the commentaries on Boethius by P.-M. Gils, L.-J. Bataillon and C.A. Grassi have set new philological standards, not only because of their fine critical introductions and excellent reconstructions of Thomas Aquinas’ texts, but also because of their rich and accurate apparatus fontium. It may be doubted, however, whether (...) the present edition of De spiritualibus creaturis by Father J. Cos lives up to the same high standards. (shrink)

At least some of your beliefs are commitments. When you believe that P as a commitment, your stance on P is such that you believe it on the basis of your considered judgement. Sometimes, you also believe that you believe P. Such self‐beliefs can also be commissive in a sense, as when they are reflective endorsements of your lower‐order commissive beliefs. In this paper I argue that one's commissive self‐beliefs ontologically constitute one's lower‐order commissive beliefs because one's commissive self‐beliefs instantiate (...) the same inferential dispositions that are constitutive of one's lower‐order commissive beliefs. Constitutive relations between commissive self‐beliefs and first‐order commissive beliefs are maximally epistemically secure because they do not result from any epistemic procedure by which one must try (and possibly fail) to detect one's first‐order commissive beliefs. This maximal epistemic security suffices to warrant one's commissive self‐beliefs, such that one possesses commissive self‐knowledge of an especially privileged sort. (shrink)

This article considers the proposals of the final report of the Commission on Religious Education (CoRE 2018) and its controversial conclusion that the law should require religious education to include teaching about non-religious worldviews alongside religions, presumably in equal measure. Attention is given both to Trevor Cooling’s recent defence of CoRE’s proposals against already expressed criticisms and to additional criticisms, that of the abstract nature of a worldview as a highly ramified, philosophical concept, which is educationally ill-suited to the (...) interests and intellectual capabilities of many pupils, and that of the failure of the proposals to indicate in what ways they overcome current systemic weaknesses. It is concluded that religious education should not be reconceptualised as the study of religious and non-religious worldviews nor should it adopt a framework that construes religions primarily as worldviews. A specific type of collaboration has become prevalent in contemporary art: in this type of collaboration—henceforth, commissioning—an artist assigns the production of the work of art to skilled craftsmen or unskilled workers, directing their labor through instructions or blueprints. Commissioning has been accepted by the art world as a legitimate mode of artistic production—legitimate in the sense that it does not undermine the authenticity of the work as a creation of the artist, even if she has not laid a hand (...) for its production. This report of the Commission for Jewish Philosophy is based on information and personal bibliographies sent to the President of the Commission by over forty scholars in the field via the Questionnaire for SIEPM Commission Reports. Like the previous report that appeared in the Bulletin de philosophie médiévale 49 , 27-44, it is thus intended to be representative and not at all exhaustive. The report features a selected bibliography, arranged alphabetically by author, of over two hundred studies (...) in the field of medieval Jewish Philosophy, written in Western languages between the years 2008-2012. In addition, it provides a list of editions and translations in the field that have appeared during this period, as well as a list of Ph.D. dissertations in the field. The report also mentions some of the most important international conferences that have taken place, and some of the major projects. In general, the authors have tried to present a picture of the study of medieval Jewish Philosophy over the past five years, what has been its focus, what it has accomplished, and where it seems to be going. Finally, the authors address certain important issues that were raised at the meeting of the Commission for Jewish Philosophy at the 2012 SIEPM Congress in Freising. (shrink)

In theory, a quorum of registered voters in a small municipality meets annually to decide local public policy. In fact, special interests and the town bureaucracy control the meeting.Like a town meeting, a commission (or committee or council) comes into being, whether on an ad hoc or permanent basis, to (...) direct a government function. Bioethics commissions specialize in one area: the intersection of public policy with developments, either real or anticipated, in the basic and applied sciences.That specialization of commissions carries over into the selection of the members. More often than not commission members are appointed on the basis of expertise in a specific area. Although some commissions are still made up entirely of one kind of expert, usually medical, the majority of these government bodies seek breadth between the fields of law, religion, ethics, and science (including medicine and the social sciences).In the words of Mrs. Rigenbach, the law clerk to Chief Judge Carl B. Rubin of the United States District Court for the Southern District of Ohio, selection of persons “knowledgeable in the field” constitutes a “blue, blue ribbon” jury. In contrast, a “blue ribbon” jury is composed of those persons having “the greatest amount of formal education” (In re Richardson-Merrill, Inc. (Bendectin litigation), 624 Federal Supplement 1212 at 1217 (1985)). The problem with persons knowledgeable in the field is that their minds may have already been made up. For a jury, this is a disaster; for a bioethics commission, this directs and shapes the research, investigation, and discussion, or, in short, it makes for more efficient decision making.For this Scope Note, the definition of commission begins with the Bioethicsline description of its index term “advisory committees” as committees or commissions set up to advise government bodies on public policy. Furthermore, a commission [End Page 91] (or committee) receives government funding and support in exchange for its expertise in research, investigation, reporting, and recommendations.Six functions served by bioethics commissions have been clearly and succinctly described by LeRoy Walters (Commissions and Bioethics. Journal of Medicine and Philosophy 14 (4): 363–68, August 1989). The functions are: (1) to legitimize action; (2) to delay action or resolution; (3) to identify duplication; (4) to be representative; (5) to do research and find facts; and (6) to provide education and support (pp. 364–65). Since 1989, however, another government function has moved to the forefront. Instead of remaining within the legislative arena, government commissions serve the judiciary as well, in cases involving complex and technical questions. The now defunct Law Reform Commission of Canada recognized this use when it included in its annual reports a section on its “Influence on Law Reform through Judicial Decisions.”In mid-1997, the United States Supreme Court in its consolidated cases on assisted suicide used extensively the writings from a state commission, the New York State Task Force on Life and the Law, to support its rationale. Political discourse is primarily identified as political action, the discourse of deliberating which course of action to follow in accordance with specific political goals. A pragmatic analysis of various sub-genres of political discourse can identify the preference for particular speech acts. The first aim of this paper is to analyze commissive and expressive illocutionary acts in political speeches, as indicators of personal involvement of political speakers, notorious for vagueness and avoiding commitment. A corpus of Serbian, American and British political speeches (...) that address the issue of economic standard of living has been examined to identify commissive illocutionary acts as indicators of politicians’ explicit commitment to a chosen course of action, and expressive illocutionary acts as indicators of politicians’ explicit attitudes to their own or other politicians’ chosen practices. The analysis classifies subtypes of commissives and expressives in the corpus and identifies illocutionary force indicating devices that constitute them in English and in Serbian, after which the resulting classifications are compared and contrasted. The research results are aimed at explaining the hypothesis that a specific use/lack of commissives and expressives can be the politician’s strategy for adding credibility to their speeches, and in that way, swaying public opinion to serve the politician’s interest; conversely, establishing the relation between the use/lack of these illocutionary acts and the politician’s commitment to actions can be a method for exposing the politician’s lack of credibility and accountability.
