The current state of bilateral relations between the Russian Federation and the People’s Republic of China is described by many international relations experts as the best in history. After taking the president office by Donald Trump, the bilateral relations between America and abovementioned powers are cooling down. Current foreign policy of the People’s Republic of China and the Russian Federation focuses on holding a common position in the international political arena, which is in fact an (...) attempt to counter-weight political influence of the US administration and their allies. The dimension of the strategic partnership between China and Russia is also determining the mutual economic dependence, which is now crucial for both powers to build a strong position on the international forum. In addition, Russia is one of the crucial partners for the Chinese-led Belt and Road Initiative (BRI) – by many recognized as the Chinese attempt to break the American economic domination. The collisional course of the American foreign policy towards Russia and China forces the latter to look for Central and Eastern European allies as well as to gain influence in the region of Central Asia which is leading to a constant increase in tensions between China and Russia. Russian-Estonian Relations After 2007: Current Status and Development Prospects The article highlights the major points that have influenced relations between Russia and Estonia after 2007. These relations were rather poor during the post-Soviet period. The number of Russian people who lived in Estonia after gaining independence in 1991 exceeded 30%, which resulted in the very keen interest of Russia in Estonian politics. April 2007 created a new reality for relations between the countries. The decision (...) to move the statues of Second World War Soviet soldiers from main squares to cemeteries provoked negative reactions from Russians living in Estonia, but also infuriated leaders of the Russian government. As a consequence there were harsh verbal attacks from Moscow, the Estonian ambassador to Moscow was harassed, cyberspace attacks took place and traffic over the bridge in Narva, which is a key highway from Russia, was blocked. The Estonian authorities know there is no point in maintaining conflict with Russia. The President of Estonia, Toomas Hendrik Ilves, has stressed that Estonia's relationship with its biggest neighbour, Russia, can only get better. The Russian Orthodox Church, the biggest centralized religious institution in the post-Soviet space, has been going through major changes in the 2000s. These are connected to qualitative changes in the composition of believers and clergy as well as legal registration of rights on church property obtained from the government in the 1990s. This has led to substantial changes in internal policies, particularly a sharp decrease in the influence of fundamentalists, which had been rising over the previous decade. Moreover, the (...) years of Putin's rule were years of failure in the church's relations with the government, which consistently denied the ROC's most important requests. Polish-Russian Economic Relations Under the Conditions of System Transformation The rapid economic transformation in Central and Eastern Europe, modelled on Western economies and based, in some aspects, on neoliberal principles, has found the region's countries to a bigger or lesser degree unprepared. The resulting economic recession, especially in Russia, has had an adverse effect on mutual trade between Poland and Russia. In order to improve economic relations with Russia and increase the trade volume, Poland, remaining within the (...) bounds of EU standards and regulations, needs to adapt the commodity structure of Polish exports to the needs of the Russian market. In the Ukrainian-Russian relations, especially in pre-revolutionary times, the religious component played an important role. The attitude of the Russian authorities toward Southwest Russia was shaped by the influence of several conceptions made in the church circles, which also significantly influenced the formation of Russian national identity.

There has been growing global interest in livestock animal welfare. Previous research into attitudes towards animal welfare has focused on Europe and the United States, with comparatively little focus on Australia, which is an important location due to the prominent position of agriculture economically and culturally. In this article, we present results from qualitative research on how Australian meat consumers conceptualise sheep and beef cattle welfare. The study was conducted in two capital cities (Melbourne, Victoria and Adelaide, South Australia) (...) and a much smaller rural centre (Toowoomba, Queensland) using focus groups (involving 40.9% of participants) and mall-intercept interviews (59.1% of participants), totalling 66 participants. Qualitative analysis highlights that participants had clear ideas of what it means for an animal to live a ‘good life’ and experience a ‘good death,’ with their beliefs strongly tied to their expectations and cultural understandings of what Australian agriculture ‘should be.’ In response to open-ended questions, participants expressed attitudes that relied on romanticised visions of the ‘rural idyll’ as seen in frequent discussions about what is ‘normal’ for sheep meat and beef production, and relatedly, what count as ‘natural behaviours.’ Many participants rejected anything associated with the ‘other,’ classifying it as not ‘normal’: we argue that which is not considered normal, including intensive production, foreign ownership, and halal slaughter practices, appear to place participants’ conceptualizations of an animal’s ‘good death,’ and in turn the potential for a ‘good life,’ at risk. Introduction. The article deals with the problem of the functional status of regions in the system of economic federalism, which is associated with the high spatial heterogeneity of Russia, and explains the need to move from the model of economic fed- eralism, which combines the presence of universal institutions and institutional exceptions, to a model that takes into account the spatial diversity of ter- ritories. The purpose of the study is to substantiate the decrease in the heterogeneity of the economic (...) federalism space when moving on to a model based on macro territories - groups of regions with the same functional status. Methods. The author uses methods of a mono- graphic review, logical and statistical analysis in the context of applying a spatial approach in studying the relations of economic federalism, as well as the concept of “smart specialization” in relation to the regions of Russia to differentiate the relationship of the federal center with the territories within the same specialization. Scientific novelty of the study. The article is the first to present a methodology for determining the functional status of regions, which is the basis for the subsequent formation of a model of relations between the federal center and macro regions. Results. The author proposes methods for deter- mining the functional status of regions and calcu- lating indicators that characterize the relations of economic federalism. The first methodology, based on economic and territorial criteria, makes it possi- ble to attribute each region of Russia to a group of macro regions according to their functional status. The second method makes it possible to substanti- ate a greater asymmetry of indicators character- izing economic federalism in the country as a whole than in the context of macro territories. Conclusions. Regarding the higher stability of indicators characterizing economic federalism by groups of macro-territories than in the country as a whole, the need for a transition to a flexible model of economic federalism based on differentiated measures and specific tools to support regions in the context of their functional specializations is substantiated. In light of the growing need to pay attention to general public opinions and sentiments toward AI, this paper examines the levels of understandings amongst the Australian public toward the increased societal use of AI technologies. Drawing on a nationally representative survey of 2019 adults across Australia, the paper examines how aware people consider themselves to be of recent developments in AI; variations in popular conceptions of what AI is; and the extent to which levels of support for AI (...) are liable to alter with additional exposure to information about AI. While a majority of respondents consider themselves to have little knowledge and familiarity with the topic of AI, the survey nevertheless finds considerable range of relatively ‘plausible’ basic understandings of what AI is. Significantly, repeated questioning highlights a willingness among many people to reassess their opinions once having received further information about AI, and being asked to think through issues relating to AI and society. These patterns remain relatively consistent, regardless of respondents’ political orientation, income, social class and other demographic characteristics. As such, the paper concludes by considering how these findings provide support for the development of public education efforts to further enhance what might be termed ‘public understanding of AI’. In this article, I explore the ways in which journalists engage with different news sources in Chinese and Australian hard news. Based on the analysis of a comparable corpus of Chinese and Australian hard news reporting on risk events, the study investigates the cultural variability of engagement patterns and indicates how text patterns point to distinctions in the ways the power relations are reproduced in news production processes. Corpus findings show that Chinese and Australian journalists mediate (...) news sources of different statuses in different ways. Chinese journalists tend to close down the dialogic space of elite sources but to open up that of ordinary citizens’ sources. Australian journalists tend to contract the dialogic space of elite sources as much as they expand it. It is argued that such different patterns of engaging with news sources are related to the power relations between journalists and news sources in each context. (shrink)

Institutional Review Boards have expressed concern that research into sensitive topics such as mental disorder will cause participants undue distress. This study investigated the emotional responses of 5,220 Australians to a survey on mental-health-related discrimination. Participants were interviewed about their mental health and experiences of discrimination across 10 life domains and then the emotional impacts of the survey. Results suggested that a minority experienced a negative reaction in contrast to 88% reporting positive experiences. In this report on an interview-based school case study undertaken with seven school leaders using component theory analysis and the hermeneutic method, we reveal the relational essence of learning design at the Australian Science and Mathematics School. The phenomenon of learning togetherness presents, forged by deliberately practised notions of contributive leadership within open learning spaces and ongoing attention to new interdisciplinary curriculum forms. This case study highlights the phenomenological nature of a school that has been deliberately purposed for deep (...) collaborative learning forms, respecting student and teacher ideas in the process, and marginalising habitual industrial school design forms that constrain effective student and teacher learning. The study has relevance for school leaders and teachers wishing to pursue new school design forms within enabling learning cultures that attend more closely to the learning needs of young people poised to enter the Third and Fourth Industrial Revolutions. We present and defend the Australian Plan semantics for negation. This is a comprehensive account, suitable for a variety of different logics. It is based on two ideas. The first is that negation is an exclusion-expressing device: we utter negations to express incompatibilities. The second is that, because incompatibility is modal, negation is a modal operator as well. It can, then, be modelled as a quantifier over points in frames, restricted by accessibility relations representing compatibilities and incompatibilities between (...) such points. We defuse a number of objections to this Plan, raised by supporters of the American Plan for negation, in which negation is handled via a many-valued semantics. We show that the Australian Plan has substantial advantages over the American Plan. (shrink)

Aboriginal Australians have traditionally enjoyed little protection from the law. The matter of land has been at the heart of white settler/Aboriginal relations since the nation was first founded. It is only recently that recognition has been given to the land rights of Australian indigenous people. This recognition was finally made at the property law level in 1992 through the High Court decision in Mabo v. Queensland (n. 2) ([1992] 175 CLR 1). The 1993 High Court decision in (...) The Wik Peoples v. Queensland ([1996] 71 ALJR 173) reinforced that recognition. It did so through the principle that pastoral lessees' and native title holders' rights might co‐exist except that, in the event of any inconsistency, the pastoralists' rights were to prevail, provided pastoral activity was being pursued. The most recent legal change is the parliamentary revision of the Native Title Act so that the Wik co‐existence principle was put to rest, mainly through permitting the State governments to upgrade pastoral holdings to a form of freehold, thus immunising them from native title claims, and minimising the payment of compensation. In this paper we argue that the country must consider what has been lost in this about‐turn from the recognition of native title to land in Mabo. We argue that the nation must consider the emphases in the Mabo judgments upon the significance of international law and the need for the common law not to be locked into a racist past. From that point, we contend for the need to recognise not only native title to land but what lies beyond that: indigenous political and human rights. (shrink)

This article draws on the qualitative research component of a mixed-methods project exploring the Australian news media’s representation of violence against women. This critical discourse analysis is on print and online news reporting of the case of ‘Kings Cross Nightclub Rapist Luke Lazarus’, who in March 2015 was tried and convicted of raping a female club-goer in a laneway behind his father’s nightclub in Sydney, Australia. We explore the journalism discursive practices employed in the production of the news reports (...) about the Lazarus trial. Our analysis shows how some lexical features, quoting strategies and structuring elements serve to minimise the victim’s experience while emphasising the adverse effects of the trial on the accused. Furthermore, we demonstrate how such practices allow for the graphic representation of the attack in a salacious manner while minimising the impact of the crime on the victim by selectively referencing her victim impact statement. We found some differences between print and online news stories about this case, some of which may be attributable to the greater space available to the telling of news stories online. We conclude that in news reporting of the Lazarus case, routine journalism discursive practices, such as the inverted pyramid news-writing structure and decisions about who and what to quote, serve simultaneously to diminish the victim’s experience while objectifying her. These results build on international findings about media reporting practices in relation to violence against women and add substantially to what we know about these practices in Australia. (shrink)

This article provides a critique of the controlling legal paradigm in Australia from related scientific and quality management perspectives. It shows key legal requirements are prescientific and hinder attainment of community health and sustainable development goals. It discusses regional arrangements which appear necessary to achieve national aims and the potential of a duty of care regulatory approach, in which dispute resolution is conceptualised as community service, like health or education provision.

Previous research has demonstrated that judicial instructions are not well understood by jurors tasked with returning informative verdicts, and explanatory strategies can facilitate juror’s comprehension of law-related contents. Unlike a great deal of research on legal-lay interactions in a jury trial, most of which is based on English-language materials, the present article uncovers how Russian judges communicate law-related information to the jury. The study was motivated by the lack of guidance on interactions with the jury and the challenges faced (...) by the latter in attempting to understand technical concepts. Through quantitative and qualitative analyses of 18 jury instructions, the paper demonstrates that Russian judges work toward the achievement of a goal of recontextualizing law-related information and making legal concepts comprehensible to a lay audience using a wide repertoire of popularization tools, including definitions, descriptions, illustrations, paraphrases and metaphors. Russian neo-Kantianismʼs status in the history of the development of Russian philosophy is an important, but poorly presented in scientific publications, issue is revealed in the article. With some exceptions, which are represented by a number of few, but informative and informative articles and a monograph, the problem remains without proper reception in the scientific discourse of our time. Russian neo-Kantianism, however, leaving aside the question of what is the phenomenon of Russian neo-Kantianism, it is impossible (...) to productively and consistently actualize the content of Russian neo-Kantians and, moreover, to show their significance in the history of Russian philosophical and socio-humanitarian thought in general. Three key difficulties stand out: 1) the question of originality and the related theme of the independence of the philosophical direction (originality, independence and originality – differ from each other, but are united in their immanent orientation); 2) Russian neo-Kantianism, which in many ways seems to be the most difficult task for researchers engaged in historical and philosophical reconstruction; 3) the question remains ambiguous as to whether Russian neo-Kantianism is a continuation of the German tradition or whether it is a direction of Russian philosophy of thought. Russian neo-Kantianism, the three difficulties identified in the reception of the phenomenon of Russian neo-Kantianism taken as a whole, are consistently revealed in the content of the proposed article, supplemented by a brief overview of the most systemic positions of Russian philosophers, ranked among Russian neo-Kantianism. Overcoming the indicated difficulties, which undoubtedly affect the objective disclosure of the creativity of each representative of Russian neo-Kantianism or thinkers related to them, seems appropriate not only from the standpoint of the history of philosophy, but also for actualizing the heritage of philosophers in the conditions of modern socio-humanitarian pragmatics. Russian neo-Kantianism The author of the article suggests that one of the ways to overcome the ambiguity of the definition of Russian neo-Kantianism in the history of Russian thought may be, firstly, a more detailed consecration of the activities of Russian neo-Kantians in the historical and philosophical literature, and secondly, a comprehensive representation of this direction, including studies of individual personalities and their works. Despite the controversial and polemical nature of the task, its formulation is necessary for the objectivity of the meaning of Russian thought in the global context. (shrink)

This article gives a general characteristic of the publications of the Russian philosophers in the oldest Kantian Journal “Kant-Studien”. The study embraces the entire period of the existence of this magazine, from the very beginning down to our days. In general, after compiling all materials related to Russia published in “Kant-Studien”, I became aware of get a picture of a significant presence of Russian philosophers in this periodical. This gives me a good reason to conclude that even if (...) the impact of the Russian philosophical thought on the international Kant studies was not decisive, then, at least, it was tangible. This influence was due to the phenomenon which was later called the “Silver Age of Russian philosophy”, as well as the phenomenon of Russian emigration, arising as a result of wars and revolutions in Russia and the exodus of the Russian philosophers of the West, where one of their main initial shelters was Germany. Trust has been identified as an indicator within Social Quality theory. As an important component of social quality, trust has become increasingly important in modern society because literature suggests that trust in a number of democratic countries is declining. Modern technologies and specialties are often beyond the understanding of lay individuals and thus, the need for trusting relations between lay individuals and organizations/individuals has grown. The purpose of the study was to examine the extent to which Australians (dis)trust individuals (...) and organizations/institutions. A national postal survey was conducted with 1,044 respondents recruited using the electronic white pages directory. Findings from multivariate analyses suggest that income, age, sex, and health status are associated with trust in groups of individuals and trust in organizations/institutions. The findings highlight populations where trust needs to be (re)built. Future government policy and practice should utilize these findings as a means of facilitating social quality. (shrink)

Australian immigration detention has received persistent criticism since its introduction almost 25 years ago. With the recent introduction of offshore processing, these criticisms have intensified. Riots, violence, self-harm, abuse and devastating mental health outcomes are all now well documented, along with a number of deaths. Clinicians have played a central role working in these environments, faced with the overarching issue of delivering healthcare while facilitating an abusive and harmful system. Since the re-introduction of offshore processing a number of authors (...) have begun to discuss the possibility of a boycott. While taking such action may lead to change, further discussion is needed, not only in relation to the impact of a boycott, but whether it is possible for clinicians to engage with this system in more productive, ethical ways. This article utilises a framework proposed by Lepora and Goodin that provides a structured approach to examine complicity and seeks to explore how clinicians have engaged with Australian immigration detention and ultimately whether they should continue to do so. However, one should pay tribute to those who, seeing the pro-Moscow line of conduct of the Vatican, in particular its current head, Pope Francis, aspire to persuade Ukrainian society, first and foremost, of Ukrainian Roman and Greek Catholics, which, they say, only in this way the Holy See and can prove that he "loves Ukraine", but simply needs to have the ability to "read," "listen," to "look at the world through the eyes of God the Creator," as the Pope teaches. The article treated various concerns of Russian Marxists relating to the concept of personality. In fact, it was not the individual per se and the kindred conceptual constructs that shaped discussions inside Russian Social-Democracy. The individual, on the contrary, was seen as an alien concept, as a central idea of the opponents: the Narodniks, anarchists, Cadets, and liberals in general. The post-1907 Marxist writings demonstrated a significant shift of accent in their approaches to the category of individuality. This (...) was the result of polemics on the psychological particularities of the "reactionary" period (1907-1910). This profound and frequently concealed interest in the individual was typical, in general, of the new generation of Social-Democrats (Bogdanov, Bazarov, Lunacarskij) disillusioned with the classical positivism of the "fathers" and the dogmatic materialism of the "older comrades.". The article examines the position of Russians in Estonia and their relation with ethnic Estonians. The author analyzes models of the society integration introduced by Tallinn after 1991. The results raise questions regarding language education in Estonia, the proficiency level of Estonian is getting widely known by Russians, but on the other hand, there is still a significant part of the population that cannot communicate in Estonian. Those who have a good command of Estonian tend to be better integrated and (...) to coexist with both Estonians and Russians. Russians living in Estonia are supposed to be equally involved in social and political life of the state. The potential of all residents has to be effectively and considerably used, especially when the number of population is decreasing. The position of Russians in Estonia is a major domestic and bilateral issue in the relations with the Russian Federation. (shrink)

Post-secularism is the fundamental evidence of the end of modernity. Modernity, as sleeping reason in Francisco Goya's painting, realizes that, although it thought that it was awake, it was producing monsters. We try to analyze post-secular philosophy from the point of view of Russian religious thought. We believe that such philosophers as Vladimir Soloviev, Pavel Florensky, Sergey Bulgakov, Nikolai Berdyaev, Georges Florovsky, and Semen Frank may be helpful for understanding and overcoming post-secular order. Their unique views on the (...) class='Hi'>relations between religion and philosophy, science, and social life are apparently missing in the current Western debates. It seems to us that Russian religious philosophy becomes surprisingly up-to-date and attractive in the contemporary world. ABSTRACT This article surveys recent work on oracular prophecies and their role in Greek perceptions of Russia in the early modern period. Drawing on this survey, the article provides a critical assessment of the historiographical paradigm of the ‘Russian Expectation’ offered by Paschalis Kitromilides for the analysis of Greek-Russian relations. Finally, the article proposes that scholars should focus on the concept of protection as an aspect of political language, this providing an explanation for particular Greek and also (...) The problem of teaching and learning of Russian language and literature in schools with native language of teaching related to the implementation of the principle of dialogue between cultures. The article draws on the results of the survey of graduates of the two high schools of Kazan: School #2 with teaching in Tatar language and school #37 with teaching in Russian-language. The results of the survey are associated with the problems of bilingualism, multiculturalism and bimentality. Graduates from Tatar (...) language gymnasium are bilingual and fluent in Russian and Tatar languages. 97% of graduates of Tatar gymnasium speak, read and write free in their native language and 96% in Russian. Bilingualism acts in this case like one of the manifestations of inter-ethnic interaction, a particular manifestation of biculturalism. In the National School dialogue of cultures passes through a system of parallel study of both Russian and Tatar languages and literatures: the formation of a bicultural, bilingual, bimental personality able to perceive not only the native culture, but also other culture as the native is taking place. The predominant function of Australian clinical ethics committees (CECs) is policy formation. Some committees have an educational role. Few committees play any direct role in advising on ethics in the management of individual patients and this occurs only in exceptional circumstances. There is a tendency to exaggerate both the number and function of committees. It is suggested that studies of ethics committees, based on questionnaire surveys, should be interpreted cautiously. An examination of ethical issues indicates that there is a (...) role for a critical analysis of power relations in Australian hospitals that is not fulfilled by CECs. (shrink)

Professor Zenkovsky's work is a history in the grand manner --and a grand history it is. We are much indebted to Dr. George Kline for his lucid, readable translation. Our historian takes the basic theme of Russian thought to have been the relations of Christianity and secularism. This does not mean that there has been a dearth of studies in logic, philosophy of science, and so on; or that Zenkovsky neglects these or treats them unfairly or unintelligently. But (...) his belief is that "the genuinely vital creative problems of philosophic reflection derive from the Christian gospel and hence cannot be resolved apart from it." In the West, however, it has, he thinks, been difficult to see this because freedom of investigation has there become identified with opposition to the Church, while in Russia it has been possible to defend such freedom "from the religious point of view, taking the ecclesiastical tradition as point of departure, and giving oneself up fully to the 'free spontaneous force of theological investigation,' in Karsavin's familiar expression." The Russian view of the Church, as set forth by Khomyakov and Kireyevski, a hundred years ago, is not that of an "authority" wielded by officials or even councils, but of a community of members forming a spiritual organism in which they reach a level of life involving integral experience of the nature of reality. Ecclesiastical coercion, as in the West, is viewed as a heresy. Faith calls us to a life of freedom, rather than of "obedience." Zenkovsky regards as "romantic" the notion of a generally diffused spiritual insight which would make all important truths perfectly evident, but he seems to agree with the rejection of coercion. Currently there are several psychotherapy modalities utilising theory and research from neuroscience in treatment frameworks for mental health and recovery from trauma. In Australia this includes: the Conversational Model of Psychodynamic Psychotherapy, a contemporary psychodynamic approach used for treating Borderline Personality Disorder and other trauma-related disorders; Electroencephalogram Neurofeedback, a brain training therapy which has been used as an adjunct to counselling/psychotherapy in traumatic stress and developmental trauma; and Somatic Experiencing, an integrative mind-body approach based on body responses to threat and (...) fear, especially thwarted attempts to enact fight or flight in the face of threat. These modalities have a promising but still-limited evidence base. This paper explores the role of different types of evidence to frame a descriptive review of the current evidence base available for clinicians practicing in these three modalities. While large clinical trials can provide evidence of comparative effectiveness, case studies, observational, qualitative and practice-based enquiry can assist in discovering other aspects of therapy important for individual clients and practitioners. Existing frameworks of evidence- and ethics-informed health and clinical decision-making suggest an ethical approach can incorporate new, developing and evidence-building therapies. Recommendations include careful consideration of informed consent for therapy including disclosure of efficacy and safety, and specific to psychotherapies incorporating neuroscience, a need for practitioners to reflectively assess their own knowledge, competence, heuristic approaches and biases. _ Source: _Volume 40, Issue 1, pp 104 - 115 It is intended in this study to present initial reliability and validity data for the Russian adaptation of the Multidimensional Inventory of Religious/Spiritual Well-being, as being related to personality factors and psychopathology. Therefore, the first version of the MI-RSWB-R was applied to a sample of 192 non-clinical subjects, together with the NEO Five Factor Inventory and the Symptom-Check-List. The original six-factor structure of the scale could be replicated for the (...) MI-RSWB-R, which also provides satisfying psychometric properties. In accordance with previous research the RSWB total score was linked to more favorable personality traits such as Extraversion, Openness to Experience, and Agreeableness, which was paralleled by substantial negative correlations with increased psychopathology. Our findings support the reliability and structural validity of the MI-RSWB-R as a standardized instrument for addressing the spiritual dimension in Russian populations. This essay uses the case of Russian, in its relation to other languages, to look at the ways in which the architects of internationalism in the aftermath of World War II established a new hegemony of world languages, responding to the challenge posed by the rise of Russian as a scientific and political language. What was initially a campaign by the Soviet delegation at UNESCO for one cause—recognition of the status of the Russian language within the organization—was (...) turned by other delegations into a campaign for a different cause—multilingualism. Rather than establishing Russian on a par with English and French, the Soviet intervention helped to create a new triumvirate of world languages—Russian, Spanish, and Arabic—as these were recognized by international organizations such as the United Nations and UNESCO. The case of the rise of Russian as a language of science and politics helps to underscore the complexities and the ambiguities involved in the negotiation of the language regime, in which political arguments were translated into technological choices, the diplomats’ problems were cast as a problem of communication, and the language in which political arguments were made oftentimes mattered as much as the arguments themselves. Australia has experienced difficulties engaging with Asia-Pacific regional integration. Despite Australian attempts to punch above its weight in regional forums and to be a regional leader, it is still not regarded as a full member or as quite fitting into the region. It is an in the Asian context, and has experienced the of being neither here nor there. The former Rudd government's proposal for an (APC) by the year 2020 was a substantive initiative in Australia's ongoing engagement with (...) Asia. It has, however, attracted a high level of criticism both at home and abroad. The main critical analysis of the proposal has focused on institutional building or architecture, or its relationship with existing regional institutions, but overlooks a host of often fraught questions about culture, norms, identities, and international power relations. The APC concept needs to be scrutinized in terms of these questions with a critical eye. This paper examines the cultural, cognitive, and normative dimensions of Rudd's proposal. The purpose of the article is to study the creative heritage of A. Pushkin and P. Chaadaev as catalysts of historiosophical reflections on the fate of Russia, which later took shape in the circles of Westernizers and Slavophiles. By comparing the positions of Pushkin and Chaadaev, the author finds out the reasons and consequences of the emergence and strengthening of the Uvarov ideological construction "Orthodoxy, autocracy, nationality", which is still the main identifying principle of Russian thought. Study of theses (...) of Pushkin and Chaadaev in relation to Russia; its attitude to Europe; the opposition of Eastern Orthodoxy to Catholicism gives reason to consider the general goal of the Russian autocracy through the dialogue of Russian thinkers. This article assesses the role of an important Russian public institution, the Russian Orthodox Church (ROC), in shaping the religious discourse on bioethics in Russia. An important step in this process was the approval of ‘The Basis of the Social Concept of the Russian Orthodox Church’ (2000), one chapter of which is devoted to bioethics. However, certain inadequacies in the creation of this document resulted in the absence of a clear position of the Russian Orthodox Church (...) on some end-of-life issues, reproductive technologies, embryo stem cells, and other topics.Using the example of reproductive dilemmas, the author researches how the ROC clarifies its teaching on issues relating to bioethics. In the 2010s the ROC introduced a new method of taking into account the views of believers and the articulation of the church’s position.
