This is a review of Ruth Garrett Millikan's 1993 book, White Queen Psychology and Other Essays for Alice.

The propagation of causal influences through space-time seems to play a fundamental role in scientific explanation. Taking as a point of departure a basic distinction between causal interactions (which are localized in space-time) and causal processes (which may extend through vast regions of space-time), this paper attempts an analysis of the concept of causal propagation on the basis of the ability of causal processes to transmit "marks." The analysis rests upon the "at-at" theory of motion which has figured prominently in (...) the resolution of Zeno's arrow paradox. It is argued that this explication does justice to the concept of the ability of causal processes to transmit causal influence without invoking anti-Humean "powers" or "necessary connections.". This book presents an attempt to develop a theory of knowledge and a philosophy of mind using ideas derived from the mathematical theory of communication developed by Claude Shannon. Information is seen as an objective commodity defined by the dependency relations between distinct events. Knowledge is then analyzed as information caused belief. Perception is the delivery of information in analog form for conceptual utilization by cognitive mechanisms. Are there really beliefs? Or are we learning (from neuroscience and psychology, presumably) that, strictly speaking, beliefs are figments of our imagination, items in a superceded ontology? Philosophers generally regard such ontological questions as admitting just two possible answers: either beliefs exist or they don't. In exploring the nature of psychological explanation, this book looks at how psychologists theorize about the human ability to calculate, to speak a language and the like. It shows how good theorizing explains or tries to explain such abilities as perception and cognition. " Biosemantics " was the title of a paper on mental representation originally printed in The Journal of Philosophy in 1989. It contained a much abbreviated version of the work on mental representation in Language Thought and Other Biological Categories. There I had presented a naturalist theory of intentional signs generally, including linguistic representations, graphs, charts and diagrams, road sign symbols, animal communications, the "chemical signals" that regulate the function of glands, and so forth. But the term " biosemantics " (...) has usually been applied only to the theory of mental representation. Let me first characterize a more general class of theories called "teleological theories of mental content" of which biosemantics is an example. Then I will discuss the details that distinguish biosemantics from other naturalistic teleological theories. (shrink)
