The English translation of Habermas's The Structural Transformation of the Public Sphere converges with a recent trend toward the revival of the "political culture concept" in the social sciences. Surprisingly, Habermas's account of the Western bourgeois public sphere has much in common with the original political culture concept associated with Parsonian modernization theory in the 1950s and 1960s. In both cases, the concept of political culture is used in a way that is neither political nor cultural. Explaining this peculiarity is (...) the central problem addressed in this article and one to follow. I hypothesize that this is the case because the concept itself is embedded in an historically constituted political culture (here called a conceptual network)-a structured web of conceptual relationships that combine into Anglo-American citizenship theory. The method of an historical sociology of concept formation is introduced to analyze historically and empirically the internal constraints and dynamics of this conceptual network. The method draws from new work in cultural history and sociology, social studies, and network, narrative, and institutional analysis. This research yields three empirical findings: this conceptual network has a narrative structure, here called the Anglo-American citizenship story; this narrative is grafted onto an epistemology of social naturalism; and these elements combine in a metanarrative that continues to constrain empirical research in political sociology. Analytic social ontology has been dominated by approaches where institutions tend to come out paradigmatically as being relatively harmonious and mutually beneficial. This can however raise worries about such models potentially playing an ideological role in conceptualizing certain politically charged features of our societies as marginal phenomena or not even being institutional matters at all. This article seeks to develop a nonideal theory of institutions, which neither assumes that institutions are beneficial or oppressive, and where ideology is understood as a (...) structuring and stabilizing phenomenon that helps maintain specific distributions of rights and duties by conferring perceived legitimacy onto them. Society is a dialectical process: men produce society, which in turn produces them. Certain Marxist categories are especially useful for the sociology of knowledge, dealing with the relation between consciousness and society. Social structure is nothing but the result of human enterprise. Alienation-rupture between producer and product-leads to a false consciousness in neglecting the productive process. Reification, historically recurrent though not anthropologically necessary, while bestowing ontological status on social roles and institutions only sees society as producing men. Certain social conditions (...) encourage de-reification. Philosophy and sociology, superstructures rooted in intersubjectivity, must co-operate in pursuing the sociology of knowledge. (shrink)

Philosophers, historians, and sociologists of science have grown interested in the daily practices of scientists. Recent studies have drawn linkages between scientific innovations and more ordinary procedures, craft skills, and sources of sponsorship. These studies dispute the idea that science is the application of a unified method or the outgrowth of a progressive history of ideas. This book critically reviews arguments and empirical studies in two areas of sociology that have played a significant role in the 'sociological turn' in science (...) studies: ethnomethodology and the sociology of scientific knowledge. In both fields, efforts to study scientific practices have led to intractable difficulties and debates, due in part to scientistic and foundationalist commitments that remain entrenched with social-scientific research policies and descriptive language.
