Though the revised edition of A Theory of Justice, published in 1999, is the definitive statement of Rawls's view, so much of the extensive literature on Rawls's theory refers to the first edition.

As I write this, in November 1971, people are dying in East Bengal from lack of food, shelter, and medical caxc. The suffering and death that are occurring there now axe not inevitable, 1101; unavoidable in any fatalistic sense of the term. Constant poverty, a cyclone, and a civil war have turned at least nine million people into destitute refugees; nevertheless, it is not beyond Lhe capacity of the richer nations to give enough assistance to reduce any further suffering to (...) very small proportions. The decisions arid actions of human beings can prevent this kind of suffering. Unfortunately, human beings have not made the necessary decisions. At the individual level, people have, with very few exceptions, not responded to the situation in any signihczmt way. Generally speaking, people have not given large sums to relief funds; they have not written t0 their parliamentaxy representatives demanding increased government assistance; they have not demonstrated in the streets, held symbolic fasts, or done anything else directed toward providing thc refugees with the means to satisfy their essential needs. At thc government level, no govcrmmcnt has given the sort of massive aid that would enable the refugees to survive fm: more than a few days. Britain, for instance, has given rather more than most countries. It has, to date, given £14,750,000. For comparative purposes, B1~itain’s share of thc nonreccverabla development costs of the Anglo-French Concorde project is already in excess of £275,000,000, and on present estimates will reach £440,000,¤00. This text explores the ethical significance of identity, including our gender, race, ethnicity, nationality, religion and sexuality, for our obligations to others and to ourselves.

Despite a high and growing global average income, billions of human beings are still condemned to lifelong severe poverty, with all its attendant evils of low life expectancy, social exclusion, ill health, illiteracy, dependency, and effective enslavement. This problem is solvable, despite its magnitude.

One‐third of all human deaths are due to poverty‐related causes, to malnutrition and to diseases that can be prevented or cured cheaply. Yet our politicians, academics, and mass media show little concern for how such poverty might be reduced. They are more interested in possible military interventions to stop human rights violations in developing countries, even though such interventions – at best – produce smaller benefits at greater cost. This Western priority may be rooted in self‐interest. But it engenders, and (...) is sustained by, a deeply flawed moral presentation of global economic cooperation. The new global economic order we impose aggravates global inequality and reproduces severe poverty on a massive scale. On any plausible understanding of our moral values, the prevention of such poverty is our foremost responsibility. (shrink)

In response to varied processes of globalization, the cosmopolitan perspective has rightly insisted that discussion of global ethics ought to be taken seriously. This article agrees with cosmopolitan theorists in calling for the implementation of a perspective that can address the other outside of narrow communal determinations. Yet it also advances a critique of their reliance on legalist instruments such as human rights, contending that the bestowal of human rights does not necessarily or directly lead to an ethics of inclusiveness. While the attribution of universal humanity to all may appear as an appropriate means of extending ethical regardedness to all others, this does not immediately follow from such a legalist gesture. Any attempts to articulate a truly global ethics must begin by questioning the distinct communal sensibilities which, by the very fact of their distinctiveness, always already contain within them a ‘xenophobic’ element that cannot be transcended solely by the bestowal of human rights or other such instruments. This article, therefore, discusses a different kind of ‘cosmopolitan’ disposition, one which is based on the recovery of an ethical selfhood that understands itself as an opening to otherness. For this task, it explores the phenomenological analyses of German philosopher Martin Heidegger and specifically his examination of how communication can be cultivated through hearing and silence. This article critically evaluates the cosmopolitan writings of Kwame Anthony Appiah, investigating especially the extent to which he challenges or fails to challenge the problem of Eurocentrism in cosmopolitan discourse. I begin by discussing the way Appiah's construction of his cosmopolitan vision attempts to address criticisms of cosmopolitanism as unable to accommodate the partiality that is an inescapable aspect of human relationships. I relate this issue to Eurocentrism, arguing that the historical integration of the world through European imperialism gives people (...) of color added reason to uphold certain forms of group partiality. I then consider promising points in Appiah's work, in which he can be seen as helping to construct an anti-Eurocentric form of cosmopolitanism, as well as problematic points, in which he shows insufficient regard for the importance of cultural resistance. In his recently published book Animals and African Ethics, Kai Horsthemke makes two important and related claims. The first is that most African metaphysical, religious, and ethical positions and perspectives on animals are anthropocentric. Second, he states that if there are one or more principles of duties regarding other animals derivable from these positions and perspectives, they are at best “indirect duties.” In this article, I critically engage with these claims in the context of the ontological beliefs and ethical standpoints (...) that flow from anthropocentrism, biocentrism, and ecocentrism. I argue that the African metaphysical worldview and African practices on animals are not anthropocentric. The nub of my argument is that a closer examination of African practices on animals and one dominant African metaphysical worldview—one that Horsthemke engages with in the book—presents us a different conclusion, one that suggests that the worldview and practices are conceivably biocentric or ecocentric rather than anthropocentric. Charles Beitz rejects two highly influential conceptions of international theory as empirically inaccurate and theoretically misleading. In one, international relations is a Hobbesian state of nature in which moral judgments are entirely inappropriate, and in the other, states are analogous to persons in domestic society in having rights of autonomy that insulate them from external moral assessment and political interference. Beitz postulates that a theory of international politics should include a revised principle of state autonomy based on the justice of (...) a state's domestic institutions, and a principle of international distributive justice to establish a fair division of resources and wealth among persons situated in diverse national societies. The word ‘cosmopolitan’, which derives from the Greek word kosmopolitês (‘citizen of the world’), has been used to describe a wide variety of important views in moral and socio political philosophy. The nebulous core shared by all cosmopolitan views is the idea that all human beings, regardless of their political affiliation, do (or at least can) belong to a single community, and that this community should be cultivated. Different versions of cosmopolitanism envision this community in different ways, some focusing on (...) political institutions, others on moral norms or relationships, and still others focusing on shared markets or forms of cultural expression. The philosophical interest in cosmopolitanism lies in its challenge to commonly recognized attachments to fellow citizens, the local state, parochially shared cultures, and the like. (shrink)
