A bold new approach to combatting the inherent corruption of representative democracy This provocative book reveals how the majority of modern liberal democracies have become increasingly oligarchic, suffering from a form of structural political decay first conceptualized by ancient philosophers. Systemic Corruption argues that the problem cannot be blamed on the actions of corrupt politicians but is built into the very fabric of our representative systems. Camila Vergara provides a compelling and original genealogy of political corruption from ancient to modern (...) thought, and shows how representative democracy was designed to protect the interests of the already rich and powerful to the detriment of the majority. Unable to contain the unrelenting force of oligarchy, especially after experimenting with neoliberal policies, most democracies have been corrupted into oligarchic democracies. Vergara explains how to reverse this corrupting trajectory by establishing a new counterpower strong enough to control the ruling elites. Building on the anti-oligarchic institutional innovations proposed by plebeian philosophers, she rethinks the republic as a mixed order in which popular power is institutionalized to check the power of oligarchy. Vergara demonstrates how a plebeian republic would establish a network of local assemblies with the power to push for reform from the grassroots, independent of political parties and representative government. Drawing on neglected insights from Niccolò Machiavelli, Nicolas de Condorcet, Rosa Luxemburg, and Hannah Arendt, Systemic Corruption proposes to reverse the decay of democracy with the establishment of anti-oligarchic institutions through which common people can collectively resist the domination of the few. Within the author’s long-term project of updating John Rawls’s paradigm of “political liberalism” to a historical context different from the original one, this paper focuses on how political liberalism can help us understand populism and help liberal democracy survive the populist upsurge. In the first section, political liberalism is argued to be of help in directing our attention to three constitutive aspects of all sorts of populism: the conflation of “the people” with the electorate and the electorate with the nation, (...) the attribution of constituent power to the electorate, and a penchant for so-called “justified intolerance.” In the second section, enfeebled democracies and postliberal democracies are discussed as two distinctly dangerous outcomes of populist contagion. From within a “systemic approach” to deliberative democracy, political parties can be seen as crucial actors in facilitating deliberation, by playing epistemic, motivational, and justificatory functions that are central to the deliberative ideal. However, we point out that if we assume a purely outcome-oriented conception of the role of parties within a deliberative system, we risk losing sight of a central tenet of deliberative democracy and of its distinctive principle of legitimacy, namely, that citizens must be able to exercise critical (...) reflection on the grounds of democratic decisions. We argue that parties have a special responsibility in making a deliberative system meet this requirement, and that such special role can be fulfilled only if parties’ programs, values, and strategies are shaped through intra-party deliberation. On the grounds of this discussion, we define a model of intra-party deliberation that is based on the principles of mutual acceptability, pluralism, and publicity. (shrink)

ABSTRACT Capitalism on Edge aims to redraw the terms of analysis of the so-called democratic capitalism and sketches a political agenda for emancipating society of its grip. This symposium reflects critically on Azmanova’s book and challenges her arguments on methodological, thematic, and substantive grounds. Azar Dakwar introduces the book’s claims and wonders about the nature of the anti-capitalistic agency Azmanova’s ascribes to the precariat. David Ingram worries about Azmanova’s deposing of “economic democracy” and the impact of which on the prospect (...) of radical change she advocates. William Callison casts doubt over the empirical plausibility of Azmanova’s vision of crisis-free transition out of democratic capitalism. Eilat Maoz interrogates Azmanova’s emancipatory project from the historical standpoint of (de)colonization and global imperialism.
