The concept of metaphor as primarily a vehicle for conveying ideas, even if unusual ones, seems to me as wrong as the parent idea that a metaphor has a special meaning. I agree with the view that metaphors cannot be paraphrased, but I think this is not because metaphors say something too novel for literal expression but because there is nothing there to paraphrase. Because reasoning allows us to justify our beliefs and evaluate these justifications it is central to folk epistemology. Following Sperber, and contrary to classical views, it will be argued that reasoning evolved not to complement individual cognition but as an argumentative device. This hypothesis is more consistent with the prevalence of the confirmation and disconfirmation biases. Concepts are the elementary units of reason and linguistic meaning. They are conventional and relatively stable. As such, they must somehow be the result of neural activity in the brain. The questions are: Where? and How?
