Abstract

The rain is a natural phenomenon, its people's production and life has a direct impact. Since ancient times, China was founded on agriculture, in the traditional agricultural society, agriculture, harvest, and even the prosperity of a nation depends largely on natural conditions, in particular rain conditions, the importance of agriculture and country boat making the Chinese people are very concerned about the nature of the rain situation. However, in traditional China, the rain is not entirely a mere natural phenomenon, rain is considered a conscious human masters "day" issued by a signal was given away a lot of natural significance. The rain has occurred or not is often seen as the result of personnel, and after the occurrence of rain, have taken various measures to further enlarge the role of rainwater. Therefore, the water in the natural history of the Chinese people and occupy very important position. Dynasties have great attention to the rain out on behalf of the state, and make the appropriate interpretation, based on different measures. A history of rain, and also a history of rulers rule the country. Song Xining seven stories on the display of the ancient understanding of rain for the community in the face of severe weather when the response and so on. Rainfall as a phenomenon of nature affects directly agricultural production and the people's daily life. Since China is an agricultural country depending mainly on natural condition, especially the rainfall, Chinese people concerned very much about the rainfall from the ancient period. They thought that raining was not only a natural phenomenon but also a warning message from the Heaven to human being on the earth when they did some things wrong. So when they took some measures after water logging and drought, they believed that often magnified effect of rain. Rainfall was a very important role in Chinese history so all dynasties paid much attention to rainfall, the history of rainfall, and state management of rainfall. Comparing with the case in Korea, it discusses the ancient Chinese knowledge of rainfall, the state's response when rainfall occurs, and the role of science and technology on the year 1074 in Song dynasty. It also explains the reason why the rain-gauge had been invented by Tang-Song Chinese people but did not get actually used
