Abstract

The problem of the balance of power within the European state system constituted an important part of Hume’s historical vision. From the vantage point of mid-eighteenth-century Europe, the maxim of the balance of power, proven to be a universal principle in Greek and Roman history, was believed by many to be essential to mutual prosperity and security.1 This was particularly because France, partaking actively in the international competition for commercial wealth in Europe and the New World, created increasing anxieties over the danger of universal monarchy.
