Abstract

2007 the State Council issued "on the basic medical insurance for urban residents to carry out pilot guidance" to mark China's entry into "universal health insurance and universal health insurance era." Universal health security system is "unprecedented" great cause, and how scientific and rational design framework for universal health care system, universal health insurance system to properly handle some major relationship building, coordinated development of urban and rural social security system with universal health relationship, accurately universal health care system policy points, drawing the world universal health insurance system of international experience, establish a "Chinese characteristics" of universal health insurance and social welfare system framework, building a harmonious society, to create a happy new life, to improve the lives of all citizens quality, which is China's public policy, social policy, health policy agenda and the medical security system meeting the core interest of great significance. That the State Council published "The Guidance on the Pilot Project of the Urban Resident Basic Medical Insurance" in 2007 is a symbol that China comes into the time of universal medical insurance, which is a great and "unprecedented" enterprise in the human beings history . However, how to design the universal medical insurance system scientifically, how to deal with the multiple basic relationships, how to coordinate the social development in urban and rural area, how to grasp thoroughly the critical policy, how to use the international experience, how to established the china characteristic universal medical security system and social welfare system for a harmony society and so on, all are crucial issues in China and are significant to establish a new wonderful lives for all citizens
