Abstract

The use of "History - ethics" approach, reveals the complex relationship between the system and its evolution, the theory, history and policy framework and into the body of research is Schumpeter has called "Schmoller program," the main content. Schmoller program after a new school of economists, Sombart new history, Weber, Gayatri Denisov, who developed, for Schumpeter had a decisive influence, while it old school system of the birth of the United States had direct impact, as the evolution of the two most important schools of economics, and the American Neo-Schumpeterian school old school in the German historical school system has its origin. Schmoller program, while a simple and intuitively fit the modern world view of primitive forms of evolutionary economics research program, but it emphasizes the development of modern evolutionary economics ignore the ethical elements in the less developed economy and other issues, especially in the contemporary society, how to reduce the socio-economic development process of the evolution of social exclusion has become the forefront of economics research. Schmollerprngramm is a prime evolutionary economic research program which matches modern cosmology in tuition, however, it emphasizes the issues of ethical factors and less-development economies which are ignored by modern evolutionary economics, especially in today 's society, and the problem of how to reduce social exclusion in the process of social economic development has become the frontier of evolutionary economics.
