Abstract

The present epoch is a turning point in world history not only in the sense that a new, communist socio-economic system is coming into being and a new type of societal relationships among men is coming into being on a foundation of profound revolutionary changes, but also in the sense that mankind has come face to face with a global alternative touching upon the fate of all nations: either the progressive development of each people under peaceful conditions must be assured, or an atomic catastrophe occurs that would threaten the achievements of civilization as a whole. Awareness of this circumstance has roused millions of people in all lands to struggle for peace. This same circumstance necessitates a scientific study of the problem of war and peace, with which the problem of the future of all mankind is now directly connected
