The idea of technocracy has been widely criticized in Western literature in the philosophy and sociology of technology. A common critique of technocracy is that it represents an “antidemocratic” and “dehumanizing” ideology. This paper invites Western scholars to reconsider their oppositions to technocracy by drawing on resources from Confucian ethics. In doing so, this paper synthesizes the major ethical challenges of technocracy mainly concerned by Western scholars in philosophy, political theories, sociology, and policy studies. This paper argues that incorporating Confucian (...) resources such as the rule of virtue into technocracy may be helpful for reexamining these ethical challenges to technocracy that are deeply rooted in Western liberal democratic ideologies. The Confucian rule of virtue means that social policies should be made by the virtuous and capable and these policies need to have impacts on the moral progress of the society. Confucian values provide ethical guidance for technocrats in assessing the moral quality of the sociotechnical systems they build. From the Confucian perspective, sociotechnical systems are often assessed based on the criterion whether and how these sociotechnical systems contribute to a process of harmonization. This paper will introduce some practical cases that demonstrate how technical experts and expertise contribute to organizational and social management. In these cases, virtues and the rule of virtue do play a crucial role: virtues either determine the selection of technocrats and the legitimization of their political power or are embedded in engineering design and affect human behavior in the use context. In what follows, I claim that the ‘global’ in ‘Global Ethics’ needs also to be thought about in a different way, not as the scope or object of ethical judgement but in relation to the worlds reproduced by the practice of ethical judgement itself. In summary, ethical reflection on the meaning of the ‘global’ in the practice of Global Ethics as a field of academic inquiry is what is required if the future of Global Ethics is to be something other (...) than Ethics or Applied Ethics as traditionally conducted. The article discusses how theory and practice in global ethics affect each other. First, the author explores how the study of ethics has changed in the era of globalization and ponders what the role of the field of study of global ethics is in this context. Second, she wants to show how the logical fallacies in widening study field of ethics produce false polarizations between facts and value judgements in social ethics made in various cultural contexts. ABSTRACTThis paper argues that decolonial theory can offer a distinctive and valuable ethical lens. Decolonial perspectives give rise to an ethics that is fundamentally global but distinct from, and critical of, moral cosmopolitanism. Decolonial ethics shares with cosmopolitanism a refusal to circumscribe normative commitments on the basis of existing political and cultural boundaries. It differs from cosmopolitanism, though, by virtue of its rejection of the individualism and universalism of cosmopolitan thought. Where cosmopolitan approaches tend to articulate abstract principles developed from (...) within a particular Western tradition, decolonial approaches reject abstract global designs in favour of inter-cultural dialogue amongst multiple people, including peoples who deem collective and non-human entities to be of fundamental moral importance. Global ethics is an emerging discipline which has not yet reached maturity. The main tasks before it to gain maturity are: first, to achieve a greater integration of various domains of enquiry all of which are concerned with global normative issues. At a general level this includes integrating global ethics with cosmopolitanism, global justice and human right discourse. At the level of areas of concern, there needs to be greater integration of various areas such as development, trade, environment and climate (...) change. And it must grapple with the question of diversity within universality: how far can diversity of practices be accommodated within a culturally sensitive universal framework? Second, there is the question of finding a shared normative framework with respect to the diverse worldviews that may lie behind this: what degree and kind of convergence/consensus are worth working for? Third, there is the task of creating the conditions for its own wider acceptance, which should include taking the idea of global citizenship seriously. (shrink)

Fair trade is a new form of commercial partnership whereby actors in the North engage with actors in the South on a number of conditions, including setting a minimum price, a development bonus, and so on. But above all, fair trade organizations in the South are implementing mechanisms that more or less facilitate the empowerment of their members. This article analyzes the empowerment effects of two fair trade organizations in South India. It shows that while positive effects can be seen, (...) the prevailing social norms in India are extremely influential for women at the moment, so that women are putting all their hopes on their daughters through their education. The objective of this article is to shed light on some challenging questions regarding public health and medical ethics that the Turkish healthcare system has recently been forced to confront. In recent years, terrorists in eastern Turkey have launched increasingly destructive attacks, including numerous attempts to undermine the social order by targeting not only government agencies but also the healthcare system. In this study, 54 terrorist incidents specifically targeting the Turkish healthcare system and healthcare professionals were analyzed and divided into (...) 6 categories according to the type of attack. Each category was evaluated in terms of the relevant ethical issues, with regard to both public health and medical ethics. This study shows that terrorist activity may lead to numerous breaches of public health and clinical ethics rules. Therefore, healthcare policy must involve special precautions to minimize breaches of public health and medical ethics in the face of terrorist attacks. (shrink)

Analysing the demands of global justice for the distribution of resources is a complex task and requires consideration of a broad range of issues. Of particular relevance is the effect that different distributions will have on global population growth and individual welfare. Since changes in the consumption and distribution of resources can have major effects on the welfare of the global population, and the rate at which it increases, it is important to establish meaningful principles to ensure a just distribution (...) of resources. In order to establish such principles we must consider the scope of any reproductive rights, and rights to other goods, such as food and health care, as well as examine the extent of duties correlating to those rights.
