Does the ‘Zeitenwende’ herald the beginning of a new and as yet undefined open society realism? The present essay argues this question requires critical discussion of nature and value of realist political theory, particularly at a time where international society is accelerating to somewhere which is itself as yet unclear. Adding to revisionist research on political realism in International Relations (IR) theory I sketch how a political vision I call open society realism may be developed out of Classical realism, in (...) sharp distinction to academic IR neorealism for methodological and political reasons. To strip foreign policy realism from Continental philosophy, law, and history risks that we become what political liberalism ought to avoid: a closed society with a good conscience retreating from world politics, hiding behind the ‘national’ interest as if strategic great power management is a methodic function of structure rather than the politics of an ethically conscious diplomacy. This paper argues for theoretical modeling and model-construction as central types of activities that philosophers of social ontology engage in. This claim is defended through a detailed case study and revisionary interpretation of Raimo Tuomela’s account of the we-perspective. My interpretation is grounded in Ronald Giere’s account of scientific models, and argued to be compatible with, but less demanding than Tuomela’s own description of his account as a philosophical theory of the social world. Although social ontology (SO) has attracted the attention of scholars in various disciplines, how it is applied to social scientific studies is still under-researched. To tackle this issue, this paper initially considers major streams of research on SO. It then argues that one of the aims of SO in the social sciences is to identify the rhetorical expression of social dynamism. To support this argument, the present study introduces a perspective of performativity and proposes that generic performativity should be identified (...) by social scientists. Let me begin by saying that I think that George Soros is right in identifying fallibility and reflexivity as important phenomena in economic life, and in social life more generally, and as phenomena that mainstream economic theory has largely ignored. I also agree with Soros that economics is an uncertain science. And I think that Soros himself, being one of the world's wealthiest men and most generous philanthropists, deserves credit for being ready and willing to think for himself. It would (...) be all too easy for him to trot out conventional wisdom about market efficiency, privatization, and the like – safely under-written by economic science. It is much more difficult to question the conventional wisdom, let alone its theoretical foundations. Soros does both. Better yet, he takes the trouble to write down his ideas for public consideration and to respond to requests from academic journals to debate their significance – while he could just as easily be lounging on a yacht eating caviar for the rest of his days. Thus said, I do not agree with everything Soros says in his ‘Fallibility, reflexivity, and the human uncertainty principle’ and in what follows I will focus upon what I regard as misconceptions in what he says about fallibility, reflexivity, and scientific method. I will attribute these disagreements to misunderstandings of some of the ideas of our mutual mentor – Sir Karl Popper. In doing so, I hope to show that some of Soros' ideas may be closer to Popper's than Soros thinks, that reflexivity may not be as exclusive to social science as Soros thinks, and that it may not require a scientific method of its own. Getting clear about this may leave us with a somewhat different view of science. (shrink)

Game theorists tend to model climate negotiations as a so-called ‘tragedy of the commons’. This is rather worrisome, since the conditions under which such commons problems have historically been solved are almost entirely absent in the case of international greenhouse gas emissions. In this paper, I will argue that the predictive accuracy of the tragedy model might not stem from the model’s inherent match with reality but rather from the model’s ability to make self-fulfilling predictions. I then sketch some possible (...) ways to dispel the tragedy, including (1) recognizing some ways the assumptions of the model fail, (2) taking seriously recent work suggesting that increasing greenhouse gas emissions is not in most nations’ own self-interest, and (3) preferring alternative models like collective risk dilemmas, bargaining games, or cooperative models. We discuss recent work on bounded rationality and learning in relation to Soros' principle of reflexivity and stress the empirical importance of non-rational, almost self-fulfilling equilibria in positive feedback systems. As an empirical example, we discuss a behavioral asset pricing model with heterogeneous expectations. Bubble and crash dynamics is triggered by shocks to fundamentals and amplified by agents switching endogenously between a mean-reverting fundamental rule and a trend-following rule, based upon their relative performance. We also discuss learning-to-forecast laboratory experiments, showing (...) that in positive feedback systems individuals coordinate expectations on non-rational, almost self-fulfilling equilibria with persistent price fluctuations very different from rational equilibria. Economic policy analysis may benefit enormously by focusing on efficiency and welfare gains in correcting mispricing along almost self-fulfilling equilibria. (shrink)

The failure of models based on rational expectations to explain the ‘boom and bust’ of financial markets does not support Soros' critique of mainstream economics or his call for a theoretical revolution. Contrary to what Soros says, standard rational choice theory has the conceptual resources to analyse reflexivity. The dynamic of feedback loops for example can be described by simple models based on multiple equilibria and informational cascades. This note focuses on George Soros's challenge to macroeconomics and finance theory that any valid methodology of social science must explicitly recognize fallibility in a Knightian sense. We use a simple algebraic example to sketch how extant models formalize fallibility. We argue that contemporary theory's epistemological and empirical difficulties can be traced to assuming away fallibility in a Knightian sense. We also discuss how imperfect knowledge economics provides a way to open mathematical models to such fallibility, while preserving economics as (...) an empirical science. (shrink)

George Soros makes an important analytical contribution to understanding the concept of reflexivity in social science by explaining reflexivity in terms of how his cognitive and manipulative causal functions are connected to one another by a pair of feedback loops (Soros, 2013). Fallibility, reflexivity and the human uncertainty principle. Here I put aside the issue of how the natural sciences and social sciences are related, an issue he discusses, and focus on how his thinking applies in economics. I argue that (...) standard economics assumes a ‘classical’ view of the world in which knowledge and action are independent, but that we live in a complex reflexive world in which knowledge and action are interdependent. I argue that Soros's view provides a reflexivity critique of the efficient market hypothesis seen as depending on untenable claims about the nature of random phenomena and the nature of economic agents. Regarding the former, I develop this critique in terms of Cauchy distributions; regarding the latter I develop it in terms of rational expectations and rational addiction reasoning. (shrink)

We argue that the Soros account of reflexivity does not provide a clear-cut distinction between a social science such as economics and the physical sciences. It is pointed out that the participants who attempt to learn from refutations of conjectures in the Soros world are likely to be haunted by the Duhem–Quine problem of conjointness of hypotheses and unfocused refutation. On a more constructive note, we argue that models of inductive learning, in which participants form conjectures on the basis of (...) strictly limited information sets, can capture the basic thrust of the Soros position. The conjectures are in motion, as the participants attempt to avoid those that are systematically wrong, and there is something vague and uncertain about what can be learned from experience and refutations. The only notion of market efficiency in this world is one contingent on the strictly limited and varied information sets in play. Finally we present a mathematical model and numerical simulations that help justify the causal relationship between reflexivity and far-from-equilibrium dynamics postulated by Soros. (shrink)

This paper examines many similarities in the methodological and ontological views of George Soros and Friedrich Hayek.

This paper analyses Soros' theory of reflexivity by breaking it down into several component concepts that are individually well analysed in existing literature – including performativity, self-reinforcing feedback loops and uncertainty. By focusing on the cognitive myopia implied by analytical monocultures and on the indeterminacy implied by innovation, it helps establish boundaries of applicability for reflexivity models. It argues that Soros largely ignores a key element in the formation of self-reinforcing delusions or market bubbles – the role played in conditions (...) of uncertainty by homogeneous social narratives and shared mental models. This paper also examines how social learning, rhetoric, power, emotional contagion, the discourse of ‘best practice’, ‘and Keynes' beauty contest may lead to such shared narratives and analytical homogeneity in markets. It concludes that market instability results when there is insufficient cognitive diversity or heterogeneity of beliefs among actors to enable them to spot anomalies and novelties. (shrink)

In 1987, George Soros introduced his concepts of reflexivity and fallibility and has further developed and applied these concepts over subsequent decades. This paper attempts to build on Soros's framework, provide his concepts with a more precise definition, and put them in the context of recent thinking on complex adaptive systems. The paper proposes that systems can be classified along a ‘spectrum of complexity’ and that under specific conditions not only social systems but also natural and artificial systems can be (...) considered ‘complex reflexive.’ The epistemological challenges associated with scientifically understanding a phenomenon stem not from whether its domain is social, natural, or artificial, but where it falls along this spectrum. Reflexive systems present particular challenges; however, evolutionary model-dependent realism provides a bridge between Soros and Popper and a potential path forward for economics. (shrink)

Despite existing international, regional and national guidance on how to obtain valid consent to health-related research, valid consent remains both a practical and normative challenge. This challenge persists despite additional evidence-based guidance obtained through conceptual and empirical research in specific localities on the same subject. The purpose of this paper is to provide an account for why, despite this guidance, this challenge still persist and suggest conceptual resources that can help make sense of this problem and eventually mitigate it’. This (...) paper argues that despite the existence of detailed official guidance and prior conceptual and empirical research on how to obtain valid consent, the question of ‘how to obtain and ascertain valid consent to participation in health-related research’ cannot always be fully answered by exclusive reference to pre-determined criteria/guidance provided by the guidelines and prior research’. To make intelligible why this is so and how this challenge could be allayed, the paper proposes six concepts. The first five of these are intended to account for the persistent seeming inadequacies of existing guidelines. These are fact-skepticism; guideline insufficiency; generality; context-neutrality and presumptiveness. As an outcome of these five, the paper analyzes and recommends a sixth, called bioethical reflexivity. Bioethical reflexivity is reckoned as a handy tool, skill, and attitude by which, in addition to guidance from context-specific research, the persisting challenges can be further eased. Existing ethical guidelines on how to obtain valid consent to health-related research are what they ought to be – general, presumptive and context-neutral. This explains their seeming inadequacies whenever they are being applied in concrete situations. Hence, the challenges being encountered while obtaining valid consent can be significantly eased if we appreciate the guidelines’ nature and what this means for their implementation. There is also a need to cultivate reflexive mindsets plus the relevant skills needed to judiciously close the unavoidable gaps between guidelines and their application in concrete cases. This equally applies to the gaps which cannot be filled by reference to additional guidance from prior conceptual and empirical research in specific contexts. (shrink)

This essay offers a unified philosophical account of observer effects in social science. When agents are aware their behavior is subject to scientific inquiry they often act in ways that render measurements of them unreliable. This is the problem of reflexive measurement. In order to develop this novel account, I provide a general characterization of reflexivity which encompasses the full scope of scientific practice: theorizing, prediction, measurement, etc. The characterization captures the insights of contemporary philosophers of science working on reflexive (...) prediction alongside observations by scientists grappling with observer-type effects in the course of their research. Even though there are many views on consciousness theory in the pertinent literature, there remains a need for a unifying framework for specifying the features of specific states of consciousness. In order to know what kinds of experiences conscious states have in common, researchers need to elicit testimony that is more direct and finer-grained than has been previously available. This dissertation endeavors to fill a gap in current research by addressing concepts and methods for making requisite distinctions and illuminates the (...) question of whether specific states of consciousness can be reliably and validly distinguished from each other. In order to do this, 41 individuals were invited to be interviewed. The interview was designed as a conversational-type synthesis of 5 well-known questionnaires pertinent to states of consciousness, but without their explicit and implicit assumptions; that is, the volunteers’ responses would not conform to predetermined questions. Encoding their responses allowed me to develop a model that helped to answer the research question (“Are there identifiable features that can reliably and validly distinguish among states of consciousness thought to be distinct from each other?”) by formulating a model in which any given conscious state can be catalogued in terms of its component factors (background, resistances, setting, induction, tradition, energies, and breakthrough events). The results of this study provide much-needed insights into people’s internal experiences of their various states, thus forming a basis for improved treatments and analyses. Better understanding of these states can be an impetus for social change by allowing for more incisive analyses and treatments, as well as fostering improved interpersonal communications. (shrink)
