The need to create more sustainable food systems calls for careful attention to justice in making the transition. However, to achieve a just transition and create policies to support the goal of developing sustainable food systems, we need more knowledge of the ways current policies tackle justice. This knowledge can reveal blind spots and development needs and increase the transparency of potentially conflicting goals, which is essential for designing just transition policies. From the normative perspective of food justice, a food (...) system should produce three principal outcomes: food security and nutrition, livelihoods and fair income, and environmental sustainability. In this article, we take these outcomes as the starting point to study how they relate to the distributive, procedural, and recognitive aspects of food justice in the context of Finnish food policies. Our data consist of Finnish policy strategies relating to the national food system and data from interviews with experts involved in the policy processes. Our results suggest that food security and farmer livelihoods have dominated justice related considerations at the cost of environmental sustainability. Although these are important for distributive justice and for recognizing vulnerabilities, the current setting reveals risks regarding the possibilities of transitioning to a low-carbon food system. The invisibility of the often-invisible groups is also notable in the policy documents. To promote justice more broadly, there should be greater emphasis on environmental sustainability as well as procedural and recognitive justice and opportunities for diverse people to participate in food policymaking. AbstractIn order to foster a transition of the food system toward more sustainable outcomes, scholars have increasingly pointed at the need for organizing strengthened food democracy. By increasing the participation of citizens and food system actors, democratic innovations, such as food policy councils, are believed to promote the quality and legitimacy of food policymaking. However, the question of whether and how food democracy initiatives do indeed contribute to more democratic modes of governance largely remains unexplored. This study addresses this gap (...) by performing a systematic literature review of the existing scholarship on food democracy, assessing democratic innovations for their contributions to four democratic goods: inclusiveness, popular control, considered judgment and transparency. The analysis shows that food democracy initiatives tend to be dominated by organized interests, have more influence on agenda-setting and implementation compared to decision-making, and generally aim for some form of deliberation or knowledge exchange. The precise selection mechanisms, processes and quality of deliberation, and transparency of democratic innovations remain important research gaps. The paper ends with a plea to better connect food democracy scholarship with the broader political sciences, as well as various suggestions for future research. (shrink)

This paper uses distinctions between differing senses of “private,” “public” and “political” in the United States to argue for the value of framing food issues as a collective problem that calls for broadscale demands for justice. We argue that food choices do not simply belong to the realm of private preferences and market transactions. Rather, they are a set of decisions that have systemic causes and public consequences. They are shaped and constrained by public policies that underwrite the transportation of (...) food over long distances as well as particular crops and foodstuffs, and by the vendors and advertisers who try to convince us to eat more of the foods they produce. Because the consequences of eating an abundance of empty calories are not easily remedied at the personal level, citizens need to demand public, systemic solutions, including better food information, youth food education, and a healthier food supply.
