Words change meaning, usually in unpredictable ways. But some words’ meanings are revised intentionally. Revisionary projects are normally put forward in the service of some purpose – some serve specific goals of inquiry, and others serve ethical, political or social aims. Revisionist projects can ameliorate meanings, but they can also pervert. In this paper, I want to draw attention to the dangers of meaning perversions, and argue that the self-declared goodness of a revisionist project doesn’t suffice to avoid meaning perversions. (...) The road to Hell, or to horrors on Earth, is paved with good intentions. Finally and more importantly, I want to demarcate what meaning perversions are. Experimental Philosophy (X-Phi) is now a fully-fledged methodological project with applications in almost all areas of analytic philosophy, including, as of recently, aesthetics. Another methodological project which has been attracting attention in the last few years is conceptual engineering (CE). Its areas of implementation are now diverse, but as was the case initially with experimental philosophy, aesthetics has unfortunately been left out (or perhaps aestheticians have failed to pay attention to CE) until now. In this paper, I argue that if (...) conceptual engineers are interested in expanding their project to the field of aesthetics, which would greatly benefit the field, then they should rely on the existing experimental work of aestheticians. Experimental philosophers have only recently started to join forces with conceptual engineers in various fields, as well as to explore the methodological implications of such an alliance. This paper goes a step further by not only arguing that CE has potential in aesthetics, but that the way to realize this potential is to piggyback, so to speak, on the work of experimental aestheticians. In other words, instead of building a CE project in aesthetics from the ground up, this paper describes the support that CE can and should derive from current experimental aesthetics, thereby making the former’s development more efficiently realizable. Furthermore, I argue that doing so would also be beneficial to experimental aesthetics. Currently, the integration of X-Phi to the wider field of aesthetics is losing ground because certain objections—notably, the objection that X-Phi cannot be of relevance to normative questions—have not been properly refuted. By pairing up with a normative programme like CE, though, experimental aestheticians should finally be able to put these objections to rest. (shrink)

Conceptual engineering is thought to face an ‘implementation challenge’: the challenge of securing uptake of engineered concepts. But is the fact that implementation is challenging really a defect to be overcome? What kind of picture of political life would be implied by making engineering easy to implement? We contend that the ambition to obviate the implementation challenge goes against the very idea of liberal democratic politics. On the picture we draw, the implementation challenge can be overcome by institutionalizing control over (...) conceptual uptake, and there are contexts—such as professions that depend on coordinated conceptual innovation—in which there are good reasons to institutionalize control in this fashion. But the liberal fear of this power to control conceptual uptake ending up in the wrong hands, combined with the democratic demand for freedom of thought as a precondition of genuine consent, yields a liberal democratic rationale for keeping implementation challenging. Politicians and engineers are increasingly realizing that values are important in the development of technological artefacts. What is often overlooked is that different conceptualizations of these abstract values lead to different design-requirements. For example, designing social media platforms for deliberative democracy sets us up for technical work on completely different types of architectures and mechanisms than designing for so-called liquid or direct forms of democracy. Thinking about Democracy is not enough, we need to design for the proper conceptualization of these (...) values. As we see it, we cannot responsibly engineer and innovate and shape technology in accordance with our moral values without engaging in systematic and continuous conceptual engineering: This is not only an academic, or theoretical issue, it is also not simply an issue for public policy or politics, or regulators, it has become a central problem for engineering and the world of technology. In this paper, we present a framework for doing the necessary conceptual work in the context of requirement engineering. We draw on the literature on conceptual engineering to lay out a methodology to (1) assess different conceptions and (2) to develop new conceptions. Moreover, we integrate this methodology with extant approaches in the philosophy of technology which aim at designing technological artefacts ethically. In the final section we apply this integrated framework to freedom in the context of social media networks. (shrink)

In this paper I argue against Simion’s (Citation2018) Epistemic Limiting Procedure for conceptual engineering and put forward a more permissive alternative, according to which epistemic losses do not systematically block amelioration, but merely provide reasons against it. On this less restrictive view, epistemic losses will be permissible, provided that they are compensated by the non-epistemic gains of the amelioration. After fleshing out the details of my proposal, I discuss two case studies in relation to which Simion’s restrictive procedure seems to (...) yield the wrong predictions. Extinction is a concept of rapidly growing importance, with the world currently in the sixth mass extinction event and a biodiversity crisis. However, the concept of extinction has itself received surprisingly little attention from philosophers. I will first argue that in practice there is no single unified concept of extinction, but instead that its usage divides between descriptive, epistemic, and declarative concepts. I will then consider the epistemic challenges that arise in ascertaining whether a species has gone extinct, and how (...) these lead to serious limitations on responsibility and accountability for preventing extinctions. I will propose two conceptual engineering changes to our understanding of extinction. Firstly, to use twin epistemic concepts of extinction, corresponding to high and low epistemic demands. Secondly, to explicitly recognize that in many contexts extinction is a thick concept that contains an evaluative component, which therefore motivates explicit ethical considerations such as the use of precautionary principles. Can we engineer conceptual change? While a positive answer to this question would be exciting news for philosophy, there has been a growing number of pessimistic voices in the literature. This paper resists this trend. Its central aim is to argue not only that conceptual engineering is possible but also that it is not even distinctively hard. In order to achieve this, we will develop a novel approach to conceptual engineering that has two key components. First, it proposes a reorientation (...) of the conceptual engineering project away from fixing conceptual defects and towards bringing about conceptual innovation. Second, it offers a new account of when conceptual engineering is successful in terms of etiological functions. We then turn to the reasons that have motivated various forms of pessimism about conceptual engineering and show that, on our novel approach, none of them stands up to scrutiny. (shrink)

Abstract“Freedom” is a fundamental political concept: contestations or endorsements of freedom-conceptions concern the fundamental normative orientation of sociopolitical orders. Focusing on “freedom,” this article argues that the project of bringing about emancipatory sociopolitical orders is both aided by efforts at engineering fundamental political concepts as well as required by such ameliorative ambitions. I first argue that since the absence of ideology is a constituent feature of emancipatory orders, any attempt at bringing about emancipation should leverage genealogical approaches in order to (...) debunk existing ideological freedom-concepts, which can occur only by exposing the discursive functions these have come to serve for the (re-)production of dominant power relations. I then suggest that establishing and sustaining an alternative, ideology-free conception of “freedom” is a steeper task. Ensuring widespread uptake of any ameliorated concept is contingent on effective change in the relevant social environment. Where fundamental political concepts such as “freedom” are concerned, effective intervention in the relevant social environment requires radical sociopolitical change. But if such change can be brought about and enables the widespread uptake of an “improved” freedom-concept, the concept's content comes to reflect changed social facts, thereby stabilizing the particular emancipatory sociopolitical order which has newly arisen. The epistemological debate about radical skepticism has focused on whether our beliefs in apparently obvious claims, such as the claim that we have hands, amount to knowledge. Arguably, however, our concept of knowledge is only one of many knowledge-like concepts that there are. If this is correct, it follows that even if our beliefs satisfy our concept of knowledge, there are many other relevantly similar concepts that they fail to satisfy. And this might give us pause. After all, we might (...) wonder: What is so great about the concept of knowledge that we happen to have? Might it be more important, epistemically speaking, to investigate whether our beliefs satisfy some other relevantly similar concept instead? And how should questions such as these even be understood? This paper discusses the epistemological significance of these issues. In particular, a novel skeptical stance called ‘meta-skepticism’ is introduced, which is a kind of skepticism about the idea that some knowledge-like concepts are epistemically more important than others. It suggested that it is unclear whether this form of skepticism can be avoided. (shrink)

What is the relationship between conceptual engineering and metasemantic externalism? Sally Haslanger has argued that metasemantic externalism justifies the seemingly counterintuitive consequences of her proposed conceptual revisions. But according to Herman Cappelen, metasemantic externalism makes conceptual engineering effectively impossible in practice. After raising objections to Haslanger’s and Cappelen’s views, I argue for a very different picture, on which metasemantic externalism bears very little on conceptual engineering. I argue that, while metasemantic externalism principally operates at the level of semantic-meaning, we should (...) understand conceptual engineering to operate largely at the level of speaker-meaning. This ‘Speaker-Meaning Picture’ has two key benefits. Firstly, it makes conceptual engineering often easy in practice. Secondly, it suggests a new, normative response to the well known objection that conceptual engineering serves only to change the subject. (shrink)

Western analytic epistemology is undergoing an upheaval: the importance of social justice concerns is becoming increasingly recognized. Many of us want epistemology to reflect our lived experiences, and to do real work for us on issues that matter. Motivated by these concerns, researchers are increasingly focusing on ameliorating our epistemic concepts: finding ones that contribute to social justice. At the same time, however, many epistemologists claim that their project is purely metaphysical and thus value-neutral: epistemology is just about the truth, (...) the facts! Ethics and politics thus have no place in epistemology proper. I will argue that, despite appearances to the contrary, these ameliorative and objectivist projects are not in conflict. Indeed, because the same concepts are our tools for both theoretical and practical reasoning, properly carrying out either project must be done in an integrated way with the other. I’ll use the example of medical research to show how social justice concerns can deeply influence scientific practice in ways that contribute to, rather than threaten, its claims to objectivity. I then develop an integrative epistemology on analogy with medical research to resolve both longstanding philosophical disputes and support our understanding and healing of public discourse. Several authors in psychology and philosophy have recently raised the following question: when is it permissible to intentionally change the meaning and use of our words and concepts? I argue that an arguably prior question has received much less attention: Even if there were good moral or epistemic reasons for conceptual or semantic changes, this does not yet justify pushing or lobbying for such changes if they are socially and conceptually disruptive. It is largely assumed that conceptual engineering is essentially about revising, introducing, or eliminating representational devices, in particular the intension and extension of words and concepts. However, tying conceptual engineering too closely to representations is risky. Not everyone endorses the notion of representation as theoretically helpful or even real. Not everyone thinks that concepts or meanings should be understood in terms of the notion of representation. Does this mean that conceptual engineering is not interesting or relevant for these skeptics? In (...) this paper, I motivate and propose a non-representationalist construal of conceptual engineering. I argue that conceptual engineers can be understood as primarily engineering linguistic entitlements and commitments rather than representational devices. Note that this account is non-representationalist, but explicitly not anti-representationalist. Representations may play a significant role when it comes to justifying and completing commitment engineering projects. (shrink)

Sometimes ordinary disagreements become deep as a result of epistemic injustice. The paper explores a hitherto unnoticed connection between two phenomena that have received ample attention in recent social epistemology: deep disagreement and epistemic injustice. When epistemic injustice comes into play in a regular disagreement, this can lead to higher-order disagreement about what counts as evidence concerning the original disagreement, which deepens the disagreement. After considering a common definition of deep disagreement, it is proposed that the depth of disagreements is (...) best understood as a matter of degree. Then, a case study of real-life disagreement is introduced: the disagreement about whether racism is a significant issue in the Netherlands, illustrated by the tradition of ‘Black Pete’. It is argued that there is disagreement about what counts as evidence in the case study because of two forms of epistemic injustice: testimonial and hermeneutical injustice. Specifically, there is disagreement about epistemic principles concerning whether private first-personal experience of racism is a weighty source of evidence in this domain, whether victims of racism count as important testifiers in this domain, and how to assess testimony that is not intelligible to you because it employs concepts and terminology you are unfamiliar with. By dismissing the relevant testimony and epistemic resources, the disagreement boils down to disagreement on the level of epistemic principles concerning,, and. I develop an expressivist account of verbal disagreements as practical disagreements over how to use words rather than factual disagreements over what words actually mean. This account enjoys several advantages over others in the literature: it can be implemented in a neo-Stalnakerian possible worlds framework; it accounts for cases where speakers are undecided on how exactly to interpret an expression; it avoids appeals to fraught notions like subject matter, charitable interpretation, and joint-carving; and it naturally extends to an analysis of (...) metalinguistic negotiations. Max Deutsch has recently argued that conceptual engineering is stuck in a dilemma. If it is construed as the activity of revising the semantic meanings of existing terms, then it faces an unsurmountable implementation problem. If, on the other hand, it is construed as the activity of introducing new technical terms, then it becomes trivial. According to Deutsch, this conclusion need not worry us, however, for conceptual engineering is ill-motivated to begin with. This paper responds to Deutsch by arguing, first, (...) that there is a third construal of conceptual engineering, neglected by him, which renders it both implementable and non-trivial, and second, that even the more ambitious project of changing semantic meanings is no less feasible than other normative projects we currently pursue. I will argue that those thinking about conceptual engineering should think more about ways of believing. When we talk about what someone “believes”, we could be talking about how they are inclined to act, or what they have put forth as their position on a matter, or what gives rise to a feeling of endorsement when they reflect on the matter. If we further recognize that the contents of our beliefs are at least sometimes framed in certain concepts and that (...) projects of conceptual engineering at least sometimes aim to change our beliefs by changing the concepts they are framed in, the question arises: which beliefs does conceptual engineering target? Is it always “belief” in the same sense? I will argue that it is not, using examples from feminist and mainstream metaphysics. Suppose that revisionary ontologists call on us to eliminate the non-joint-carving concept TABLE from our beliefs about the world. They then plausibly have in mind only “belief” in the sense of practically detached reflective assent: they want the concept eliminated from the content of such assent. On the other hand, when feminist metaphysicians of gender call on us to ameliorate the ethically problematic concept WOMAN, they target our “beliefs” in a sense that encompasses both the content of our everyday observations and experiences and what might be called practically engaged reflective assent; but they do not target the practically detached assent. On a representationalist view, conceptual engineering is the practice of changing the extensions and intensions of the devices we use to speak and think. But if this view holds true, conceptual engineering has a bad rationale. Extensions and intensions are not the sorts of things that are better or worse as such. A representationalist account of conceptual engineering thus falls prey to the objection that the practice has a bad rationale. To account for the assumption that conceptual engineering is worthwhile, (...) we propose to view what is being engineered as inferential devices, as opposed to representational devices. The objective is not to establish that being or having an inferential role is all there is to meaning or conceptual content. Rather, our agenda is to recommend a shift of focus from the representational features of content to the inferential features of content for the purposes of doing and thinking about conceptual engineering. Inferentialism about conceptual engineering makes better sense of the practice than a representationalist approach: In addition to accounting for the rationality of engaging in conceptual engineering, inferentialism provides a sound interpretation of what is at stake in concrete examples of conceptual engineering. Conceptual engineering is the method for assessing and improving our concepts. However, little has been written about how best to conceive of concepts for the purposes of conceptual engineering. In this paper, I aim to fill this foundational gap, proceeding in three main steps: First, I propose a methodological framework for evaluating the conduciveness of a given concept of concept for conceptual engineering. Then, I develop a typology that contrasts two competing concepts of concept that can be used in conceptual (...) engineering — namely, the philosophical and psychological ones. Finally, I evaluate these two concepts of concept using the proposed methodological framework and I show that, when it comes to making conceptual engineering an actionable method, the psychological concept of concept outclasses its philosophical counterpart on all counts. This provides a baseline from which the concept of concept can be further improved for the purposes of conceptual engineering. (shrink)

Conceptual engineering is the method for assessing and improving our representational devices. On its ‘broad‐spectrum’ version, it is expected to be appropriately applicable to any of our representation‐involving cognitive activities, with major consequences for our whole cognitive life. This paper is about the theoretical foundations of conceptual engineering thus characterised. With a view to ensuring the actionability of conceptual engineering as a broad‐spectrum method, it addresses the issue of how best to construe the subject matter of conceptual engineering and successively (...) defends the theses that conceptual engineering should be: (i) About concepts, (ii) psychologically theorised, (iii) as multiply realised functional kinds. Thereby, I claim to theoretically secure and justify the maximum scope, flexibility, and impact for the method of conceptual engineering on our representational devices in our whole cognitive life—in other words, a broad‐spectrum version of conceptual engineering. Conceptual Engineering (CE) is thought to be generally aimed at ameliorating deficient concepts. In this paper, we challenge this assumption: we argue that CE is frequently undertaken with the orthogonal aim of _conceptual adaptation_. We develop this thesis with reference to the interplay between technology and concepts. Emerging technologies can exert significant pressure on conceptual systems and spark ‘conceptual disruption’. For example, advances in Artificial Intelligence raise the question of whether AIs are agents or mere objects, which can be construed (...) as a CE question regarding the concepts AGENT and OBJECT. We distinguish between three types of conceptual disruption (conceptual gaps, conceptual overlaps, and conceptual misalignments) and argue that when CE occurs to address these disruptions, its primary aim is not to improve concepts, but to retain their functional quality, or to prevent them from degrading. This is the characteristic aim of CE when undertaken in philosophy of technology: to _preserve_ the functional role of a concept or conceptual scheme, rather than _improving_ how a concept fulfills its respective function. Conceptual engineers have made hay over the differences of their metaphilosophy from those of conceptual analysts. In this article, I argue that the differences are not as great as conceptual engineers have, perhaps rhetorically, made them seem. That is, conceptual analysts asking ‘What is X?’ questions can do much the same work that conceptual engineers can do with ‘What is X for?’ questions, at least if conceptual analysts self-understand their activity as a revisionary enterprise. I show this with a study (...) of Russell's metaphilosophy, which was just such a revisionary conception of conceptual analysis. (shrink)

Steffen Koch raises several objections to my critique of conceptual engineering. Here, I reply to these objections, arguing that Koch fails to adequately defend the “standard rationale” for conceptual engineering, and that the dilemma I have posed for “conceptual re-engineering”, a dilemma that presents this practice as either infeasible or else trivial, survives Koch’s objections unscathed. I conclude that conceptual engineering, both in terms of its conception and rationale, remains problematic.

I argue that the Conceptual Ethics and Conceptual Engineering framework, in its pragmatist version as recently defended by Thomasson, provides a means of articulating and defending the conventionalist interpretation of projects of conceptual extension (e.g. the extended mind, the extended phenotype) in biology and psychology. This promises to be illuminating in both directions: it helps to make sense of, and provides an explicit methodology for, pragmatic conceptual extension in science, while offering further evidence for the value and fruitfulness of the (...) Conceptual Ethics/Engineering framework itself, in particular with respect to conceptual change within science, which has thus-far received little attention in the literature on Conceptual Ethics/Engineering. In this paper, I argue for a pragmatic theory of the motivations behind the practice of defining concepts in philosophy. The “correct” definition in philosophy is not, as is usually supposed, the definition that accurately describes some pre-philosophical meaning, but the definition which is useful for the achievement of certain theoretical goals. I consider different examples of definitional debates from the history of philosophy. The analysis of these examples also evidences why philosophers do not usually grant the incidence of pragmatic (...) reason in their conceptual investigations. At the end of the paper, I provide some reasons that explain why the incidence of pragmatic reasons is inevitable. (shrink)

In this paper I argue that Artificial Intelligence and the many data science methods associated with it, such as machine learning and large language models, are first and foremost epistemic technologies. In order to establish this claim, I first argue that epistemic technologies can be conceptually and practically distinguished from other technologies in virtue of what they are designed for, what they do and how they do it. I then proceed to show that unlike other kinds of technology (_including_ other (...) epistemic technologies) AI can be uniquely positioned as an epistemic technology in that it is primarily designed, developed and deployed to be used in _epistemic contexts_ such as inquiry, it is specifically designed, developed and deployed to manipulate _epistemic content_ such as data, _and_ it is designed, developed and deployed to do so particularly through _epistemic operations_ such as prediction and analysis. As has been shown in recent work in the philosophy and ethics of AI (Alvarado, AI and Ethics, 2022a), understanding AI as an epistemic technology will also have significant implications for important debates regarding our relationship to AI technologies. This paper includes a brief overview of such implications, particularly those pertaining to explainability, opacity, trust and even epistemic harms related to AI technologies. (shrink)
