Safe-by-design aims at addressing safety issues already during the R&D and design phases of new technologies. SbD has increasingly become popular in the last few years for addressing the risks of emerging technologies like nanotechnology and synthetic biology. We ask to what extent SbD approaches can deal with uncertainty, in particular with indeterminacy, i.e., the fact that the actual safety of a technology depends on the behavior of actors in the value chain like users and operators. We argue that while (...) indeterminacy may be approached by designing out users as much as possible in attaining safety, this is often not a good strategy. It will not only make it more difficult to deal with unexpected risks; it also misses out on the resources that users can bring for achieving safety, and it is undemocratic. We argue that rather than directly designing for safety, it is better to design for the responsibility for safety, i.e., designers should think where the responsibility for safety is best situated and design technologies accordingly. We propose some heuristics that can be used in deciding how to share and distribute responsibility for safety through design. (shrink)

This research examines a series of case studies from the agricultural sector to illustrate how various models of innovation embrace value proposition. A conscious value contestation at the interface of science, policy and civil society requires transformations in the triple-helix model of university-government-industry collaboration, because reiterations in the triple-helix model of innovation, such as quadruple, quintuple and higher helices, do not necessarily address civil society concerns for human values and science ethics. This research develops and tests a matrix model of (...) university-government-industry-civil society collaboration, which involves the co-creation of inclusive and transformational spaces for value proposition. Findings suggest that the matrix model of innovation institutionalises citizen science as it serves as a moral heuristic to make seemingly apolitical science responsive to essentially contested societal values. This article presents and evaluates arguments supporting that an approval procedure for genome-edited organisms for food or feed should include a broad assessment of societal, ethical and environmental concerns; so-called non-safety assessment. The core of analysis is the requirement of the Norwegian Gene Technology Act that the sustainability, ethical and societal impacts of a genetically modified organism should be assessed prior to regulatory approval of the novel products. The article gives an overview how this requirement has been implemented in the (...) regulatory practice, demonstrating that such assessment is feasible and justified. Even in situations where genome-edited organisms are considered comparable to non-modified organisms in terms of risk, the technology may have—in addition to social benefits—negative impacts that warrant assessments of the kind required in the Act. The main reason is the disruptive character of the genome editing technologies due to their potential for novel, ground-breaking solutions in agriculture and aquaculture combined with the economic framework shaped by the patent system. Food is fundamental for a good life, biologically and culturally, which warrants stricter assessment procedures than what is required for other industries, at least in countries like Norway with a strong tradition for national control over agricultural markets and breeding programs. The transgressive ontological character of hybrids—entities crossing the ontological binarism of naturalness and artificiality, e.g., biomimetic projects—calls for pondering the question of their ethical status, since metaphysical and moral ideas are often inextricably linked. The example of it is the concept of “moral considerability” and related to it the idea of “intrinsic value” understood as a non-instrumentality of a being. Such an approach excludes hybrids from moral considerations due to their instrumental character. In the paper, we revisit the boundaries of (...) moral considerability by reexamining the legitimacy of identifying intrinsic value with a non-instrumental one. We offer the concept of “functional value,” which we define as a simultaneous contribution to the common good of the ecosystem and the possibility to disclose the full variety of aspects of a being’s identity. We argue that such a value of hybrids allows us to include them into the scope of moral considerability. (shrink)
