During the past two centuries, and in particular during the inter-war period, American ways of living and of thinking have become one principal object of European reflections on modernity. This essay explores some of the ways in which the rejection or affirmation of modernity in Europe has been channelled through observations on America. It is argued that the variety of European ways of looking at America also demonstrates the range of forms available to social theory for thinking the social world (...) under conditions of modernity and that this European debate provided some seeds for the current discussion about `multiple modernities'. Relations between humans and animals occur under myriad forms and with profound richness. However, taking account of these relations often poses a considerable difficulty. That humans have a strong interest in many other animals, and that humans give rise to a reciprocal interest among many animals, is an important cultural and evolutionary occurrence. Common living and the sharing of territory often give rise to social ties between humans and animals. It is important to study the material dimensions that render possible (...) friendship between species. Distance often complicates the material proximity of these relations. The human voice and music are significant conduits of communication between species. Excessive focus on formal symbolic communication has often occluded the significant affective exchange that takes place between species by means of human voice and language. Third World countries are not pursuing scientific and technological policies leading to the development of strong biotechnological industries. Their leaders have been misled into believing that modern biotechnological industries can be built in the absence of strong, intellectually aggressive, and original scientific schools. Hence, they do not strive to reform their universities, which have weak commitments to research, and do not see the importance of having research hospitals able to generate excellent and relevant clinical investigation. These strategic gaps in scientific (...) capability, the lack of governmental and corporate research funding, and the dependent nature of the chemical and pharmaceutical industries of the Third World make the development of competitive biotechnology a highly improbable event. If the present trend continues, underdeveloped countries will continue to be testing grounds for biological materials and agents, sources of valuable germplasm, and markets for high-value-added products and processes invented and manufactured in the First World. This article recommends that the international organizations collaborate in the urgent task of educating the Third World political leaders and administrators in the real problems connected with the generation of high technology. There has been the recurrent suspicion that community, harmony, cohesion, and similar relational goods as understood in the African ethical tradition threaten to occlude difference. Often, it has been Western defenders of liberty who have raised the concern that these characteristically sub-Saharan values fail to account adequately for individuality, although some contemporary African thinkers have expressed the same concern. In this chapter, I provide a certain understanding of the sub-Saharan value of communal relationship and demonstrate that it entails a substantial (...) allowance for difference. I aim to show that African thinkers need not appeal to, say, characteristically Euro-American values of authenticity or autonomy to make sense of why individuals should not be pressured to conform to a group’s norms regarding sex and gender. This is a book of interpretation, not of fact. It studies the major discourses in African political thought throughout the last one and a half centuries, rendering new interpretations of a number of important theorists. Subsequently, this book analyzes paradigmatic models of thought that recur in pre-colonial, colonial, as well as post-colonial political discourses. This in depth analysis allows for a critical inventory of African political thought at the close of the twentieth century.
