Whether collective agency is a coherent concept depends on the theory of agency that we choose to adopt. We argue that the enactive theory of agency developed by Barandiaran, Di Paolo and Rohde (2009) provides a principled way of grounding agency in biological organisms. However the importance of biological embodiment for the enactive approach might lead one to be skeptical as to whether artificial systems or collectives of individuals could instantiate genuine agency. To explore this issue we contrast the concept (...) of collective agency with multi-agent systems and multi-system agents, and argue that genuinely collective agents instantiate agency at both the collective level and at the level of the component parts. Developing the enactive model, we propose understanding agency – both at the level of the individual and of the collective – as spectra that are constituted by dimensions that vary across time. Finally, we consider whether collectives that are not merely metaphorically ‘agents’ but rather are genuinely agentive also instantiate subjectivity at the collective level. We propose that investigations using the perceptual crossing paradigm suggest that a shared lived perspective can indeed emerge but this should not be conflated with a collective first-person perspective, for which material integration in a living body may be required. Different versions of the idea that individualism about agency is the root of standard game theoretical puzzles have been defended by Regan 1980, Bacharach, Hurley, Sugden :165–181, 2003), and Tuomela 2013, among others. While collectivistic game theorists like Michael Bacharach provide formal frameworks designed to avert some of the standard dilemmas, philosophers of collective action like Raimo Tuomela aim at substantive accounts of collective action that may explain how agents overcoming such social dilemmas would be motivated. This paper focuses on (...) the conditions on collective action and intention that need to be fulfilled for Bacharach’s “team reasoning” to occur. Two influential approaches to collective action are related to the idea of team reasoning: Michael Bratman’s theory of shared intention and Raimo Tuomela’s theory of a we-mode of intending. I argue that neither captures the “agency transformation” that team reasoning requires. That might be an acceptable conclusion for Bratman but more problematic for Tuomela, who claims that Bacharach’s results support his theory. I sketch an alternative framework in which the perspectival element that is required for team reasoning - the ‘we-perspective’ - can be understood and functionally characterized in relation to the traditional distinction between mode and content of intentional states. I claim that the latter understanding of a collective perspective provides the right kind of philosophical background for team reasoning, and I discuss some implications in relation to Tuomela’s assumption that switching between individual and collective perspectives can be a matter of rational choice. According to we-mode accounts of collective intentionality, an experience is a "we-experience"—that is, part of a jointly attentional episode—in virtue of the way or mode in which the content of the experience is given to the subject of experience. These accounts are supposed to explain how a we-experience can have the phenomenal character of being given to the subject "as ours" rather than merely "as my experience" (Zahavi 2015), and do so in a relatively conceptually and cognitively undemanding way. Galotti (...) and Frith (2013) and Schmitz (2017) present we-mode accounts that are supposed to, in particular, avoid the need for the subjects of experience to have common knowledge of each other’s perceptual beliefs. In this paper, drawing in part on Schutz’s (1932/1967; 1953) writings on "the pure We-relationship", I argue that appeal to a we-mode does not render common knowledge unnecessary. To explain when we-experiences are veridical, we-mode accounts must (i) explain how a we-experience can enable rational interpersonal coordination in some high-risk situations and (ii) explain why what is experienced is "out in the open" between the subjects of the we-experience. To do this, proponents of we-mode accounts need an account of common knowledge. In addition, they must explain why certain inferences hold between we-mode and I-mode attitudes. In light of this, we-mode accounts fare no better than content accounts in illuminating how basic forms of collective intentionality are possible. (shrink)

Philosophical accounts of joint action are often prefaced by the observation that there are two different senses in which several agents can intentionally perform an action Φ, such as go for a walk or capture the prey. The agents might intentionally Φ together, as a collective, or they might intentionally Φ in parallel, where Φ is distributively assigned to the agents, considered as a set of individuals. The accounts are supposed to characterise what is distinctive about activities in which several (...) agents intentionally Φ collectively rather than distributively. This dualism between joint and parallel action also crops up outside philosophy. For instance, it has been imported into a debate about whether or not group hunting among chimpanzees is a form of joint cooperative hunting. I offer an account of a form of joint action that falls short of what most philosophers take to be required for genuine joint action, but which is not merely parallel activity. This shows that the dualism between the genuinely joint and the merely parallel is false. I offer my account as an explication of an influential definition of “cooperative behaviour” given by the primatologists Christophe and Hedwig Boesch. (shrink)

Sometimes individuals act together, and sometimes each acts on his or her own. It's a distinction that often matters to us. Undertaking a difficult task collectively can be comforting, even if only for the solidarity it may engender. Or, to take a very different case, the realization (or delusion) that the many bits of rudeness one has been suffering of late are part of a concerted effort can be of significance in identifying what one is up against: the accumulation of (...) grievances (no doubt well catalogued) is seen, not as an unfortunate coincidence of affronts stemming from various quarters, but as itself a product of a unified exercise of agency. A paranoid conspiracy theorist is not usually to be taken seriously. But he does get right that it certainly would be awful, for example, if everyone were out to get him and were working together to do so. After all, the stability and impact of agency that's shared can be expected to be more serious than the effects of a mere collection of individual acts.[1.. (shrink)
