According to some evolutionary theorists human prosocial dispositions emerged in a context of inter-group competition and violence that made our psychology parochially prosocial, ie. cooperative towards in-groups and competitive towards strangers. This evolutionary hypothesis is sometimes employed in bioethical debates to argue that human nature and contemporary environments, and especially large-scale societies, are mismatched. In this article we caution against the use of mismatch theories in moral philosophy in general and discuss empirical evidence that puts into question mismatch theories based (...) on parochial prosociality. Evolutionary mismatch theories play at best a rhetorical role in these moral debates and may misrepresent the status of relevant evolutionary research. We finally recommend that moral philosophers interested in the evolutionary literature also engage with dispositions such as xenophilia and social tolerance to counterbalance the focus on psychological mismatches adopted so far. Standard evolutionary explanations seem unable to account for inclusivist shifts that expand the circle of moral concern beyond strategically relevant cooperators. Recently, Allen Buchanan and Russell Powell have argued that this shows that that evolutionary conservatism – the view that our inherited psychology imposes significant feasibility constraints on how much inclusivist moral progress can be achieved – is unjustified. Secondly, they hold that inclusivist gains can be sustained, and exclusivist tendencies curbed, under certain favorable socio-economic conditions. I argue that Buchanan (...) and Powell concede too much to the evolutionary conservative, because their second point shows that conservatives are right about the first: inclusivist shifts are unrealistic where it matters most, namely under harsh social, political and economic conditions. I suggest two promising strategies for solving this problem. One is to focus on different forms of moral progress to secure the same moral gains. The other is to look beyond possible extensions of our psychological capacities altogether, by providing institutional support that renders them irrelevant. We should bypass, rather than further stretch, the constraints of our evolved psychology to make moral progress possible. (shrink)

Technological advancements have provided militaries with the possibility to enhance human performance and to provide soldiers with better warfighting capabilities. Though these technologies hold significant potential, their use is not without cost to the individual. This paper explores the complexities associated with using human cognitive enhancements in the military, focusing on how the _purpose and context_ of these technologies could potentially undermine a soldier’s ability to say no to these interventions. We focus on cognitive enhancements and their ability to also (...) enhance a soldier’s autonomy (i.e., autonomy-enhancing technologies). Through this lens, we explore situations that could potentially compel a soldier to accept such technologies and how this acceptance could impact rights to individual autonomy and informed consent within the military. In this examination, we highlight the contextual elements of vulnerability—institutional and differential vulnerability. In addition, we focus on scenarios in which a soldier’s right to say no to such enhancements can be diminished given the special nature of their work and the significance of making better moral decisions. We propose that though in some situations, a soldier may be compelled to accept said enhancements; with their right to say no diminished, it is not a blanket rule, and safeguards ought to be in place to ensure that autonomy and informed consent are not overridden. In their recent bookUnfit for the Future, Persson and Savulescu make a heartfelt plea for the increasing necessity of “moral enhancement”, interventions that improve human capacities for moral behaviour.3They argue that, with all the technological advances of the 20thand 21stcenturies, the sheer scope of horror that humans can now potentially wreak on their neighbours or the world is staggering. Hence, we are morally obliged to use interventions at our disposal to prevent such atrocities. However, as we learn more about human (...) behaviour and decision-making, the argument that we are morally obligated to morally enhance our friends, neighbours, or countrymen starts to fall apart. For us to be more moral requires more than sharpening our reasoning capacities so that we can more effectively recognise what is better or increasing personal motivation so that we are more likely to do what is good. It requires that we all agree on what the good is and how to achieve it, and that there are no social, cultural, physical, or psychological impediments that prevent us from recognising the good or acting on it. To illustrate my position, I use the phenomenon of self-radicalised terrorists as a case study. In particular, I focus on how historians, psychologists, sociologists, criminologists, and political scientists understand the process of self-radicalisation, who self-radicalises, and why, and what all this tells us about it should be “treated”. Part of my purpose in working my way through this case study is to demonstrate that many philosophers misunderstand or over-simplify the science behind so-called immoral actions; consequently, their discussions of whether to enhance someone's morality miss their mark. Enormous resources are being invested in genetics, neuroscience and nanotechnology in search vital processes that might provide effective treatment for genetic and severe degenerative disorders, but these goals are still distant. Institutional and military resources are being poured into biotechnological developments for behavioral intervention and cognitive and moral enhancement for persons with difficulties as well as for healthy individuals. Enhancement will increase health and empowerment inequities to the detriment of the disadvantaged. Marked inequality in Latin America calls for an urgent (...) focus on the compromised values at play in biotechnological interventions that will be unavailable to those in need. (shrink)
