This article contrasts two reform proposals articulated in recent debates about how to democratize the digital economy: data-owning democracy and digital socialism. A data-owning democracy is a political-economic regime characterized by the widespread distribution of data as capital among citizens, whereas digital socialism entails the social ownership of productive assets in the digital economy and popular control over digital services. The article argues that while a degree of complementarity exists between the two, there are important limitations to theories of data-owning (...) democracy that have not yet received significant attention within the literature. The bulk of the article highlights three ways in which digital socialists would consider a data-owning democracy to fall short of achieving a more just digital economy: a lack of workplace democracy, limitations in terms of scope, and a lack of democratic control over long-term investment decisions in new technology. The article thus contributes to determining what is at stake in recent debates about how to democratize the digital economy. (shrink)

A recent interpretation of artificial intelligence (AI) (Floridi 2013, 2022) suggests that the implementation of AI demands the investigation of the binding conditions that make it possible to build and integrate artifacts into our lived world. Such artifacts can successfully interact with the world because our environment has been designed to be compatible with intelligent machines (such as robots). As the use of AI becomes ubiquitous in society, possibly leading to the formation of increasingly intelligent bio-technological unions, there will likely (...) be a coexistence of a plethora of micro-environments wrapped and tailored around humans and basic robots. The key element of this pervasive process will be the capacity to integrate biological realms in an infosphere suitable for the implementation of AI technologies. This process will require extensive datafication. This is because data is the basis of the logical-mathematical codes and models that drive and guide AI. This process will have huge consequences on workplaces, on workers, as well as on the decision-making processes required for the functioning of future societies. In this paper we will offer a comprehensive reflection on the moral and social implications of datafication as well as a set of considerations about its desirability, which will be informed by the following insights: (1) full protection of privacy may become structurally impossible, thus leading to undesirable forms of political and social control; (2) worker’s freedom may be reduced; (3) human creativity, imagination, and even divergence from AI logic might be channeled and possibly discouraged; (4) there will likely be a push towards efficiency and instrumental reason, which will become preeminent in production lines as well as in society. In this paper, I approach the power of digital platforms by using the republican concept of domination. More specifically, I argue that the traditional, agent-relative interpretation of domination, in the case of digital domination, is best supplemented by a more radical version, on which republicans ought to give priority to structural elements. I show how radical republicanism draws attention to (1) the economic rationales and the socio-technical infrastructures that underlie and support digital platforms and to (2) the forms of influence (...) that are directed at cognitive dimensions, such as habituation and routinisation, which are particularly relevant for the power of digital platforms. These insights also imply that republicans have reason to favour a more structural response to digital platforms over more direct and individualised forms of control that fit with a ‘standard’ republican approach, such as securing exit options and requiring user consent. As political theorists explore work beyond traditional workplaces, how should we understand the vast class of insecure, informal, and unsalaried workers whose existence defies traditional categories of employment? In asking this question, I revisit the political theory of the Marxist feminist and cofounder of the International Wages for Housework movement, Selma James, to explore her “internationalism of the unwaged” and her writings on wagelessness. An example of political theory in service of struggle, James’s internationalism was widely circulated in anticolonial, Black (...) radical, and autonomous Marxist circles in the 1970s. In this article, I argue that it was grounded in three intertwined and mutually reinforcing arguments: an account of how capitalist life is spatially divided into distinct workplaces; an anticapitalist theory of identity that explains social difference as maintained by the international division of labor and labor market hierarchies; and a diagnosis of work organization viewed from the perspective of the wageless worker. I trace how James developed these arguments about the spatial division of labor, hierarchies of identity, and internationalist political struggle and how her view of the common exploitation and division of workers formed the basis of a class-struggle identity politics. Her political theory was an important contribution to women’s international thought and transnational feminist critiques of global forms of domination and exploitation. It also offers a critique of capitalism’s organization of the displacement of work and workers and an account of wagelessness as a work situation, both of which illuminate capitalist organization of work and wageless life today. While the challenges workers face in the gig economy are now well-known, reflections on emancipatory solutions in political philosophy are still underdeveloped. Some have pleaded for enhancing workers' bargaining power through unionisation; others for enhancing exit options in the labour market. Both strategies, however, come with unin-tended side-effects and do not exhaust the full potential for worker self-government present in the digital gig economy. Using the republican theory of freedom as non-domination , I argue that G.D.H. Cole's 20th-century defence of (...) guild socialism offers a promising avenue for enhancing worker autonomy in the gig economy. Platform companies rely on relational and structural domination to undermine worker autonomy, but Cole's guild socialism was specifically designed to enhance autonomy in the workplace. Following Cole's advice today would amount to a defence of worker-owned cooperative platforms. By putting workers in control of platform design and governance, cooperative platforms create new opportunities for worker autonomy. However, platform coopera-tivism faces serious challenges if it plans on becoming a realistic alternative to the traditional gig economy. (shrink)
