In this paper, I offer a novel account of entrapment. This account suggests that the wrongness of pursuing punishment in cases of entrapment consists of two distinct components, one concerning the culpability of the entrapped defendant and the other concerning the legitimacy of the entrapping state to prosecute crimes that it has effectively created. Distinguishing these two components of entrapment, I explain, helps to clarify the moral issues at stake and to resolve some confusions and debates in existing legal analyses (...) of entrapment. Generative AI enables automated, effective manipulation at scale. Despite the growing general ethical discussion around generative AI, the specific manipulation risks remain inadequately investigated. This article outlines essential inquiries encompassing conceptual, empirical, and design dimensions of manipulation, pivotal for comprehending and curbing manipulation risks. By highlighting these questions, the article underscores the necessity of an appropriate conceptualisation of manipulation to ensure the responsible development of Generative AI technologies.

Conceptual engineering is thought to face an ‘implementation challenge’: the challenge of securing uptake of engineered concepts. But is the fact that implementation is challenging really a defect to be overcome? What kind of picture of political life would be implied by making engineering easy to implement? We contend that the ambition to obviate the implementation challenge goes against the very idea of liberal democratic politics. On the picture we draw, the implementation challenge can be overcome by institutionalizing control over (...) conceptual uptake, and there are contexts—such as professions that depend on coordinated conceptual innovation—in which there are good reasons to institutionalize control in this fashion. But the liberal fear of this power to control conceptual uptake ending up in the wrong hands, combined with the democratic demand for freedom of thought as a precondition of genuine consent, yields a liberal democratic rationale for keeping implementation challenging. Many philosophical accounts of manipulation are blind to the extent to which actual people fall short of the rational ideal, while prominent accounts in political science are under-inclusive. We offer necessary and sufficient conditions – Suitable Reason and Testimonial Honesty – distinguishing manipulative from non-manipulative influence; develop a ‘hypothetical disclosure test’ to measure the degree of manipulation; and provide further criteria to assess and compare the morality of manipulation across cases. Are we being manipulated online? If so, is being manipulated by online technologies and algorithmic systems notably different from human forms of manipulation? And what is under threat exactly when people are manipulated online? This volume provides philosophical and conceptual depth to debates in digital ethics about online manipulation. The contributions explore the ramifications of our increasingly consequential interactions with online technologies such as online recommender systems, social media, user-friendly design, micro-targeting, default-settings, gamification, and real-time profiling. When should you engage with difficult arguments against your cherished controversial beliefs? The primary conclusion of this book is that your obligations to engage with counterarguments are more limited than is often thought. In some standard situations, you shouldn't engage with difficult counterarguments and, if you do, you shouldn't engage with them open-mindedly. This conclusion runs counter to aspects of the Millian political tradition and political liberalism, as well as what people working in informal logic tend to say about argumentation. (...) -/- Not all misleading arguments wear their flaws on their sleeve. Each step of a misleading argument might seem compelling and you might not be able to figure out what's wrong with it. Still, even if you can't figure out what's wrong with an argument, you can know that it's misleading. One way to know that an argument is misleading is, counterintuitively, to lack expertise in the methods and evidence-types employed by the argument. When you know that a counterargument is misleading, you shouldn't engage with it open-mindedly and sometimes shouldn't engage with it at all. You shouldn't engage open-mindedly because you shouldn't be willing to reduce your confidence in response to arguments you know are misleading. And you sometimes shouldn't engage closed-mindedly, because to do so can be manipulative or ineffective. -/- In making this case, Jeremy Fantl discusses echo chambers and group polarization, the importance in academic writing of a sympathetic case for the opposition, the epistemology of disagreement, the account of open-mindedness, and invitations to problematic academic speakers. This paper develops a notion of manipulative gaslighting, which is designed to capture something not captured by epistemic gaslighting, namely the intent to undermine women by denying their testimony about harms done to them by men. Manipulative gaslighting, I propose, consists in getting someone to doubt her testimony by challenging its credibility using two tactics: “sidestepping” and “displacing”. I explain how manipulative gaslighting is distinct from reasonable disagreement, with which it is sometimes confused. I also argue for three further claims: (...) that manipulative gaslighting is a method of enacting misogyny, that it is often a collective phenomenon, and, as collective, qualifies as a mode of psychological oppression. Public health communications often attempt to persuade their audience to adopt a particular belief or pursue a particular course of action. To a large extent, the ethical defensibility of persuasion appears to be assumed by public health practitioners; however, a handful of academic treatments have called into question the ethical defensibility of persuasive risk- and health communication. In addition, the widespread use of persuasive tactics in public health communications warrants a close look at their ethical status, irrespective of previous critiques. (...) In this article, we review some ethical objections previously advanced against the use of persuasion in public health communications, and also consider some novel but potentially relevant objections. We conclude that persuasion is ethically problematic in some circumstances and attempt to clarify what these circumstances are. However, whereas persuasion may be ethically problematic in some circumstances, it need not be viewed as intrinsically problematic. (shrink)

Philosophers working on the morality of harm have paid surprisingly little attention to the problem of manipulation. The aim of this paper is to remedy this lacuna by exploring how liability to defensive harm is affected by the fact that someone posing an unjust threat has been manipulated into doing so. In addressing this problem, the challenge is to answer the following question: Why should it be the case that being misled into posing an unjust threat by manipulation makes a (...) difference to one’s liability, as compared to being misled into doing so by natural events or by someone’s honest attempt to persuade us? To answer this question, I first outline an account of manipulation and then use it to defend what I shall call the “Pre-emption Principle.”. (shrink)

Although manipulation is neither rational persuasion nor coercion, a more precise definition remains elusive. Two main accounts have been offered. One characterizes manipulation as a form of trickery. The other characterizes manipulation as a form of non-coercive pressure. Each account properly identifies only a subset of intuitively clear cases of manipulation. That is, some instances of manipulation apparently involve pressure, while others apparently involve trickery. Yet trickery and pressure seem distinct, so it is puzzling how they could be instances of (...) the same phenomenon. This puzzle can be solved once we recognize that manipulative pressure only works if the target acts akratically. This fact provides the basis for a unified account of manipulation as the attempt to get someone to make a mistake. (shrink)

In this article, we argue that rational persuasion can be a _pro tanto_ wrong and that online platforms possess features that are especially conducive to this wrong. We begin by setting out an account of rational persuasion. This consists of four jointly sufficient conditions for rational persuasion and is intended to capture the core, uncontroversial cases of such persuasion. We then discuss a series of wrong-making features which are present in methods of influence commonly thought of as _pro tanto_ wrong, (...) such as manipulation and paternalism. It is next shown that these wrong-making features are also present in a range of cases that are, by the jointly sufficient conditions already established, rational persuasion, and so some forms of rational persuasion are _pro tanto_ wrong, including in some ways that have not previously been remarked upon. Finally, we demonstrate that online settings possess a number of features that are especially conducive to wrongful rational persuasion. (shrink)

Selfish, dishonest or malicious agents may find an interest in manipulating others. While many works deal with designing robust systems or manipulative strategies, few works are interested in defining in a broad sense what is a manipulation and how we can reason with such a notion. In this article, based on a social science literature, we give a general definition of manipulation for multi-agent systems. A manipulation is a deliberate effect of an agent – called manipulator – to instrumentalize another (...) agent – called victim – while making sure to conceal that effect. We present then a logical framework, called KBE, to express and reason about manipulations. Since manipulation relies on deliberate effects, KBE introduces a deliberate BIAT operator which abstracts deliberate consequences of actions. We prove that this logic is sound and complete. Furthermore,we express related notions such as coercion, persuasion, or deception. (shrink)

A series of recent papers raises worries about the manipulative potential of algorithmic transparency (to wit, making visible the factors that influence an algorithm’s output). But while the concern is apt and relevant, it is based on a fraught understanding of manipulation. Therefore, this paper draws attention to the ‘indifference view’ of manipulation, which explains better than the ‘vulnerability view’ why algorithmic transparency has manipulative potential. The paper focuses on the nature and moral status of manipulation. I analyse a popular account of manipulation by Robert Noggle and assess a challenge that has been posed by Moti Gorin. I argue that Noggle’s theory can fend off the challenge. The analysis is instructive in that it enables one to look more closely at the nature of manipulation. I argue, contrary to some proposed accounts, that manipulation essentially involves deception about the manipulator’s intentions. Secondly, since manipulation contains an (...) element of deception, it is, I maintain, prima facie immoral. Finally, I analyse and explain away several examples of allegedly morally non-problematic manipulation. (shrink)
