Contract cheating is a challenging problem facing higher and further education providers (HE and FE) worldwide. IntroductionAcademic integrity policy that is inaccessible, ambiguous or confusing is likely to result in inconsistent policy enactment. Additionally, policy analysis and development are often undertaken as top down processes requiring passive acceptance by users of policy that has been developed outside the context in which it is enacted. The problem of academic dishonesty in general and exam cheating in particular, has been ubiquitous in schools, colleges, and universities around the world. This paper reports on the findings from teachers’ and students’ experiences and perceptions of exam cheating at Nepali schools, colleges, and universities. This paper provides the theoretical analysis of forms of solidarity in academia and its relationship to academic integrity. This analysis is inspired by the Guidelines for an Institutional Code of Ethics in Higher Education drawn up by the International Association of Universities and the Magna Charta Observatory. Academic staff owe a duty of fidelity to uphold institutional standards of integrity.
