Taking its cue from Michel Foucault’s analyses of the pastoral ‘conduct of conduct’, this paper considers social media as a specific dispositif that derives its mode of operation from the religious techniques of individualization. It argues that today’s preoccupation with digital performances, far from exorcizing the pastoral logic, in fact manifests its secular intensification. By examining social media practices through the lens of the sacramental paradigm of confession, the article shows how the digitalization of the pastoral directive culminates in the (...) production of spectral subjects. These spectral subjects, it contends, function as the conduits of the dominant power, guaranteeing the persistence of capitalism by embodying the imperative to complete economization. (shrink)

En este ensayo presentamos una reflexión sobre el funcionamiento de ciertos discursos sobre la felicidad propios de la gubernamentalidad neoliberal a la luz del llamado “estallido social” en Chile. En primer lugar, analizamos la relación de estos discursos felicitarios con el neoliberalismo en tanto telón de fondo de donde emergen, para luego examinar la hipótesis que los posiciona como una tecnología de control que operaría de modo calvinista, esto es: a partir de una lógica centrada en la maximización del bienestar (...) individual, la positividad, el optimismo, la auto-exigencia y la libertad personal, como formas de capitalizar el sufrimiento social. En otras palabras, la explotación del sujeto sobre sí mismo bajo la promesa de la felicidad futura: valdrá la pena el sufrimiento si mañana soy feliz. Sostenemos que no es posible desechar la opción de que esta lógica efectivamente ha operado en el contexto chileno y, a su vez, ha sido parte del malestar social acumulado en tanto resulta una promesa incumplida. Por lo mismo, reflexionamos sobre el “estallido social” como una lucha particular que representa una resistencia a esta y otras tecnologías de subjetivación neoliberal, y lo analizamos a partir de una de las aristas más fértiles de la teoría foucaultiana: donde hay poder, hay resistencia. AI and robotic technologies attract much hype, including utopian and dystopian future visions of technologically driven provision in the health and care sectors. Based on 30 interviews with scientists, clinicians and other stakeholders in the UK, Europe, USA, Australia, and New Zealand, this paper interrogates how those engaged in developing and using AI and robotic applications in health and care characterize their future promise, potential and challenges. We explore the ways in which these professionals articulate and navigate a range of (...) high and low expectations, and promissory and cautionary future visions, around AI and robotic technologies. We argue that, through these articulations and navigations, they construct their own perceptions of socially and ethically ‘acceptable futures’ framed by an ‘ethics of expectations.’ This imbues the envisioned futures with a normative character, articulated in relation to the present context. We build on existing work in the sociology of expectations, aiming to contribute towards better understanding of how technoscientific expectations are navigated and managed by professionals. This is particularly timely since the COVID-19 pandemic gave further momentum to these technologies. (shrink)

Within Michel Foucault’s own conceptualization of governmentality, there is little room for something like ‘ungovernable life’. The latter seems to hint at a form of social conduct beyond power-relations, which would offend Foucault’s basic philosophical postulates. I argue that this identification between governmentality and power as such demonstrates a one-sided focus on the history of Western power-relations. By opposing Foucault’s genealogy of governmentality to Ivan Illich’s critical history of government, I delineate indigenous struggles against governmentalization as a form of ungovernable (...) counter-conduct. Throughout his books from the 1970s to 1990s, Illich wrote a critical history of government surprisingly similar to Foucault’s, from the pastorate to modern political economy. However, rather than merely describing this history, Illich argued governmentalization alienated human beings from their autonomy. As a former missionary priest, he criticized the Church’s and modern governments’ attempts to subsume populations under a conduct of conducts. He advocated anticolonial resistance to subsumption under Western governmental regimes. In Illich’s appreciation of decolonized life, an ungovernable form of life can be discovered, which I defend with the example of Zapatismo and indigenous self-government through mandar obedeciendo. In his lectures on neoliberalism, Michel Foucault argues that neoliberalism produces subjects as ‘entrepreneurs of themselves’. He bases this claim on Gary Becker’s conception of the utility-maximizing agent who solely acts upon cost/benefit-calculations. Not all neoliberalized subjects, however, are encouraged to maximize their utility through mere calculation. This article argues that Foucault’s description of neoliberal subjectivity obscures a non-calculative, more audacious side to neoliberal subjectivity. Precarious workers in the creative industries, for example, are encouraged not merely to rationally manage their (...) human capital, but also to take a leap of faith to acquire unpredictable successes. It is this latter risk-loving, extra-calculative side to neoliberal subjectivity that economists usually designate as ‘entrepreneurial’. By confronting Foucault with the theories of entrepreneurship of the Austrian School of Economics, Frank Knight, and Joseph Schumpeter, the Foucauldian analytical framework is enriched. Neoliberal subjectivation is not the monolithic promotion of utility-maximizing agents, but the generation of a multiplicity of modes for entrepreneurs to relate to oneself and the market. (shrink)

In the beginning of the 1970s, Michel Foucault dismisses the terminology of ‘exclusion’ for his projected analytics of modern power. This rejection has had major repercussions on the theory of neoliberal subject-formation. Many researchers disproportionately stress how neoliberal dispositifs produce entrepreneurial subjects, albeit in different ways, while minimizing how these dispositifs sometimes emphatically refuse to produce neoliberal subjects. Relying on Saskia Sassen’s work on financialization, I argue that neoliberal dispositifs not only apply entrepreneurial norms, but also suspend their application for (...) groups that threaten to harm the population’s profitability. Neoliberal dispositifs not only produce entrepreneurial subjects, but also surplus populations that are expelled from the overall population to maintain its productivity. Here, the concept of ‘exclusion’ is appropriate if understood in Agamben’s sense of an inclusive exclusion. The surplus population is part of neoliberal dispositifs, but only as the element to be abandoned. (shrink)
