New accents in the philosophy of technology and philosophy of science amounting, e.g., to the so-called schools of the “New Experimentalism”, “New Instrumentalism” and, recently, “New Mechanism” emphasize the impact of instruments, experiments, and “mechanisms” of the respective technologies opened up by the progress of ever-improving measuring instruments, procedures etc. In addition, it would be necessary to accentuate the process- and action-orientation including practical responsibility problems and dynamic systems models from an epistemological perspective of the methodological scheme-interpretationist approach developed by (...) the author since the seventies of last century. The necessity of multi-disciplinary mutual influences was already time and again stressed regarding philosophy of science. But relatively new is not only the methodological turn involved but also the necessity to go to higher levels of abstraction, metatheories, action- and value-orientation. Therefore, we have to go more interdisciplinary, systems-oriented, and higher-level. That implies notable consequences for an ethics, or rather, meta-ethics for philosophy of science. Practice-oriented philosophers of science will have to go more methodological, multidisciplinary and even responsible. (shrink)

An epistemology mainly oriented at a philosophical discussion of natural sciences and technology is sketched out on the basis of the author’s “methodological scheme-interpretationism” combining a realistic and a perspectival pragmatic approach. - In the main part, 12 characteristic features of the New Technologies are presented and discussed as, e.g., operationalization, computerization, models and modularity, virtuality and artificiality, interdisciplinary interaction, comprehensive and complex systems, telematization and remote control, robotics and AI technology and automatization as well as “socio-eco-techno-systems”, technology-driven globalization and (...) the respective problems of individual and social responsibility. - Also, actual trends are listed and future tasks for the international ecological cooperation of states, UN and UNESCO bodies under urgent guidelines of humanitarian values and “practical/concrete humanity” are recommended. In modern technical societies computers interact with human beings in ways that can affect moral rights and obligations. This has given rise to the question whether computers can act as autonomous moral agents. The answer to this question depends on many explicit and implicit definitions that touch on different philosophical areas such as anthropology and metaphysics. The approach chosen in this paper centres on the concept of information. Information is a multi-facetted notion which is hard to define comprehensively. However, the (...) frequently used definition of information as data endowed with meaning can promote our understanding. It is argued that information in this sense is a necessary condition of cognitivist ethics. This is the basis for analysing computers and information processors regarding their status as possible moral agents. Computers have several characteristics that are desirable for moral agents. However, computers in their current form are unable to capture the meaning of information and therefore fail to reflect morality in anything but a most basic sense of the term. This shortcoming is discussed using the example of the Moral Turing Test. The paper ends with a consideration of which conditions computers would have to fulfil in order to be able to use information in such a way as to render them capable of acting morally and reflecting ethically. Despite the many turns that philosophy of technology has undergone in recent decades, the question of the nature and limits of technological determinism (TD) has been neglected, because it was considered as solved and overcome, and therefore not worth further discussion. This paper once again raises the problem of TD, by trying to save the opposing, but complementary elements of truth of the two main forms of TD that I shall call “nomological” and “normative”: (a) technology is all-pervasive and has (...) an inexorable capacity for extending itself into every field of human life, and (b) we have a capacity to counteract and orient technology, at least in some measure. In order to reconcile these seemingly inconsistent claims, the key move for my argument is a brief analysis of the notion of scientific experiment from the perspective of the distinction between the context of discovery and the context of justification. As a result, two senses of technology are distinguished, which I shall call respectively “reflective” and “methodological.” From the point of view of this distinction, the all-pervasiveness and inexorability of technology and the in principle irreducibility of human persons to technology—which nomological and normative TD assert dialectically one against the other—can be reconciled. Among other things, this requires the rejection (in one fundamental sense) of the widely held assumption, made both by nomological and normative TD, that technology is a cultural field whose contents can be neatly separated from the rest of human culture. This thesis should be replaced by the more qualified claim of the reflective unity and the methodological multiplicity of technology. (shrink)
