(OPEN ACCESS) This paper establishes moral duties for intermediaries of political advertising in election campaigns. First, I argue for a collective duty to maintain the democratic quality of elections which entails a duty to contain some forms of political polarization. Second, I show that the focus of campaign ethics on candidates, parties and voters—ignoring the mediators of campaigns—yields mistaken conclusions about how the burdens of the latter collective duty should be distributed. Third, I show why it is fair to require (...) intermediaries to contribute to fulfilling this duty: they have an ultimate filtering position in the campaign communication process and typically benefit from political advertising and polarization. Finally, I argue that a transparency-based ethics of campaign advertising cannot properly accommodate a concern with objectionable polarization. By contrast, I outline the polarization-containing implications of my account, including a prohibition on online targeted advertising, and intermediaries’ duties to block hateful political advertising. Demokratien geraten zunehmend unter Druck. Dabei wird die Bedeutung von Demokratie selbst zum Gegenstand der Auseinandersetzung. Diese Auseinandersetzungen nimmt der vorliegende Band zum Anlass, die Bedeutung von Demokratie grundsätzlich zu untersuchen. Mit dem Begriff der Konstituenzien sind dabei jene wesentlichen Bedingungen gemeint, die Demokratie ausmachen. Die meisten dieser Bedingungen sind normativ. Was Demokratie ist, wird auch und gerade dadurch bestimmt, was Demokratie sein sollte. Damit geht es um jene Normen, deren Verwirklichung politische Praktiken zu demokratischen Praktiken macht. Russia’s war against Ukraine has grave consequences in several political categories. These include: a reassessment of the school of ‘political realism’, one of whose proponents claims to have predicted the war. Was the West partly ‘responsible’ for the war? Second, to what extent does the war of aggression, as an undeniable violation of law, damage the status of international law and justice? Third, the war is embedded in political developments that stretch back a century. It is examined in its context (...) within American foreign policy since the Wilsonian peace programme, in relation to the dangerous reluctance of the EU to pursue a decisive geopolitical policy towards Russia, and interpreted in the light of Stalinist echoes within Russian politics. Recent literature on Christian nationalism by sociologists of religion in the United States identifies a perceived novel phenomenon: the fusion of authoritarian governmental forms with Christianity. My paper aims to outline the concept of the pathic foundation of political institutions. I depart from the observation of a lack of clarity concerning the resources of institutional stability in the work of Chantal Mouffe and the proponents of agonistic democracy. Drawing from the ideas of Claude Lefort and Carl von Clausewitz, I sketch the idea that the experience of confict itself generates the moral and epistemic groundings that legitimize and stabilize its institutional regulations. It is within the pathic (...) experience of exhaustion in the face of the results of escalating confict that a common ground of legitimacy is reached. The bulk of my paper is dedicated to the phenomenological analysis of the foundational pathic experience, of the pathic disposition of political subjectivity resulting from it, and of its institutional manifestations. QAnon is beginning to gain attention in scholarly circles, but these sources often disagree about how to categorize the movement. This amounts to the meta-dispute between those who view QAnon primarily as a religious “cult,” and those who grant it greater credibility as a political populist movement. Using quantitative and qualitative methods we test the proposition that QAnon could be a mix of both. Results from both analyses suggest that QAnon is best understood primarily as a political populist movement, but (...) one that utilizes religious rhetoric. Research indicates that upwards of 80% of our students experience the devastation of bullying during their school years. To date, research on bullying has mainly employed empirical methodologies, including quantitative and qualitative approaches. This research has largely concluded that bullying is situated in a lack of skill, understanding, or self-control and involves intentional action directed toward status dominance. Based upon these assumptions current anti-bullying strategies focus on training students toward more appropriate avenues of status acquisition and social interaction. Against the (...) backdrop of an actual bullying encounter this paper employs a psychoanalytic philosophical lens to offer a fresh perspective on this enduring educational issue. Employing the philosophical work of Adam Phillips, Jessica Benjamin, and Emmanuel Ghent I ask the question: What is the desire to bully a desire for? Here I consider what is sought and what is at stake in the typical bullying encounter. Through careful analysis I argue that the domination represented in bullying is not simply situated in a lack of social skills or in disregulated aggression––skill deficiencies that require training. Instead, or perhaps in addition to these possibilities, I contend that bullying is foundationally a move toward establishing identity, a self. On this view bullying becomes an activity of self construction through attempted omnipotence. I argue that the status dominance inherent in bullying should be seen not as an end (a tool to secure resources or privilege), but as a means to something more foundational. I conclude that status dominance becomes a means toward the end of providing a secure place for the self to stand. Hence, instead of advocating that we train students to get along better this paper outlines the futility, as well as the insatiability of bullying, opening up new territory focused upon a re-construction of the bully through the relational bonding and differentiation available in the concrete Other. The Politics of Military Force uses discourse theory to examine the dynamics of discursive change that made participation in military operations possible against the background of German antimilitarist culture. Once considered a strict taboo, so-called out-of-area operations have now become widely considered by German policymakers to be without alternative. The book argues that an understanding of how certain policies are made possible (in this case, military operations abroad and force transformation), one needs to focus on processes of discursive change that (...) result in different policy options appearing rational, appropriate, feasible, or even self-evident. Drawing on Essex School discourse theory, the book develops a theoretical framework to understand how discursive change works, and elaborates on how discursive change makes once unthinkable policy options not only acceptable but even without alternative. Based on a detailed discourse analysis of more than 25 years of German parliamentary debates, The Politics of Military Force provides an explanation for: (1) the emergence of a new hegemonic discourse in German security policy after the end of the Cold War (discursive change), (2) the rearticulation of German antimilitarism in the process (ideational change/norm erosion) and (3) the resulting making-possible of military operations and force transformation (policy change). In doing so, the book also demonstrates the added value of a poststructuralist approach compared to the naive realism and linear conceptions of norm change so prominent in the study of German foreign policy and International Relations more generally. Drawing from Marx’s 18 th Brumaire of Louis Bonaparte and the work of Carl Schmitt, this article proposes a framework that critically diagnoses the plebiscitary, executive-centered conception of democratic representation as a species of political theology. I reconstruct Marx’s comments on plebiscitarianism in The 18 th Brumaire through his earlier critique of political theology in ‘On the Jewish Question’, in order to contrast two modes of representation. The first, ‘ theological’ representation, is a symbolic incarnation of the unity of the (...) people in the person of the executive. The second, ‘ agonistic’ representation, develops only in the legislative assembly as a forum for translating social antagonisms and divisions into political ones. Turning from Marx to the writings of Carl Schmitt on plebiscitarianism, and to more recent analyses of populism, I show how these logics of political-theological versus antagonistic representation can function in different political contexts than the one Marx diagnosed. In conclusion, I argue that plebiscitarian democracy is neither an innocuous feature of institutions, nor a decisionist democratic alternative to liberal parliamentarism. Rather, it is a contemporary expression of political theology, premised upon depoliticization and the exclusion of social antagonisms from the sphere of democratic representation. (shrink)

This article aims to study the present-day disarray of radical social critique, as represented by Alain Badiou and Slavoj Žižek, which lacks reliable mainstays in contemporary societies and therefore resorts to religion in order to justify the universality of its revolutionary project. Emphasizing the opposition between particularity and universality, both Badiou and Žižek reject religion as a cultural particularity, attempting at the same time to discover in religion the symbolic codifications of the universal experience of a radical social change. Precisely (...) this is the task of Alain Badiou’s book on Saint Paul, which focuses on religious events such as the Resurrection and religious concepts such as grace. However, as the article tries to point out, this recourse to religion is certainly not innocuous, insofar as the desired radicality of social critique implies dogmatism, traditionalism and a hidden appeal to violence. This paper argues that it is important for educators in democratic education to understand how the rise of right-wing populism in Europe, the United States and around the world can never be viewed apart from the affective investments of populist leaders and their supporters to essentialist ideological visions of nationalism, racism, sexism and xenophobia. Democratic education can provide the space for educators and students to think critically and productively about people’s affects, in order to identify the implications of different affective (...) modes through which right-wing populism is articulated. Furthermore, this paper points out that ‘negative’ critique of the affective ideology of right-wing populism is not sufficient for developing a productive counter politics. An affirmative critique is also needed to set alternative frames and agendas which endorse and disseminate alternative concepts and affective practices such as equality, love and solidarity. These ideas provide critical resources to democratic education for developing a culture and process of democracy that transcends the negativity of mere critique of either right-wing populisms or inadequate forms of democracy. This article argues that populism, both in its left-wing and right-wing versions, is a social pathology in the sense contemporary critical theorists give to it. As such, it suffers from a disconnect between first order political practices and the reflexive grasp of the meaning of those practices. This disconnect is due to populists’ ideal of freedom, which they understand as authentic self-expression of ‘the People’, rejecting the need for mediating instances such as parties, parliaments or epistemic actors. When enacted in (...) political practices and institutions, this ideal creates the conditions for undermining different forms of political freedom, including populist’s own ideal of collective self-expression, which they erode by fostering expressive domination. This all makes populism a self-defeating political ideology and bad candidate for advancing democracy in times of crisis. “What is and what is defined as populism?” In response to this question the best political theories and philosophies have put forward many different answers, that are taken into account in this article. The article affirms the constitutive ambiguity of the concept of “populism” and its ability to unify very different issues. After analyzing some of the implications that populism entails in practice, the article stresses the link between populism and the end of the logic of the principle of representation, (...) specific of the liberal and democratic theories. The emphasis on the role of the “people” in opposition to the political elites is also a feature of populism, analyzed by the author in this article. In conclusion, the author focuses on the legal field: some of the contemporary constitutional theories, in particular the so-called “popular constitutionalism”, are discussed. These theories, while polemicizing with those authors who overestimate the role of the Supreme Court, reassess the function of the average citizen in the life of constitutional culture, with the intent of favouring greater political participation and strengthening democratic life. In many Western European countries, gender equality and sexual tolerance have increasingly become markers of national cultures and European values that face an insistent threat from Muslims. Gender equality and sexual tolerance are increasingly framed in cultural terms and they play an important role in the construction of a social imaginary based on a cultural antagonism between ‘us’ and ‘them’. This article argues that a new ‘culturalized’ social imaginary has been established by turning ‘immigrant workers’ into ‘Muslim immigrants’ over the (...) last three decades. The unending moral panics around Muslim immigrants’ cultural practices such as honor killings, forced marriages, headscarves, female circumcision and homophobia create a sense of imminent threat and force progressive movements to forge unlikely alliances with right-wing groups against the insidious threat. These alliances are not, however, ephemeral mobilizations in defense of ‘common achievements’; the notion of common achievements creates a sense of cultural sameness vis-a-vis Muslims. Thus, what we see is the displacement of the internal frontiers and the creation of a new ‘hegemonic bloc’ around ‘common cultural values’. And this hegemonic displacement creates unresolvable tensions within feminist and queer movements. (shrink)

Since 1984, the idea of health equity has proliferated throughout public health discourse with little mainstream critique for its variability and distance from its original articulation signifying social transformation and a commitment to social justice. In the years since health equity’s emergence and proliferation, it has taken on a seemingly endless range of invocations and deployments, but it most often translates into proactive and apolitical discourse and practice. In Margaret Whitehead’s influential characterization, achieving health equity requires determining what is inequitable (...) by examining and judging the causes of inequalities in the context of what is going on in the rest of society. However, it also remains unclear how or if public health actors examine and judge the causes of health inequality. In this article, we take the concept of health equity itself as an object of study and consider the ways in which its widespread deployment has entailed a considerable emptying of its semantic and political content. We point toward equity’s own discursive productivity as well as the quantifying imperative embedded within evidentiary norms that govern knowledge making, and performance management regimes that govern public health practices. Under current conditions of knowledge making and performance evaluation, a range of legitimate action and inaction is produced at the same time that more socially transformative action is legitimately curtailed—not merely by politics, but by the rules of the field in which public health actors work. Ultimately, meaningful progress on a normative ethical idea like health equity will require both substantial philosophical content and an analysis of what is going on in the rest of society. George Ciccariello-Maher’sWe Created Chávezis the most important book available in English proposing an anti-capitalist framework for understanding the Bolivarian process in contemporary Venezuela, as well as its historical backdrop dating back to 1958. The book contains within it a laudable critique of Eurocentrism and a masterful combination of oral history, ethnography, and theoretical sophistication. It reveals with unusual clarity and insight the multiplicity of popular movements that allowed for Hugo Chávez’s eventual ascension to presidential office in the late 1990s.We Created (...) Chávezhas set a new scholarly bar for social histories of the Bolivarian process and demands serious engagement by Marxists. As a first attempt at such engagement, this paper reveals some critical theoretical and sociological flaws in the text and other areas of analytical imprecision. Divided into theoretical and historical parts, it unpacks some of the strengths and weaknesses by moving from the abstract to the concrete. The intervention begins with concepts – the mutually determining dialectic between Chávez and social movements; ‘the people’; and ‘dual power’. From here, it grounds these concepts, and Ciccariello-Maher’s use of them, in various themes and movements across specific historical periods of Venezuelan political development – the rural guerrillas of the 1960s, the urban guerrillas of the 1970s, the new urban socio-political formations of the 1980s, Afro-Indigenous struggles in the Bolivarian process, and formal and informal working-class transformations since the onset of neoliberalism and its present contestation in the Venezuelan context. Populism is on the rise throughout the world and it poses a challenge to democratic theory. Conventional political thought has not dealt seriously with this challenge throughout most of its history. The article takes the challenge seriously, underscoring the rise of Donald Trump as an example of populism. I argue that dominant paradigms in the study of the history of political thought and in normative, Rawlsian approaches do not elucidate populism. I argue that we need to look beyond the mainstream (...) and to comparative political thought in particular. The Latin American political theory tradition, which has been in conversation with European ideas since the dawn of the modern age, provides a model of ‘princely performative populism’ that is more useful. This article offers a new understanding of populism. The argument unfolds as follows: first, the populist literature is reviewed and two main approaches are identified: ontic and logic-oriented, the more important of which is the Schmitt-Laclau logic of enmity. While the authors broadly agree with Laclau’s criticism of ontic approaches, they endorse neither his ontological understanding of enmity, nor his claim that populism is politics, and enmity is the logic of populism. Next, the origins of populism are located in a (...) paradox at the heart of democracy. Democracy defines itself as a community of inclusion, yet exclusion is constitutive of inclusion, including therefore democratic inclusion. Then is discussed what the authors believe to be the true logic of populism: resentment. Unlike enmity, which functions in Laclau’s populist theory as an ontology of non-identity, resentment operates within a rivalrous framework, which presupposes identification between the parts and refers to a set of normative commitments. The political philosophy of radical democracy has made innumerable invaluable contributions to theories of democracy. However, while radical democrats tend to focus on the political, a cogent and comprehensive framework of law appropriate to radical democracy has only recently been begun to be developed. Interpreting the vast tradition of radical democracy to be based at least on the fundamental tenets of radical equality, anti-foundationalism, and to a lesser extent conflict, this paper argues that the oft-forgotten work of the American legal (...) philosopher Robert Cover may provide critical resources for a radical democratic theory of law. According to Cover, every agent living under law is embedded, or embeds themselves, within a nomos or normative universe. From this nomos legal texts become imbued with widely different meanings, many of which will be mutually incompatible. Cover’s legal anarchism, moreover, gives way to the argument that no agent or institution has a particularly privileged view of the ‘correct’ law. Accordingly, every legal texts gives rise to a proliferation of normative universes which due to their mutual incompatibility will eventually come into conflict with one another. This paper shows that Cover’s normative commitments are highly congruent with those professed by many radical democrats, and that therefore Cover’s legal philosophy furnishes a fruitful basis on which to further theorise a framework of radical democratic or agonistic law that incorporates struggle while remaining committed to equality and disavowing of any determinate foundations. Since the Brexit-vote and the election of a far-right businessman as President of the United States, the social sciences have been struggling to explain the societal conditions that nourish the increasing appeal of far-right parties and leaders in the Western world. The article’s main thesis is that the currently leading sociological paradigm, the theory of globalization losers, is not sufficient to understand the social dynamics in question. Starting from a discussion of the recent work of German sociologist Wilhelm Heitmeyer, it (...) is argued that the best insight in far-right voter’s motivations and emotions can be found in the work of Margaret Canovan. The article shows further that a sociological investigation into the socio-psychological dynamics of the rise of the far-right should take into account broader cultural transformations that have been weakening the social world of Western democracies in the past 30 years, namely individualization, acceleration and demographic decline. In times of crisis (the ‘modernization’ of Eastern Europe and the financial crisis of 2007), these transformations become manifest as a general crisis of advanced capitalism. (shrink)

This article assesses the prospects of social democracy in Turkey in light of two prominent debates regarding social democracy: the challenge of populism and the proper balance between a politics of redistribution and a politics of recognition. By focusing on the Republican People’s Party (CHP), it shows that the main problem the party faces is to find ways of addressing the issues of recognition and redistribution. Success in addressing these issues would provide an effective alternative to the populist agenda of (...) the ruling Justice and Development Party (AKP) and build channels for participatory democracy and institutions of accountability. We argue that social democracy, with its legacy of democratic rule and institutions, can serve as a significant anchoring point in such an effort. We point out, however, why current social, institutional, political, and cultural factors make the CHP’s task of pursuing a social democratic agenda in Turkey particularly difficult. (shrink)

This article develops a comparative and recursive approach to political ontology by drawing on the ontological turn in anthropology. It claims that if ontological commitments define reality, then the use of ontology by recent pluralist political theorists must undercut pluralism. By charting contemporary anthropology’s rereading of structuralism as part of a plural understanding of ontology, it will be shown that any political ontology places limits on the political, and thus cannot exhaust political experience. This position will be established through an (...) analysis of the role of Claude Lévi-Strauss in the work of Ernesto Laclau and Chantal Mouffe and a comparison with the political ontology represented by perspectivism and potential affinity. Anthropology’s lesson for political theory is that ontology cannot simply be revised and treated in the singular, but that political ontologies must be analysed comparatively to reveal the shortcomings of, and recursively alter, one’s own political frame of reference. This article aims to bring together post-Marxist discourse theory and the critique of political economy in the context of the debate on the Marxian theory of value. Although Laclau and Mouffe criticized Marxism for its economic reductionism, they did not connect this to a comprehensive critique of Marx's writings on value and labor. The merit of considering the theory of value in more detail is underscored by discourse theory's relative silence on the capitalist economy. By drawing on the work of (...) Postone and Elson, it will become clear that there are largely two ways to interpret Marx's theory of value: either as an essentialist theory of price and exploitation, or as a historically specific theory of the constitution of social labor relations in capitalist society. By teasing out Laclau's implicit understanding of Marx's value theory, the article argues that it is in fact his essentialist interpretation of the labor theory of value that constitutes an obstacle toward grasping the social relations of labor and commodity production from a discourse-theoretical perspective. This clears the ground toward approaching Marx's value theory from a post-Marxist perspective, which would grasp the social relations of abstract labor as a hegemonic formation. (shrink)

This paper focuses on a methodological question regarding a content analysis tool in populism studies, namely the explicit and implicit populism approach. The study argues that scholars adopting this approach need to conduct content analysis simultaneously on different coding unit lengths, because the ratio of explicit and implicit messages varies significantly between units such as single sentences and paragraphs. While an explicit populist message consists of at least one articulated dichotomy between the “good” people and the “harmful” others, implicit populism (...) implies that only one of the core features of the populist style is present: either people-centrism or antagonism. Due to the often fractured and occasionally dichotomous nature of populist styles, this research revolves around the idea that the explicit and implicit populist content analysis method should be performed on coding units of different lengths, as these units can yield significantly different results in the detection of populist styles. Hybrid content and statistical analyses were operationalized to scrutinize to what extent explicit, implicit, or non-populist styles change in three coding unit types with diverging lengths. The outcome supports the following suggestion: Explicit and implicit populism demand scrutiny simultaneously on one narrow and one extended textual unit. (shrink)

This article locates Ernesto Laclau’s populist reason as a point of departure to understand the contemporary democratic logic and its so-called ‘excesses’. It argues that, even if resourceful, Laclau’s findings can be supplemented with a theory of the imaginary as developed by Cornelius Castoriadis, as well as with key remarks from a discussion of the theologico-political as this was characterized by Claude Lefort. The elite theory of Max Weber has recently been rediscovered by political scientists and political theorists who have sought to explore both the heuristic and the normative potential of plebiscitary leader democracy. Notwithstanding the merits of this wave of studies, this paper argues that attention should be shifted from Weber's context-specific defence of plebiscitary leadership in post-WWI Germany to his broader conception of charisma as an attempt to grasp the enigma of significant social and political change. The current rise of populism is often associated with affects. However, the exact relationship between populism and affects is unclear. This article addresses the question of what is distinctive about populist (appeals to) affects. It does so against the backdrop of a Laclauian conception of populism as a political logic that appeals to a morally laden frontier between two homogenous groups, ‘the people’ and ‘those in power’, in order to establish a new hegemonic order. I argue that it is distinctive (...) of populism that it breaks with the dominating feeling rules by overtly appealing to affects and reclaiming them for the realm of the political. The article explores three groups of affective phenomena: discontent, anger, and fear; empathetic, sympathetic, group-based, and shared emotions; and collective passions of enthusiasm and love. It shows how an appeal to these affects relates to the political logic of populism itself by contributing to the concretization, collectivization, and unification of affects. (shrink)

Today, in a Western secular context, the affective phenomenon of religious zeal is often associated, or even identified, with religious intolerance, violence, and fanaticism. Even if the zealots’ devotion remains restricted to their private lives, “we” as Western secularists still suspect them of a lack of reason, rationality, and autonomy. However, closer consideration reveals that religious zeal is an ethically and politically ambiguous phenomenon. In this article, I explore the question of how this ambiguity can be explained. I do so (...) by drawing on Paul Ricœur’s theory of affective fragility and tracing back the ambiguity of religious zeal to a dialectic inherent to human affectivity and existence itself. According to Ricœur, human affectivity is constituted by the two poles of vital and spiritual desires which are mediated by the thymos. As I show, this theory helps us to understand that religious zeal as a spiritual desire is neither plainly good nor plainly bad, but ambiguous. Moreover, it enables us to acknowledge the entanglement of abstraction and concretion that is inherent to the phenomenon of religious zeal. Finally, this theory helps us to understand why religious zeal, as one possible expression of the human quest for the infinite, is both a promise and a threat. In conclusion, human existence is tragic not in that we necessarily fail, but in that no matter which path we take with regard to our spiritual desires—that of affirmation, rejection, or moderation—we are and remain fallible.
