In this paper I examine the notion of ‘artifact’ and related notions in the dominant version of extended cognition theory grounded on extended functionalism. Although the term is ubiquitous in the literature, it is far from clear what ECT means by it. How are artifacts conceptualized in ECT? Is ‘artifact’ a meaningful and useful category for ECT? If the answer to the previous question is negative, should we worry? Is it important for ECT to have a coherent theory of artifacts? (...) And what are the demands and constraints that ECT imposes on this theory? I distinguish between two aspects of ECT, one narrow, aligned with extended functionalism ; and one broad or pluralistic, in which EF is combined with other theoretical resources in the context of diverse research programs. I begin by determining the problems in conceptualizing artifacts from EF. Then I address the question of why a concept of artifact may be relevant to ECT. Next, I examine the efforts of Richard Heersmink to combine ECT with dominant theories of artifacts in the philosophy of technology. I argue that both approaches fail to yield a meaningful notion of artifact, let alone one of ‘cognitive’ artifact. Finally, I argue that narrow ECT places rather strong constraints on a theory of artifacts, since it locates the specificity of ‘artifact’ in material aspects of realization that are, by definition, outside its theoretical purview. I examine, then discard, the possibility that a materialist and objectivist theory of artifacts may be of help. And finally I briefly explore some ways in which a broad, pluralistic ECT may address some of these shortcomings. (shrink)

This paper critically examines the forays into metaphysics of The Dual Nature of Technical Artifacts Program (henceforth, DNP). I argue that the work of DNP is a valuable contribution to the epistemology of certain aspects of artifact design and use, but that it fails to advance a persuasive metaphysic. A central problem is that DNP approaches ontology from within a functionalist framework that is mainly concerned with ascriptions and justified beliefs. Thus, the materiality of artifacts emerges only as the external (...) conditions of realizability of function ascription. The work of DNP has a strong programmatic aspect and much of its foray into metaphysics is tentative, so the intent of my argument is partly synthetic: to sum up these issues as they are presented in the literature and highlight some recognized problems. But I also go beyond that, suggesting that these problems are foundational, arising from the very way in which DNP poses the question of artifact metaphysics. Although it sets out to incorporate objective aspects of technology, DNP places a strong focus on the intentional side of the purported matter-mind duality, bracketing off materiality in an irretrievable manner. Thus, some of the advantages of dualism are lost. I claim that DNP is dualistic, not merely based on “duality”, but that its version of dualism does not appropriately account for the material “nature” of artifacts. The paper ends by suggesting some correctives and alternatives to Dual Nature theory. (shrink)

Here, following van de Poel and Kroes, I introduce the idea of value sensitive design. Specifically, I show how by virtue of their designed properties, artifacts may come to embody values. Such accounts, however, have several shortcomings. In agreement with Michael Klenk, (...) I raise epistemic and metaphysical issues with respect to designed properties embodying value. The concept of an affordance, borrowed from ecological psychology, provides a more philosophically fruitful grounding to the potential way(s) in which artifacts might embody values. This is due to the way in which it incorporates key insights from perception more generally, and how we go about determining possibilities for action in our environment specifically. The affordance account as it is presented by Klenk, however, is insufficient. I therefore argue that we understand affordances based on whether they are meaningful, and, secondly, that we grade them based on their force. (shrink)

The question whether AI systems have agency is gaining increasing importance in discussions of responsibility for AI behavior. This paper argues that an approach to artificial agency needs to be teleological, and consider the role of human goals in particular if it is to adequately address the issue of responsibility. I will defend the view that while AI systems can be viewed as autonomous in the sense of identifying or pursuing goals, they rely on human goals and other values incorporated (...) into their design, and are, as such, dependent on human agents. As a consequence, AI systems cannot be held morally responsible, and responsibility attributions should take into account normative and social aspects involved in the design and deployment of the said AI. My argument falls in line with approaches critical of attributing moral agency to artificial agents, but draws from the philosophy of action, highlighting further philosophical underpinnings of current debates on artificial agency. Artefacts can influence our actions in several ways. They can be instruments, enabling and facilitating actions, where their presence affects the number and quality of the options for action available to us. They can also influence our actions in a morally more salient way, where their presence changes the likelihood that we will actually perform certain actions. Both kinds of influences are closely related, yet accounts of how they work have been developed largely independently, within different conceptual frameworks and for (...) different purposes. In this paper I account for both kinds of influences within a single framework. Specifically, I develop a descriptive account of how the presence of artefacts affects what we actually do, which is based on a framework commonly used for normative investigations into how the presence of artefacts affects what we can do. This account describes the influence of artefacts on what we actually do in terms of the way facts about those artefacts alter our reasons for action. In developing this account, I will build on Dancy’s (2000a) account of practical reasoning. I will compare my account with two alternatives, those of Latour and Verbeek, and show how my account suggests a specification of their respective key concepts of prescription and invitation. Furthermore, I argue that my account helps us in analysing why the presence of artefacts sometimes fails to influence our actions, contrary to designer expectations or intentions. (shrink)

In this paper we discuss the hypothesis that, ‘moral agency is distributed over both humans and technological artefacts’, recently proposed by Peter-Paul Verbeek. We present some arguments for thinking that Verbeek is mistaken. We argue that artefacts such as bridges, word processors, or bombs can never be (part of) moral agents. After having discussed some possible responses, as well as a moderate view proposed by Illies and Meijers, we conclude that technological artefacts are neutral tools that are at most bearers (...) of instrumental value. Although many scientists and engineers insist that technologies are value-neutral, philosophers of technology have long argued that they are wrong. In this paper, I introduce a new argument against the claim that technologies are value-neutral. This argument complements and extends, rather than replaces, existing arguments against value-neutrality. I formulate the Value-Neutrality Thesis, roughly, as the claim that a technological innovation can have bad effects, on balance, only if its users have “vicious” or condemnable preferences. After sketching a microeconomic model for (...) explaining or predicting a technology’s impact on individuals’ behavior, I argue that a particular technological innovation can create or exacerbate collective action problems, even in the absence of vicious preferences. Technologies do this by increasing the net utility of refusing to cooperate. I also argue that a particular technological innovation can induce short-sighted behavior because of humans’ tendency to discount future benefits too steeply. I suggest some possible extensions of my microeconomic model of technological impacts. These extensions would enable philosophers of technology to consider agents with mixed motives—i.e., agents who harbor some vicious preferences but also some aversion to acting on them—and to apply the model to questions about the professional responsibilities of engineers, scientists, and other inventors. Autonomous e-coaching systems offer their users suggestions for action, thereby affecting the user's decision-making process. More specifically, the suggestions that these systems make influence the options for action that people actually consider. Surprisingly though, options and the corresponding process of option generation --- a decision-making stage preceding intention formation and action selection --- has received very little attention in the various disciplines studying decision making. We argue that this neglect is unjustified and that it is important, particularly for designers of (...) autonomous e-coaching systems, to understand how human option generation works. The aims of this paper are threefold. The first aim is to generate awareness with designers of autonomous e-coaching systems that these systems do in fact influence their users' options. The second is to show that understanding the interplay between a person's options and the e-coaching system's suggestions is important for improving the effectiveness of the system. The third is that the very same interplay is also crucial for designing e-coaching systems that respect people's autonomy. (shrink)

Se presenta la reflexión sobre el papel de una ética crítica que acompañe los procesos de innovación tecnológica, a partir de los aportes de la filosofía de la tecnología, específicamente las propuestas de Floridi y Verbeek. Se análizará el caso de digitalización de servicios de gobierno, en la ciudad de Medellín, Colombia, centrado en el comportamiento de los usuarios de la plataforma Movilidad en Línea. La tesis principal que se esboza es que con los procesos de digitalización se pretende eliminar (...) la intermediación entre el ciudadano y el acceso al Estado Plataforma. Sin embargo, encontramos que las mediaciones persisten y transitan hacia mediaciones tecnológicas. Esta constatación y la demostración de la agencialidad y moralidad de los artefactos tecnológicos fundamenta la propuesta de una ética critica que acompañe de manera participativa la innovación y transición digital. A traditional problem of ethics in mathematics is the denial of social responsibility. Pure mathematics is viewed as neutral and value free, and therefore free of ethical responsibility. Applications of mathematics are seen as employing a neutral set of tools which, of themselves, are free from social responsibility. However, mathematicians are convinced they know what constitutes good mathematics. Furthermore many pure mathematicians are committed to purism, the ideology that values purity above applications in mathematics, and some historical reasons for this (...) are discussed. MacIntyre’s virtue ethics accommodates both the good mathematician and the ethics of the social practice of mathematics. It demonstrates that purism is compatible with acknowledging the social responsibility of mathematics. Four aspects of this responsibility are mentioned, two concerning the impact of mathematics via education, and two concerning explicit and implicit applications of mathematics. The last of these opens up the performativity of mathematical and measurement applications in society, which change the very processes they are supposed to measure. Although these applications are not explored in detail, they illustrate the importance of considering the ethics and social responsibility of mathematics in society. MacIntyre’s virtue theory opens a broad approach to the controversial topic of the ethics of mathematics encompassing purism, and absolutist and social constructivist philosophies of mathematics, but still enabling ethical critiques of the impact of mathematics on society. What can the art of living after Foucault contribute to ethics in relation to the mediation of human existence by technology? To develop the relation between technical mediation and ethics, firstly the theme of technical mediation is elaborated in line with Foucault’s notion of ethical problematization. Every view of what technology does to us at the same time expresses an ethical concern about technology. The contemporary conception of technical mediation tends towards the acknowledgement of ongoing hybridization, not ultimately good or (...) bad but ambivalent, which means for us the challenge of taking care of ourselves as hybrid beings. Secondly, the work of Foucault provides elements for imagining this care for our hybrid selves, notably his notions of freedom as a practice and of the care of the self. A conclusions about technical mediation and ethics is that whereas the approaches of the delegation of morality to technology by Latour and mediated morality by Verbeek see technical mediation of behavior and moral outlook as an answer in ethics, this should rather be considered the problem that ethics is about. In this chapter we take stock of some of the complexities of the sprawling field of AI ethics. We consider questions like "what is the proper scope of AI ethics?" And "who counts as an AI ethicist?" At the same time, we flag several potential uses and abuses of AI ethics. These include challenges for the AI ethicist, including what qualifications they should have; the proper place and extent of futuring and speculation in the field; and the dilemmas concerning how (...) we use our public and academic resources. In this paper I provide an exposition and critique of Johnson and Noorman’s (2014) three conceptualizations of the agential roles artificial systems can play. I argue that two of these conceptions are unproblematic: that of causally efficacious agency and “acting for” or surrogate agency. Their third conception, that of “autonomous agency,” however, is one I have reservations about. The authors point out that there are two ways in which the term “autonomy” can be used: there is, firstly, the engineering sense (...) of the term, which simply refers to the ability of some system to act independently of substantive human control. Secondly, there is the moral sense of the term, which has traditionally grounded many notions of human mor-al responsibility. I argue that the continued usage of “autonomy” in discussions of artificial agency complicates matters unnecessarily. This occurs in two ways: firstly, the condition of autonomy, even in its engineering sense, fails to accurately describe the way “autonomous” systems are developed in practice. Secondly, the continued usage of autonomy in the moral sense introduces unnecessary meta-physical baggage form the free will debate into discussions about moral agency. In order to understand the debate surrounding autonomy, we would therefore first need to settle many seemingly intractable metaphysical questions regarding the existence of free will in human beings. The overall aim of this thesis is to look at some philosophical issues surrounding autonomous systems in society and war. These issues can be divided into three main categories. The first, discussed in papers I and II, concerns ethical issues surrounding the use of autonomous systems – where the focus in this thesis is on military robots. The second issue, discussed in paper III, concerns how to make sure that advanced robots behave ethically adequate. The third issue, discussed in papers (...) IV and V, has to do with agency and responsibility. Another issue, somewhat aside from the philosophical, has to do with coping with future technologies, and developing methods for dealing with potentially disruptive technologies. This is discussed in papers VI and VII. Paper I systemizes some ethical issues surrounding the use of UAVs in war, with the laws of war as a backdrop. It is suggested that the laws of war are too wide and might be interpreted differently depending on which normative moral theory is used. Paper II is about future, more advanced autonomous robots, and whether the use of such robots can undermine the justification for killing in war. The suggestion is that this justification is substantially undermined if robots are used to replace humans to a high extent. Papers I and II both suggest revisions or additions to the laws or war. Paper III provides a discussion on one normative moral theory – ethics of care – connected to care robots. The aim is twofold: first, to provide a plausible and ethically relevant interpretation of the key term care in ethics of care, and second, to discuss whether ethics of care may be a suitable theory to implement in care robots. Paper IV discusses robots connected to agency and responsibility, with a focus on consciousness. The paper has a functionalistic approach, and it is suggested that robots should be considered agents if they can behave as if they are, in a moral Turing test. Paper V is also about robots and agency, but with a focus on free will. The main question is whether robots can have free will in the same sense as we consider humans to have free will when holding them responsible for their actions in a court of law. It is argued that autonomy with respect to norms is crucial for the agency of robots. Paper VI investigates the assessment of socially disruptive technological change. The coevolution of society and potentially disruptive technolgies makes decision-guidance on such technologies difficult. Four basic principles are proposed for such decision guidance, involving interdisciplinary and participatory elements. Paper VII applies the results from paper VI – and a workshop – to autonomous systems, a potentially disruptive technology. A method for dealing with potentially disruptive technolgies is developed in the paper. (shrink)

Machine ethics is a field of applied ethics that has grown rapidly in the last decade. Increasingly advanced autonomous robots have expanded the focus of machine ethics from issues regarding the ethical development and use of technology by humans to a focus on ethical dimensions of the machines themselves. This thesis contains two essays, both about robots in some sense, representing these different perspectives of machine ethics. The first essay, “Is it Morally Right to use UAVs in War?” concerns an (...) example of robots today, namely the unmanned aerial vehicles used in war, and the ethics surrounding the use of such robots. In this essay it is argued that UAVs might affect how the laws of war are interpreted, and that there might be need for additional rules surrounding the use of UAVs. This represents the more traditional approach of machine ethics, focusing on the decisions of humans regarding the use of such robots. The second essay, “The Functional Morality of Robots”, concerns the robots of the future – the potential moral agency of robots. The suggestion in this essay is that robots should be considered moral agents if they can pass a moral version of the Turing Test. This represents the new focus of machine ethics: machine morality, or more precisely, machine agency. (shrink)
