Background Healthcare is predicated on the use of biotechnology and medical technology, both of which are indispensable in diagnosis, treatment, and most aspects of patient care. It is therefore imperative that justifications for use of new technologies are appropriate, with the technologies working as advertised. In this paper, I consider philosophical accounts of how such justifications are made. Methods Critical philosophical reflection and analysis. Results I propose that justification in many prominent accounts is based on the designer’s professional experience and (...) on expert testimony. I argue, however, that professional designers are not in a position to justify a new biotechnology or medical device if the justification is based on testimony or past experience of presumably similar technologies. I argue (1) that similarity judgments offered by instantaneous experts cannot be viewed as contributing (epistemically) to evidential justification of new and unproven technologies; and (2) that designers and manufacturers cannot endorse a technology’s effective function in a patient-care context until it has been successfully used in that context. Conclusion I show that an expert’s past professional experiences can never predict or justify the impact of a novel technology on human health. This is because any new technology leads to the introduction of new mechanisms with unprecedented functions. The new technology therefore needs to be studied in situ and justified as a newly created mechanism within the relevant healthcare setting. Ultimately, justifications of this type rely on the scientific community and society engaging in repeated experimentation and observation of the technology, and confirming its successful use. Current philosophical theorizing about technical functions is mainly focused on specifying conditions under which agents are justified in ascribing functions to technical artifacts. Yet, assessing the precise explanatory relevance of such function ascriptions is, by and large, a neglected topic in the philosophy of technical artifacts and technical functions. We assess the explanatory utility of ascriptions of technical functions in the following three explanation-seeking contexts: why was artifact x produced?, why does artifact x not have the expected capacity to ϕ?, (...) how does artifact x realize its capacity to ϕ? We argue that while function ascriptions serve a mere heuristic role in the first context, they have substantial explanatory leverage in the second and third context. In addition, we assess the relevance of function ascriptions in the context of engineering redesign. Here, function ascriptions also play a relevant role: they enable normative statements of the sort that component b functions better than component a. We unpack these claims by considering philosophical theories of technical functions, in particular the ICE theory, and engineering work on function ascription and explanation. We close the paper by relating our analysis to current debates on the explanatory power of mechanistic vis-à-vis functional explanations. (shrink)

Engineering is often said to be ‘scientific’, but the nature of knowledge in engineering is different to science. Engineering has a different ontological basis—its theories address different entities and are judged by different criteria. In this paper I use Popper’s three worlds ontological framework to propose a model of engineering theories, and provide an abstract logical view of engineering theories analogous to the deductive-nomological view of scientific theories. These models frame three key elements from definitions of engineering: requirements, designs of (...) artefacts, and theories for reasoning about how artefacts will meet requirements. In a subsequent paper I use this ontological basis to explore methodological issues in the growth of engineering knowledge from the perspective of critical rationalism. (shrink)

Modern health care relies extensively on the use of technologies for assessing and treating patients, so it is important to be certain that health care technologies perform their professed functions in an effective and safe manner. Philosophers of technology have developed methods to assign and evaluate the functions of technological products, the major elements of which are described in the ICE theory. This paper questions whether the standard of evidence advocated by the ICE theory is adequate for ascribing and assessing (...) technologies employed in health care. The paper proposes that the general problem with the standard of evidence embodied in the ICE theory is too permissive for assessing medical technologies, in that it does not take into account the relative benefit and harm of medical technologies in ensuring safe functional performance in patients. The paper illustrates how evidence-based medicine has demonstrated the value of clinical research methods, including observational studies, randomized and non-randomized clinical trials, and formal techniques, such as meta-analysis, to measure therapeutic effectiveness. I argue, therefore, that evidence from clinical research studies should take precedence over the testimonial evidence and other types of non-clinical evidence, in providing justification for health technologies. This article looks at some of the metaphysical properties of cognitive artefacts. It first identifies and demarcates the target domain by conceptualizing this class of artefacts as a functional kind. Building on the work of Beth Preston, a pluralist notion of functional kind is developed, one that includes artefacts with proper functions and system functions. Those with proper functions have a history of cultural selection, whereas those with system functions are improvised uses of initially non-cognitive artefacts. Having identified the target (...) domain, it then briefly looks at the multiple usability of physical structures and the multiple realizability of cognitive function. Further developing insights from the “dual nature of artefacts thesis”, the article ends with conceptualizing the structure–function relations of cognitive artefacts. More specifically, it unpacks the relation between physical structure, representational structure, information, and cognitive function. (shrink)

During the second half of the twentieth century, several philosophers of technology argued that their predecessors had reflected too abstractly and pessimistically on technology. In the view of these critics, one should study technologies empirically in order to fully understand them. They developed several strategies to empirically inform the philosophy of technology and called their new approach the empirical turn. However, they provide insufficient indications of what exactly is meant by empirical study in their work. This leads to the critical (...) question of what counts as an empirically informed philosophy of technology in the empirical turn. In order to answer this question, we first elaborate on the problems that the empirical turn philosophers tried to address; secondly, we sketch their solutions, and, thirdly, we critically discuss their conceptions of empirical study. Our critical analysis of the empirical turn contributes to new efforts to engage in an empirically informed philosophy of technology. (shrink)
