Building upon recent work on epistemic varieties of liberalism, avant-garde political agency and the theory and practice of activism, I claim that a liberal defence of more open borders does not presuppose either indifference to the problem of the deep structural sources of poverty in poorer countries, or the absence of an account of those structures’ transformation. Rather, it is claimed that in addition to the remittance of money and other economic goods to alleviate the symptoms of poverty, more open (...) borders facilitate the remittance of norms and values in terms of which individuals and activist communities in poorer countries may transform the deep structures and institutions that are poverty’s sources. This liberal account of more open borders and deep structural transformation also makes possible the non-coercive discharge of obligations of global justice on the part of wealthier states to the world’s poor, when poorer nations are either unable or unwilling to discharge them themselves. In this paper, I will discuss a children’s rights-based argument for the duty of states, as a joint effort, to establish an effective program to help bring children out of conflict zones, such as parts of Syria, and to a safe haven. Children are among the most vulnerable subjects in violent conflicts who suffer greatly and have their human rights brutally violated as a consequence. Furthermore, children are also a group whose capacities to protect themselves are very limited, while their (...) chance to flee is most often only slim. I will then discuss three counterarguments: the first counterargument would be that, instead of getting the children out of a particular country, it would be better to improve their situation in their home countries. A second counterargument could be that those states, which have such a duty to bring children to a safe haven, would be overburdened by it. Finally, the third counterargument I want to discuss states that such a duty would also demand a military intervention, which could worsen the situation even further. (shrink)

This study is devoted to the ways and means to justify a ‘more’ cosmopolitan realization of certain policy implications, in the case of immigration. The raison d’être of this study is the idea that the contemporary debate over open borders suffers from indeterminate discussions on whether liberal states are entitled to restrict immigration. On the other hand, most of the liberal cosmopolitan accounts neglect the detrimental consequences of their open borders argument – which take it as a means to compensate (...) people in need –, such as brain drain and the effects of brain drain on the opportunity sets of members of sending countries. Therefore I offer a moral cosmopolitan account of immigration which takes the interests of would-be immigrants, the residents in receiving, along with the residents in sending countries in respect to their opportunity sets because of the way arbitrary border control represents the inequality of opportunity. I do not provide a well-formed immigration policy here, yet I believe the account provided here is more feasible in considering phenomena such as brain drain. (shrink)
