This article sheds light on the ‘European citizenship paradox’, which emerges as a result of the tensions between EU citizenship norms and member‐state practices in the context of regional disparities and social inequalities that market integration arguably deepens. I claim that a transnational, politically inclusive European citizenship would provide for public spaces where unjust practices can be submitted to a respectful but no less ruthless critical analysis, where violent impositions and infringements can be disqualified by insisting on human and European (...) citizenship rights and norms. Assessing alternative citizenship models, I argue that a purely liberal‐market, a republican or a cosmopolitan citizenship model all appear to fail to resolve this paradox, unless they include deliberative procedures based on the recognition of different collective identities. Recent writing in social theory has seen a renewed preoccupation with questions of religion, secularization and civilizational difference. This article reappraises the work of one early twentieth-century thinker in relation to these issues: the German historical theologian and close colleague of Max Weber, Ernst Troeltsch (1865-1923). The article concentrates particularly on Troeltsch’s late writings on Europe and ‘Europeanism’. The thesis is defended that Troeltsch offers an important gloss on Weber’s famous assertion of the ‘universal significance and validity’ of occidental rationalism. (...) Troeltsch offers a thicker, more concretized reading of Weber’s statement that serves as a precursor to contemporary thinking about ‘multiple modernities’ and also as a fund of trenchant counter-responses to the claims of recent post-colonial critics about Eurocentrism in western social science. Troeltsch’s writings give us one example among many of a current of cosmopolitan reflexivity in European social thought between the wars that avoided both nationalism and chauvinism, on the one hand, and nihilism and obscurantism, on the other. El concepto de Europa cosmopolita constituye una denominación más precisa de la forma de europeización que está surgiendo como una realidad intermedia y emergente entre la Europa nacional y la Europa global. Así pues, se puede imaginar la identidad europea (...) como una identidad cosmopolita basada en una lógica cultural de autotransformación en lugar de una identidad supranacional o una identidad oficial de la UE que se encuentra inmersa en una relación de tensión con las identidades nacionales. A cosmopolitan Europe is a more accurate designation of the emerging form of Europeanization as a mediated and emergent reality of the national and the global. It is possible to conceive of European identity as a cosmopolitan identity based on a cultural logic of self-transformation rather than as a supranational identity or an official EU identity that is in a relation of tension with national identities. As a cosmopolitan identity, European identity is a form of post-natlonal self-understanding that expresses itself within, as much as beyond, national identities. (shrink)
