Information and Communication Technologies, ICTs, has now for decades being increasingly taken into use for higher education, enabling distance learning, e-learning and online learning, mainly in parallel to mainstream educational practise. The concept Blended learning (BL) aims at the integration of ICTs with these existing educational practices. The term is frequently used, but there is no agreed-upon definition. The general aim of this dissertation is to identify new possible perspectives on ICTs and access to higher education, for negotiating the dichotomy (...) between campus-based and ICT-enabled education. The access options of BL are in focus for this dissertation, although BL is generally seen as a campus phenomenon, and shares a place perspective. The main research questions in the dissertation are 1) how BL can be understood in the context of increased access to education, moreover, (2) how time can be work as a more constructive perspective for designing ICTs in education, compared to place. The dissertation comprises five articles. The first is conceptual and concentrates on place and time in blended learning, and forms a time-based model and perspective, drawing on the tension between synchronous and asynchronous modalities instead of a place-based center-periphery model. The following article examines the differences between North American and European use of the term BL, in education and research, and finds that BL is not much used by European researchers, although the term is frequently used in educational environments. Two design and intervention studies, articles 3 and 4, make experiments using the BL time-based model. In article 3, a group of untraditional learners at a learning centre in Arvidsjaur attends a synchronous co-located study circle group and participates in an asynchronous and global Massive Open Online Course (MOOC). In article 4, nine students in a preparatory year for entering engineering studies volunteer and participate in a pilot distance course experiment, where prevention of procrastination is a high priority. For this, agile framework theory, constructivist learning theory and the time-based model are used in design and analysis. The last article (5) reconnects learning to place by discussing and adapting Triple- and Quadruple Helix theory for regional development in the knowledge society to four regional European cases. At the end of the synthesis, an outline of the access affordances with the time-based model is given, drawing on Adam’s timescape theory. The discussion of ICT integration into education is made drawing on Floridi’s Philosophy of Information, which provides many tools to view discourses of ICTs in education critically, and also envisions the concept of e-ducation in the infosphere, where other blend issues appear connected to weak artificial intelligence and the pervasive power of ICTs. The accumulation of war and environmental catastrophes teaches us that exploitation of people and nature through violent appropriation and enrichment for the sake of short-term self-interest exacts its price. This book presents contributions on the currently most relevant and most urgent issues: reshaping the economy, environmental problems, technology and the re-reading of history from the non-western and western tradition. Ecology and sustainability are current narratives about the behavior of humans toward themselves and the environment. Ecology is defined as a science, and a philosophy of ecology has become a recognized domain of the philosophy of science. For some, sustainability is an accepted, important moral goal. In 2013, a Special Issue of the journal Sustainability dealt with many of the relevant issues. Unfortunately, the economic, ideological, and psychological barriers to ethical behavior and corresponding social action remain great as well as (...) obvious. In this paper, I propose that a new, non-standard and non-propositional logic of real processes, Logic in Reality (LIR) grounded in physics applies to the science and philosophy of these narratives and helps to explicate them. Given the ecological role of organizations and institutions, reference is often made to organizational or institutional logics as guides to ecological practice. This paper suggests that these logics are either too abstract or too informal to have an impact in a conflictual world. Recognition of the suggested new, transdisciplinary logical dimension of ecological processes may provide credibility and support to new initiatives in ecology and its philosophy. (shrink)

In the most general if unconventional terms, science is the study of how man is part of the universe. Philosophy is the study of man’s ideas of the universe and how man differs from the rest of the universe. It has of course been recognized that philosophy and science are not totally disjointed. Science is in any case not a monolithic entity but refers to knowledge as the results of reasoning and both invasive and non-invasive experiment. We argue that the (...) philosophy of science, in studying the foundations, methods and implications of science and the link between philosophy and science, must now take into account the impact of the rapidly developing science and philosophy of information. We suggest that the philosophy of information is in fact a metaphilosophy, since informational processes operate in all the sciences and their philosophies. The simplest definition of (a) metaphilosophy is that of a set of statements about (a) philosophy, and any definition of a metaphilosophy thus requires one of philosophy and of the task of philosophy as well. According to Sellars, “the aim of philosophy is to understand how things in the broadest possible sense of the term hang together in the broadest possible sense of the term”. In this paper, we focus on the recursive thought underlying those statements as real processes, occurring both in and between the fundamental and the meta-level. We propose a non-standard logic, Logic in Reality, as the logic of those processes. The metaphilosophy of information is thus a framework for talking about the scientific aspects of philosophy and the philosophical aspects of science. Both Logic in Reality and the metaphilosophy of information provide a basis for understanding the physical and epistemological dynamics of existence, that is, from where the properties of things come that enable both them and the concepts of them to contrast, conflict and ultimately “hang together”. We conclude that the current convergence of science and philosophy under the influence of information science constitutes a revolution in philosophy, that is, in how science and philosophy are done. Many of the issues discussed in the metaphilosophy of information may thus be viewed as part of an emerging informational metaphilosophy of science. (shrink)

This article is an exercise in the virtue epistemology of the internet, an area of applied virtue epistemology that investigates how online environments impact the development of intellectual virtues, and how intellectual virtues manifest within online environments. I examine online echo chambers and epistemic bubbles (Nguyen 2020, Episteme 17(2), 141–61), exploring the conceptual relationship between these online environments and the virtue of open-mindedness (Battaly 2018b, Episteme 15(3), 261–82). The article answers two key individual-level, virtue epistemic questions: (Q1) How does immersion (...) in online echo chambers and epistemic bubbles affect the cultivation and preservation of open-mindedness, and (Q2) Is it always intellectually virtuous to exhibit open-mindedness in the context of online echo chambers and epistemic bubbles? In response to Q1, I contend that both online echo chambers and online epistemic bubbles threaten to undermine the cultivation and preservation of open-mindedness, albeit via different mechanisms and to different degrees. In response to Q2, I affirm that both a deficiency and an excess of open-mindedness can be virtuous in these online environments, depending on the epistemic orientation of the digital user. (shrink)

The ethics of autonomous cars and automated driving have been a subject of discussion in research for a number of years :28–58, 2016). As levels of automation progress, with partially automated driving already becoming standard in new cars from a number of manufacturers, the question of ethical and legal standards becomes virulent. For exam-ple, while automated and autonomous cars, being equipped with appropriate detection sensors, processors, and intelligent mapping material, have a chance of being much safer than human-driven cars in (...) many regards, situations will arise in which accidents cannot be completely avoided. Such situations will have to be dealt with when programming the software of these vehicles. In several instances, internationally, regulations have been passed, based on legal considerations of road safety, mostly. However, to date, there have been few, if any, cases of a broader ethics code for autonomous or automated driving preceding actual regulation and being based on a broadly composed ethics committee of independent experts. In July 2016, the German Federal Minister of Transport and Digital Infrastructure, Alexander Dobrindt, appointed a national ethics committee for automated and connected driving, which began its work in September 2016. In June 2017, this committee presented a code of ethics which was published in German and in English. It consists of 20 ethical guidelines. Having been a member of this committee, I will present the main ethical topics of these guidelines and the discussions that lay behind them. (shrink)

In this chapter, we analyze the relationships between the Internet and its users in terms of situated cognition theory. We first argue that the Internet is a new kind of cognitive ecology, providing almost constant access to a vast amount of digital information that is increasingly more integrated into our cognitive routines. We then briefly introduce situated cognition theory and its species of embedded, embodied, extended, distributed and collective cognition. Having thus set the stage, we begin by taking an embedded (...) cognition view and analyze how the Internet aids certain cognitive tasks. After that, we conceptualize how the Internet enables new kinds of embodied interaction, extends certain aspects of our embodiment, and examine how wearable technologies that monitor physiological, behavioral and contextual states transform the embodied self. On the basis of the degree of cognitive integration between a user and Internet resource, we then look at how and when the Internet extends our cognitive processes. We end this chapter with a discussion of distributed and collective cognition as facilitated by the Internet. (shrink)

There has been increasing attention in sociology and internet studies to the topic of ‘digital remains’: the artefacts users of social network services (SNS) and other online services leave behind when they die. But these artefacts also pose philosophical questions regarding what impact, if any, these artefacts have on the ontological and ethical status of the dead. One increasingly pertinent question concerns whether these artefacts should be preserved, and whether deletion counts as a harm to the deceased user and therefore (...) provides pro tanto reasons against deletion. In this paper, I build on previous work invoking a distinction between persons and selves to argue that SNS offer a particularly significant material instantiation of persons. The experiential transparency of the SNS medium allows for genuine co-presence of SNS users, and also assists in allowing persons (but not selves) to persist as ethical patients in our lifeworld after biological death. Using Blustein’s “rescue from insignificance” argument for duties of remembrance, I argue that this persistence function supplies a nontrivial (if defeasible) obligation not to delete these artefacts. Drawing on Luciano Floridi’s account of “constitutive” information, I further argue that the “digital remains” metaphor is surprisingly apt: these artefacts in fact enjoy a claim to moral regard akin to that of corpses. To supplement this primer, we also invited key experts from several disciplines—philosophy, psychology, public policy, and health care—to share their thoughts on what they (...) believe are the most important open questions and ethical issues for the multi-disciplinary study of digital well-being. We also introduce and discuss several themes that we believe will be fundamental to the ongoing study of digital well-being: digital gratitude, automated interventions, and sustainable co-well-being. Clark and Chalmers propose that the mind extends further than skin and skull. If they are right, then we should expect this to have some effect on our way of knowing our own mental states. If the content of my notebook can be part of my belief system, then looking at the notebook seems to be a way to get to know my own beliefs. However, it is at least not obvious whether self-ascribing a belief by looking at my notebook (...) is a case of introspection the same way that knowing my non-extended beliefs is. Traditionally this sort of introspection is thought to be privileged and special in ways that the extended introspection case seems not to be. There is nothing privileged about looking at my notebook. Anyone could do it. The aim of the paper is to find out how to understand extended introspection and whether there is something privileged and special about knowing one’s own extended beliefs. Moreover, the notebook case has close analogs using twenty-first century technology. It seems possible to know our beliefs that are extended to smartphones, wearable technology or a cloud-based data store. First, I present the case of extended introspection. I then discuss whether it should be understood as ordinary introspection or as mind-reading. Both seem to be bad fits, which finally prompts an original account for extended introspection based on epistemic rules. (shrink)

Purpose. The research is aimed at finding out the grounds, forms and essence of the correlation between the projects of information philosophy and transhumanism from the point of view of the problematics of philosophical anthropology. Attention is focused on the status of the knowing subject and the transformations of the forms of its activity within the specified correlation. Theoretical basis. Insufficient thinking on the issue of the functioning of traditional cognitive models, in particular Kant’s transcendental questioning, which formed the basis (...) of modern rationality and classical science, in the new sociocultural reality led the authors to problematize the forms and essence of interaction and operating with knowledge and communication in the information sphere of human existence and communication. A comparative consideration of the worldviews in the information philosophy and transhumanism projects, made on the basis of a study of current scientific literature, provided an opportunity to assume the probability of implicit elimination of the problems of philosophical anthropology from the horizon of meanings of modern science through the blurring of essentially anthropological analytics. Originality. The article proves the ambivalent nature of the correlation between the projects of philosophy and transhumanism information that are externally close on the subject and problematics, and for the first time in the domestic literature, they have been compared. The content of the powerful potential of information philosophy for the development of philosophical anthropology approaches to the phenomena of the human world determined by the technological nature of civilization and the powerful sociocultural issues of modernity have been clarified. The threats of the dehumanization of the problem field in the modern science and spheres of applied digital technologies associated with transhumanism, interpreted as an ideology, are underlined. Conclusions. The analysis of theoretical positions relevant for the philosophy of information and transhumanism resulted in a number of conclusions, central among which is the statement of the "blurring" situation, the hidden elimination in the content of problematics of philosophical anthropology and its humanistic pathos within the limits of modern forms of correlation and existence in the scientific discourse of the philosophemes and ideologemes in the information philosophy and transhumanism. Epistemological phenomena of "cognitive closure" and a man as a "blind spot" in the thinking on the science and technology development, primarily communication, indicate the relevance of a full comprehensive consideration of the problems of philosophical anthropology in projects of the information philosophy and transhumanism. Under the impact of information technology and the information sciences, major changes are occurring in both science and philosophy that constitute an informational turn. The recently developed Philosophy of Information has integrated the unique dualistic ontological properties of information, and scientific rationality can now be seen to include an interactive relationship between science and philosophy. Information, in particular Information Science is thus part of the structure, and not just of the content, of philosophy. In this mode of knowledge development, science (...) transforms philosophy and philosophy can critique both science and itself. I see a process of convergence taking place that is leading to a Unified Science-Philosophy of Information, a system of disciplines of which the Philosophy of Information is a part, and Information Science achieves an additional dimension based on this fundamental philosophical stance. I argue further that a proper new Philosophy of Science would be an informational metaphilosophy in that a Unified Science-Philosophy of Information includes both a new content of Science and new dynamics of the relations between a science and its philosophy. This paper explores the theme of education and the posthuman from the perspective of French philosophy. It addresses a crisis in eduction today identified by Michel Serres: now that knowledge is widely and freely accessible through information technologies, what is the purpose of education? A response is developed through three conceptual terms prefixed with ‘post’: the postmodern, the posthuman, and through the proposed idea of ‘postinformation.’ The background to the problem is sketched in terms of the ‘postmodern,’ with reference to (...) Lyotard’s influential The Postmodern Condition. A theory of the posthuman, which synthesises Stiegler’s ‘exorganism’ and Floridi’s ‘inforg’, is then sketched in response to Serres’ question of who the subject of education is today. The response to the crisis the paper proposes is that the purpose of education today is not to transmit information, but to help shape posthuman subjects able to process it effectively. This means helping them to learn how to navigate the complex informational networks we now inhabit so that they are able to flourish. The concept of postinformation is designed to help facilitate this educational shift in perspective. Postinformation concerns not just informational content, but the constitutive function of information and information technologies. (shrink)

This paper reconstructs and critically analyzes Husserl’s philosophical engagement with symbolic technologies—those material artifacts and cultural devices that serve to aid, structure and guide processes of thinking. Identifying and exploring a range of tensions in Husserl’s conception of symbolic technologies, I argue that this conception is limited in several ways, and particularly with regard to the task of accounting for the more constructive role these technologies play in processes of meaning-constitution. At the same time, this paper shows that a critical (...) examination of Husserl’s account of symbolic technologies, particularly as developed in his mature, genetic phenomenology, can be enduringly fruitful—if some of the specific conceptual weakness of this account are identified and properly accounted for. My discussion will proceed as follows. In the first part I briefly analyze the early Husserl’s account of the role the ‘method of sensible signs’ plays in arithmetic cognition. In the second, main part I critically examine the bearing the genetic-phenomenological concepts of sedimentation and technization have on the conceptualization of symbolic technologies in Husserl’s work. In the final part I summarize the major strengths and weaknesses of Husserl’s account of symbolic technologies, and in the process make a case for the ongoing relevance of some of the crucial elements of this account. Intellectual property is one of the highly divisive issues in contemporary philosophical and political debates. The main objective of this paper is to explore some sources of tension between the formal rules of intellectual property (particularly copyright and patents) and the emerging informal norms of file sharing and open access in online environments. We look into the file sharing phenomena not only to illustrate the deepening gap between the two sets of norms, but to cast some doubt on the current (...) regime of intellectual property as an adequate frame for the new type of interactions in online environments. Revisiting the classic Arrow–Demsetz debate about intellectual property and the epistemological issues involved in assessing institutions, we suggest that seeking out new institutional arrangements aligned with the norms-in-use seems to be a more promising strategy in the new technological setting than attempting to reinforce the current legal framework. Moreover, such a strategy is less prone to committing the so-called ‘Nirvana fallacies’. As a secondary task, we try to cast some doubt on the two most common moral justifications of intellectual property as being able to ground the full extent of the current intellectual property regime. The “struggle between liberties and authorities”, as described by Mill, refers to the tension between individual rights and the rules restricting them that are imposed by public authorities exerting their power over civil society. In this paper I argue that contemporary information societies are experiencing a new form of such a struggle, which now involves liberties and authorities in the cyber-sphere and, more specifically, refers to the tension between cyber-security measures and individual liberties. Ethicists, political philosophers and political scientists have (...) long debated how to strike an ethically sound balance between security measures and individual rights. I argue that such a balance can only be reached once individual rights are clearly defined, and that such a definition cannot prescind from an analysis of individual well-being in the information age. Hence, I propose an analysis of individual well-being which rests on the capability approach, and I then identify a set of rights that individuals should claim for themselves. Finally, I consider a criterion for balancing the proposed set of individual rights with cyber-security measures in the information age. (shrink)

In this article I propose an ethical analysis of information warfare, the warfare waged in the cyber domain. The goal is twofold: filling the theoretical vacuum surrounding this phenomenon and providing the conceptual grounding for the definition of new ethical regulations for information warfare. I argue that Just War Theory is a necessary but not sufficient instrument for considering the ethical implications of information warfare and that a suitable ethical analysis of this kind of warfare is developed when Just War (...) Theory is merged with Information Ethics. In the initial part of the article, I describe information warfare and its main features and highlight the problems that arise when Just War Theory is endorsed as a means of addressing ethical problems engendered by this kind of warfare. In the final part, I introduce the main aspects of Information Ethics and define three principles for a just information warfare resulting from the integration of Just War Theory and Information Ethics. In this report we focus on the definition of autonomous weapons systems (AWS). We provide a comparative analysis of existing official definitions of AWS as provided by States and international organisations, like ICRC and NATO. The analysis highlights that the definitions draw focus on different aspects of AWS and hence lead to different approaches to address the ethical and legal problems of these weapons systems. This approach is detrimental both in terms of fostering an understanding of AWS and in facilitating (...) agreement around conditions of deployment and regulations of their use and, indeed, whether AWS are to be used at all. We draw from the comparative analysis to identify essential aspects of AWS and then offer a definition that provides a value-neutral ground to address the relevant ethical and legal problems. In particular, we identify four key aspects—autonomy; adapting capabilities of AWS; human control; and purpose of use—as the essential factors to define AWS and which are key when considering the related ethical and legal implications. What makes us humans, and what is it that only humans can do? ABSTRACT The concept of concrete and abstract entities relates to an ontological specification problem, described by Plato’s Sophist concept of the Gods and Giants and their interpretation of metaphysical reality. Developing an ontology without considering the full metaphysical implications leaves conceptual gaps in the creation of events, change in states and management of thoughts, plans and deceptions. This paper seeks to resolve conceptual gaps in the field of cyberspace representation, enabling both ontological interoperability and the development of more complex artificial (...) intelligence technologies. The beginnings of a new meta-ontology for cyberspace are proposed, based on Stoic metaphysics. A meta-ontology provides high-level construction of meaning, upon which more specific ontologies can be built. Coherence between ontologies is important because cyberspace is a contextually dependent knowledge space within the broader infosphere, with many interdependent concepts. This paper enhances the potential for ontological interoperability and transparency between users, human or machine. (shrink)

Robotics is currently not only a cutting-edge research area, but is potentially disruptive to all domains of our lives—for better and worse. While legislation is struggling to keep pace with the development of these new artifacts, our intellectual limitations and physical laws seem to present the only hard demarcation lines, when it comes to state-of-the-art R&D. To better understand the possible implications, the paper at hand critically investigates underlying processes and structures of robotics in the context of Heidegger’s and Nishitani’s (...) accounts of science and technology. Furthermore, the analysis draws on Bauman’s theory of modernity in an attempt to assess the potential risk of large-scale robot integration. The paper will highlight undergirding mechanisms and severe challenges imposed upon our socio-cultural lifeworlds by massive robotic integration. Admittedly, presenting a mainly melancholic account, it will, however, also explore the possibility of robotics forcing us to reassess our position and to solve problems, which we seem unable to tackle without facing existential crises. We need an account of corporate agency that is temporally robust – one that will help future people to cope with challenges posed by corporate groups in a range of credible futures. In particular, we need to bequeath moral resources that enable future people to avoid futures dominated by corporate groups that have no regard for human beings. This paper asks how future philosophers living in broken or digital futures might re-imagine contemporary debates about corporate agency. The post-truth regime is a regime in which certain central categories of modernity seem to be inadequate: that of truth as correspondence, that of truth as verification, and that of truth as sincerity. This reflection aims at proposing a shift from the category of truth to the category of legitimacy, in order to rethink those of correctness, objectivity, adequacy. The advantage potentially offered by the concept of legitimacy, with regards to that of truth, has to do with the reference to (...) a given context, with an element of social recognition and a processual dimension, which makes the management of discourses more flexible, without abdicating to their deregulation. A recent interpretation of artificial intelligence (AI) (Floridi 2013, 2022) suggests that the implementation of AI demands the investigation of the binding conditions that make it possible to build and integrate artifacts into our lived world. Such artifacts can successfully interact with the world because our environment has been designed to be compatible with intelligent machines (such as robots). As the use of AI becomes ubiquitous in society, possibly leading to the formation of increasingly intelligent bio-technological unions, there will likely (...) be a coexistence of a plethora of micro-environments wrapped and tailored around humans and basic robots. The key element of this pervasive process will be the capacity to integrate biological realms in an infosphere suitable for the implementation of AI technologies. This process will require extensive datafication. This is because data is the basis of the logical-mathematical codes and models that drive and guide AI. This process will have huge consequences on workplaces, on workers, as well as on the decision-making processes required for the functioning of future societies. In this paper we will offer a comprehensive reflection on the moral and social implications of datafication as well as a set of considerations about its desirability, which will be informed by the following insights: (1) full protection of privacy may become structurally impossible, thus leading to undesirable forms of political and social control; (2) worker’s freedom may be reduced; (3) human creativity, imagination, and even divergence from AI logic might be channeled and possibly discouraged; (4) there will likely be a push towards efficiency and instrumental reason, which will become preeminent in production lines as well as in society. This paper formalizes an approach to the Internet of Things as a socio-technical system of systems and a part of the infosphere. It introduces a principle-based, human-centered approach to designing Internet of Things artifacts as elements of contextual cross-channel ecosystems. It connects the Internet of Things to the conceptualization of cross-channel ecosystems from current information architecture theory and practice, positing that the Internet of Things is both a formal, objective superset of any given ecosystem and a contextual, subjective subset of (...) specifically instantiated ecosystems. The paper argues for the necessity of a transdisciplinary theoretical framework to promote a human-centered generative understanding of the Internet of Things phenomena and their consequences, in accordance with the Metamodel Methodology. It proposes a phenomenology-grounded information architecture model detailing a set of 16 principles and secondary heuristics grouped according to an architectural perspective, which identifies guidelines that support the design of Internet of Things artifacts considering their objective characteristics; a human perspective, which identifies guidelines that support the design of Internet of Things artifacts considering subject/object relationships and the production of meaning; and a systemic perspective, which identifies guidelines that support the design of Internet of Things artifacts as relational parts of information-based ecosystems. These principles and guidelines are meant to provide the foundations for a practice-based approach to designing the Internet of Things–enabled information ecosystems. (shrink)

Комунікативна діяльність породжує основний тип змін, оскільки формує новий інформаційний світ, який складається зі складної системи комунікацій та способів, змісту, частоті обміну інформації, що забезпечують високу ефективність суспільства, що допомагає швидко обмінюватись даними та існувати в інформаційному світі. Реклама постає як чинник комунікації, що дає змогу керувати ефективністю та оптимальністю загальної системи комунікацій. Внаслідок формування інформаційного суспільства з'являються нові запити (...) людей від суспільства та навпаки, в яких парадигма виживання полягає в інформаційній домінації суб'єктів. Основний запит суспільства – це вимога віртуальної взаємодії, запит людини – на приватність, та водночас, на інформаційне домінування. Віртуалізований світ доповнює реальність власними атрибутами, бо вирішує низку раніше проблемних речей, які заважали швидкій соціальній взаємодії: швидкість передавання інформації, її адресність, її масовість. У колі понять існує розуміння «медіа-суб'єкт» як особа чи компанія, чи будь-який інший суб'єкт, які представлені віртуально, маючи реального суб'єкта в реальності. Внаслідок активної соціальної комунікації «медіа-суб'єкта» є можливість роширити зону впливу на масову свідомість. Інформаційне домінування разом з рекламою надають здатність отримання соціальних та матеріальних благ, внаслідок правильних дій, що і є головною метою даних суб'єктів. Реклама є каталізатором комунікативних процесів, що забезпечують інформаційні потреби споживачів та надають рекламодавцю соціальної активності в інформпросторі. Gamification is the use of elements and techniques from video game design in non-game contexts. Amid the rapid growth of this practice, normative questions have been under-explored. The primary goal of this article is to develop a normatively sophisticated and descriptively rich account for appropriately addressing major ethical considerations associated with gamification. The framework suggests that practitioners and designers should be precautious about, primarily, but not limited to, whether or not their use of gamification practices: takes unfair advantage of workers (...) ; infringes any involved workers’ or customers’ autonomy ; intentionally or unintentionally harms workers and other involved parties; or has a negative effect on the moral character of involved parties. Cognitive technology is an umbrella term sometimes used to designate the realm of technologies that assist, augment or simulate cognitive processes or that can be used for the achievement of cognitive aims. This technological macro-domain encompasses both devices that directly interface the human brain as well as external systems that use artificial intelligence to simulate or assist (aspects of) human cognition. As they hold the promise of assisting and augmenting human cognitive capabilities both individually and collectively, cognitive technologies could produce, (...) in the next decades, a significant effect on human cultural evolution. At the same time, due to their dual-use potential, they are vulnerable to being coopted by State and non-State actors for non-benign purposes (e.g. cyberterrorism, cyberwarfare and mass surveillance) or in manners that violate democratic values and principles. Therefore, it is the responsibility of technology governance bodies to align the future of cognitive technology with democratic principles such as individual freedom, avoidance of centralized, equality of opportunity and open development. This paper provides a preliminary description of an approach to the democratization of cognitive technologies based on six normative ethical principles: avoidance of centralized control, openness, transparency, inclusiveness, user-centeredness and convergence. This approach is designed to universalize and evenly distribute the potential benefits of cognitive technology and mitigate the risk that such emerging technological trend could be coopted by State or non-State actors in ways that are inconsistent with the principles of liberal democracy or detrimental to individuals and groups. In discourses on digitization and the data economy, it is often claimed that data subjects shall beownersof their data. In this paper, we provide a problem diagnosis for such calls fordata ownership: a large variety of demands are discussed under this heading. It thus becomes challenging to specify what—if anything—unites them. We identify four conceptual dimensions of calls for data ownership and argue that these help to systematize and to compare different positions. In view of this pluralism of data ownership (...) claims, we introduce, spell out and defend a constructive interpretative proposal: claims for data ownership are charitably understood as attempts to call for theredistributionof material resources and the socio-culturalrecognitionof data subjects. We argue that as one consequence of this reading, it misses the point to reject claims for data ownership on the grounds that property in data does not exist. Instead, data ownership brings to attention a claim to renegotiate such aspects of thestatus quo. (shrink)

This paper describes the role of information architecture in the design of socially sustainable pervasive information spaces. The framing of information architecture as an essential part of Design Thinking extends current and historic notions of the field of information architecture. The discussion introduces the notion of the ‘contrived ontology’ which can be understood as the intentional meaning that design infuses in its artefacts, services and systems. Further, we argue that contrived ontology aligns with central themes within humanistic frameworks which view (...) reality as subjective construct. This forms the central theoretical meditation herein: we contend that while design is always an act of interpreted cultural determination, at the scale of Floridi’s infosphere, the immediacy and immersive social reality of technology will become frictionless within our human experience. As this occurs, there is a moral and ethical imperative to ensure social sustainability and to this end that the meanings and intentions that inform the mature design of our human-made world are visible and accountable. It is towards this end that information architecture can make a valuable contribution. (shrink)

Online technologies enable vast amounts of data to outlive their producers online, thereby giving rise to a new, digital form of afterlife presence. Although researchers have begun investigating the nature of such presence, academic literature has until now failed to acknowledge the role of commercial interests in shaping it. The goal of this paper is to analyse what those interests are and what ethical consequences they may have. This goal is pursued in three steps. First, we introduce the concept of (...) the Digital Afterlife Industry, and define it as an object of study. Second, we identify the politico-economic interests of the DAI. For this purpose, we develop an analytical approach based on an informational interpretation of Marxian economics. Third, we explain the practical manifestations of the interests using four real life cases. The findings expose the incentives of the DAI to alter what is referred to as the “informational bodies” of the dead, which in turn is to be seen as a violation of the principle of human dignity. To prevent such consequences, we argue that the ethical conventions that guide trade with remains of organic bodies may serve as a good model for future regulation of DAI. (shrink)

This paper has two distinct but related goals: (1) to identify some of the potential consequences of the Internet for our cognitive abilities and (2) to suggest an approach to evaluate these consequences. I begin by outlining the Google effect, which (allegedly) shows that when we know information is available online, we put less effort into storing that information in the brain. Some argue that this strategy is adaptive because it frees up internal resources which can then be used for (...) other cognitive tasks, whereas others argue that this is maladaptive because it makes us less knowledgeable. I argue that the currently available empirical evidence in cognitive psychology does not support strong conclusions about the negative effects of the Internet on memory. Before we can make value-judgements about the cognitive effects of the Internet, we need more robust and ecologically-valid evidence. Having sketched a more nuanced picture of the Google effect, I then argue that the value of our cognitive abilities is in part intrinsic and in part instrumental, that is, they are both valuable in themselves and determined by the socio-cultural context in which these cognitive abilities are utilised. Focussing on instrumental value, I argue that, in an information society such as ours, having the skills to efficiently navigate, evaluate, compare, and synthesize online information are (under most circumstances) more valuable than having a lot of facts stored in biological memory. This is so, partly because using the Internet as an external memory system has overall benefits for education, navigation, journalism, and academic scholarship. (shrink)

This special issue gathers together a selection of papers presented by international experts during a workshop entitled ‘Ethics of Cyber-Conflicts’, which was devoted to fostering interdisciplinary debate on the ethical and legal problems and the regulatory gap concerning cyber conflicts. The workshop was held in 2013 at the Centro Alti Studi Difesa in Rome under the auspices of the NATO Cooperative Cyber Defence Centre of Excellence . This NATO-accredited international military organisation that has always placed a high value on an (...) interdisciplinary approach to cyber defence, uniting as it does perspectives from technical, policy, legal, and strategic domains. The Centre’s mission is to enhance capability, cooperation, and information-sharing between NATO, its member states, and partner countries in the area of cyber defence by virtue of research, education, and consultation. The article seeks to highlight the relation between ontology and communication while considering the role of AI in society and environment. Bioinformationalism is the technical term that foregrounds this relationality. The study reveals instructive consequences for philosophy of technology in general and AI in particular. The first section introduces the bioinformational approach to AI, focusing on three critical features of the current AI debate: ontology of information, property-based vs. relational AI, and ontology vs. constitution of AI. When applied to the (...) themes of relationality and non-anthropocentric communications, bioinformational insights highlight an inclusive and meaningful groundwork for understanding AI by ‘relating’ it with society and the environment through an engagement with the ongoing critique of human supremacy. In the second section, we move from ‘relating’ AI to ‘rewilding’ AI by proposing taxonomical classification for certain technological entities. We situate our proposal in the broader personhood debate with the proposal of taxonomical ranking. In the last section, we show an instance of a relational approach steeped in substantialist ontology by introducing the fourth feature of the AI debate. A broad critique of Floridi’s philosophy of information introduces this fourth feature from the domain of philosophy and sociology to address various theoretical and ecological problems with current relational accounts. In doing so, we argue for ‘communication’ to be the replacement of ‘information’ as the moral unit. In 1930, John Maynard Keynes published a masterpiece that should be a compulsory reading for any educated person, a short essay entitled Economic Possibilities for our Grandchildren (Keynes 1930, 1972).All references are from the 1931 online version of Keynes (1930) provided by Project Gutenberg, so pages are left unspecified. I am sure Keynes would have found such free access to information coherent with the philosophy of the essay. It was an attempt to see what life would be like if peace, (...) prosperity and techno-scientific developments were increasingly part of humanity’s future. Of course, things went otherwise. The Great Depression begun in the same year, and World War II soon followed. In the subsequent decades, other disasters, conflicts and crises awaited humanity. The essay became a philosophical exercise that could collect dust in the libraries. Yet the fact that history took such terrible and tragic steps back does not in any way detract from Keynes’ brilliant insights. And to. (shrink)

Information has always been at the core of conflicts. When Napoleon planned to invade Italy, he duly upgraded the first telegraph network in the world, the French “semaphore”. He famously remarked that “an army marches on its stomach,” but he also knew that the same army acted on information. As Von Clausewitz once stated “by the word ‘information’ we denote all the knowledge which we have of the enemy and his country; therefore, in fact, the foundation of all our ideas (...) of actions [in war].”I am very grateful to Mariarosaria Taddeo for this citation and for our fruitful collaboration on a 2-year project about the ethics of information warfare, Marie Curie Fellowship Grant, FP7-PEOPLE-2009-IEF see now . In this article, I outline a logic of design of a system as a specific kind of conceptual logic of the design of the model of a system, that is, the blueprint that provides information about the system to be created. In section two, I introduce the method of levels of abstraction as a modelling tool borrowed from computer science. In section three, I use this method to clarify two main conceptual logics of information inherited from modernity: Kant’s transcendental logic (...) of conditions of possibility of a system, and Hegel’s dialectical logic of conditions of in/stability of a system. Both conceptual logics of information analyse structural properties of given systems. Strictly speaking, neither is a conceptual logic of information about the conditions of feasibility of a system, that is, neither is a logic of information as a logic of design. So, in section four, I outline this third conceptual logic of information and then interpret the conceptual logic of design as a logic of requirements, by introducing the relation of “sufficientisation”. In the conclusion, I argue that the logic of requirements is exactly what we need in order to make sense of, and buttress, a constructionist approach to knowledge. (shrink)
