Climate ethics has been concerned with polluter pays, beneficiary pays and ability to pay principles, all of which consider climate change as a single negative externality. This paper considers it as a constellation of externalities, positive and negative, with different associated demands of justice. This is important because explicitly considering positive externalities has not to our knowledge been done in the climate ethics literature. Specifically, it is argued that those who enjoy passive gains from climate change owe gains not to (...) the net losers, but to the emitters, just as the emitters owe compensation to the net losers for the negative externality. This is defended by appeal to theoretical virtues and to the social benefits of generating positive externalities, even when those positive externalities are coupled with far greater negative externalities. We call this the Polluter Pays, Then Receives ('PPTR', or 'Peter') Principle. This principle is then applied at two levels in the context of Canada. [Open access]. (shrink)

Utility discounting in intertemporal economic modelling has been viewed as problematic, both for descriptive and normative reasons. However, positive utility discount rates can be defended normatively; in particular, it is rational for future utility to be discounted to take into account model-independent outcomes when decision-making under risk. The resultant values will tend to be smaller than descriptive rates under most probability assignments. This also allows us to address some objections that intertemporal considerations will be overdemanding. A principle for utility discount (...) rates is suggested which is rooted in probability discounting. He often defends conventional, economics-focused claims which rub many philosophers the wrong way—claims that are at the heart of issues raised in these pages, claims such as that discounting is justifiable, growth is good, or cost-benefit analysis is appropriate in liberal democracies. I think we can all agree that sophisticated defences of conventional positions play an important part in the ecosystem. For philosophers, a gadfly (...) can challenge entrenched conceptions. If we agree that these goals are worthwhile, then this book serves as a useful summary and synthesis of the ways Heath has ably defended conventional claims about climate policy. (shrink)

[Dissertation summary] When performing intertemporal cost-benefit analyses of policies, both in terms of climate change and other long-term problems, the discounting problem becomes critical. The question is how to weight intertemporal costs and benefits to generate present value equivalents. This thesis argues that those best placed to answer the discounting problem are domain experts, not moral philosophers or the public at large. It does this by arguing that the discounting problem is a special case of an interesting class of problems, (...) those which are both what I call morally complex and quantitative. [Open access]. The three main types of policies for addressing climate change are command and control regulation, carbon taxes (or price instruments), and cap and trade (or quantity instruments). The first question in the ethics of carbon pricing is whether the latter two (price and quantity instruments) are preferable to command and control regulation. The second question is, if so, how should we evaluate the relative merits of price and quantity instruments. I canvass relevant arguments to explain different ways of addressing these (...) important policy questions, suggesting that carbon pricing is preferable to command and control regulation, and that price instruments have the theoretical edge over quantity instruments. In this paper I examine the relation between Social Cost of Carbon (SCC) estimates, abatement cost analyses, and individual climate duties. I first highlight the stakes that SCC and abatement cost estimates potentially have for the content of individual duties to either pay the full or fair cost of their carbon emissions, or offset the volume of their emissions. I survey four methodological options (a minimalist approach, a precautionary approach, an averaging approach, and what I call a ‘sufficiency-bounded’ precautionary approach) (...) for conceptualizing the terrain of individual duties in light of SCC and abatement cost estimates that are both contentious and evolving. Climate justice demands polluters to take responsibility for both present and future harm caused by past GHG emissions and for future harm caused by future GHG emissions. One problem with this is double climate taxation: people living in historical polluting countries must both shoulder the burden of an effective and inclusive climate transition and repay the climate debt incurred by their predecessors. Although double climate taxation might be defensible on normative grounds, it risks making climate justice politically infeasible. I therefore (...) maintain that global climate justice should focus on future, rather than past, climate harms. The forward-looking polluter pays principle (FL-PPP) can ensure both a cost-effective climate transition and a fair distribution of the climate burden, provided it is applied as follows: i) each country must introduce a carbon price calibrated to the global social cost of carbon; ii) each country must transfer part of carbon revenues collected at the country level to an international fund; iii) global carbon revenues must be redistributed on the basis of the country-level social cost of carbon. The FL-PPP burden can be made more progressive, moreover, if the formula for allocating global carbon revenues is adjusted through two coefficients, one consumption-based and one priority-sensitive. In this article I hold that utilitarians are wrong to want to disaggregate climate- induced harm, whether in terms of chaotic or linear causality. This is not because individual emissions do not count, in probabilistic terms, for risk projections of overall climate dam- age, rather because individual emissions only contribute to increasing atmospheric CO2 concentration if the anthropogenic flow of CO2 exceeds the amount of CO2 that can be naturally taken up by the biosphere, over a given time segment. I (...) therefore maintain that individual climate duties consist of reforming the social and technological structures that make each individual emission part of a collective phenomenon, global warming, which leads to an enormous global disutility, climate change. In the final part of the article, I ar- gue that utilitarian ethics would have much more to say if, instead of focusing on the dis- aggregation of climate-induced harm, it addressed the key issues of the energy transition, i.e. carbon pricing, research and development in green technologies and climate finance. In this article I maintain that a progressive and leftist carbon tax should be revenue-neutral through a dual policy package: first, it should use some revenues to offset price increases for the poor and middle classes; second, it should use the remaining part of revenues to lower taxes on labour income (both employed and self-employed income) for those below a middle-income threshold. I will briefly examine three reasons why such a revenue-neutral and dual-package carbon tax (RN-DP-CT) could (and should) become (...) central in the political agenda of the European Left – even though much of what I will suggest can reasonably hold also with respect to other countries. First, the tax wage on labour in the euro area is one of the highest in the world. Second, the revenue-neutral and dual policy package carbon tax will tax more capital that yields income without a proportional increase in labour demand, rather than capital that creates new job opportunities. Third, we live in societies that are highly unequal, hence I see no moral reason why a carbon tax reform should not aim, among other things, to take wealth away from the richest. (shrink)

From the election of Donald Trump in 2016 until the 2060s, the book documents Hope’s discussions with a diverse cast of characters. (...) As she ages, her conversations move from establishing the nature of the problem, to engaging with climate skepticism, to exploring her own climate responsibilities, through managing contentious international negotiations, to considering big technological fixes, and finally, as an older woman, to reflecting with her granddaughter on what one generation owes another. Following a philosophical tradition established by Plato more than two thousand years ago, these dialogues are not only philosophically substantive and carefully argued, but also distinctly human. While the foundations of climate science and ethics are well established, fine-grained climate predictions, as well as policy-decisions, are beset with uncertainties. This chapter maps climate uncertainties and classifies them as to their ground, extent and location. A typology of uncertainty is presented, centered along the axes of scientific and moral uncertainty. This typology is illustrated with paradigmatic examples of uncertainty in climate science, climate ethics and climate economics. Subsequently, the chapter discusses the IPCC’s preferred way of representing uncertainties and (...) evaluates its strengths and weaknesses from a risk management perspective. Three general strategies for decision-makers to cope with climate uncertainty are outlined, the usefulness of which largely depends on whether or not decision-makers find themselves in a context of deep uncertainty. The chapter concludes by offering two recommendations to ease the work of policymakers, faced with the various uncertainties engrained in climate discourse. (shrink)

The focus of this chapter is public policy and consequentialism, especially issues that arise in connection with the environment – i.e. the natural world, including non-human animals. We integrate some of the existing literature on environmental economics, welfare economics, and policy with the literature on environmental values and philosophy. The emphasis on environmental policy is motivated by the fact that it is arguably the most philosophically interesting and challenging application of consequentialism to policy, as it includes all the challenges of (...) valuing the distribution of human wealth and power, and has the further challenge of putting these consequences on the same scale as consequences for human health, non-human animals, and nature. We suggest that standard methods of (economic) policy analysis provide a good approximation of correct welfarist analysis, except that they must be supplemented with methods for valuing animal wellbeing and tradeoffs with human wellbeing. First, with respect to our personal relationship to fossil fuels, this chapter introduces arguments about whether we should or even can address our own usage of fossil fuels. This involves determining whether offsetting emissions is morally required and practically possible. Second, with respect to our relationship with fossil fuels at the national level, it discusses forms of local resistance, especially divestment and pipeline protesting. Finally, with respect to our relationship with fossil fuels at the international level, it considers two types (...) of policy. On the one hand, some have argued that we should stop most trade in oil, on the basis that most oil that is traded is not subject to the control of citizens.
