This paper reviews development research and policies on freshwater fish in South and Southeast Asia. We conduct a systematic review of academic literature from three major science-based policy institutions to analyze development research and policies that have accompanied the ongoing transition from freshwater capture fisheries to aquaculture in the region. Using a ‘food fish system’ framework allows for the identification and systematic comparison of assumptions underpinning dominant development policies. We analyze the interrelations between the production, provisioning, and consumption of wild (...) and farmed fish and demonstrate a shift toward food fish systems thinking in the sampled literature. We discuss gaps and weaknesses in the literature, as identified through the application of the food fish systems framework and present an agenda for future research aimed at securing the potential of fish as food. Food policy increasingly attempts to accommodate a wider and more diverse range of stakeholder interests. The paper contains a case study analysis of the media controversy in 2011 around the slaughter of beef cattle in Indonesian abattoirs and the subsequent banning of live cattle exports to Indonesia by Australia. The analysis draws on the theory of binary cultural oppositions to examine how practices in relation to the slaughter of beef cattle in Indonesia were reframed, through extensive media coverage of moral outrage into a critique of the values and cultural practices of Indonesian society. Recent literature demonstrates the contribution of short food supply chains to regional economies and sustainable food systems, and acknowledges their role as drivers for sustainable development. Moreover, different types of SFSC have been supported by urban food policies over the few last years and actors from the food chain became part of new institutional settings for urban food policies. However, evidence from the sustainability impact assessment of these SFSC in urban contexts is limited. Our paper presents an approach for the (...) development of an SIA framework for different SFSC types. In addition, a practical application of the tool in four metropolitan regions is tested. The conceptual development of the SIA framework is based on an in-depth analysis of existing SIA frameworks and methods for assessing the sustainability of agriculture, food chains and food systems and adapted to the specific needs of analysing SFSC in metropolitan regions. The operational value and utility of the framework and the tool were tested with social and natural scientists and local stakeholders. The assessment results demonstrate that SFSC seems to be more sustainable than the baseline in the social dimension, but also feature specific strengths and weaknesses concerning their economic and environmental sustainability. This might give an indication for regional adjusted strategies and food chain innovations that improve the sustainability performance may be required. We found the tool useful for framing the dialogue between food chain actors, consumers and policy, because it makes benefits and trade-offs of the chain types operating in an urban–rural context more visible and communicable. Well-intended natural resource policies that ignore the complexity of socio-ecological systems too often threaten local values and opportunities for sustainable development. Upland areas throughout Indonesia provide examples of complex socio-ecological systems experiencing rapid socio-economic and environmental transformations in response to interactions between development policies and local agendas. Broad natural resource policies influence socio-ecological systems in different ways. In some cases, there are converging national and local goals, while in others the goals of national policy conflict with local aspirations. This study (...) identifies how broadscale policies could respond to the unique characteristics of upland areas to optimise development outcomes and avoid unintended risks for people and the landscape. The theory of reflexive modernity is utilised to illustrate how two national policies, the Community Forestry initiative and the Irrigation Reservoir program, largely discount the complexity of local values in the uplands of Pagar Alam, Indonesia. We identify local farmer aspirations through an analysis of development narratives and relate how they are impacted upon by the two policies. Our findings indicate that dominant development goals and associated sustainability pathways diverge in a range of ways from local farmer values and aspirations. We suggest that policymakers take more consideration of four interacting elements, namely: local ecological traits; local values and institutions; the multiple development pathways; and exogenous market drivers that affect local development, to promote sustainability and increase the likelihood of achieving all desired policy outcomes.
