Even before trust became a buzzword, theoretical developments were made, which have instigated the development of two forms of trust which are described as personal trust and system trust/confidence. However, this distinction remained rather secondary in the overall literature. There is an overall lack on the historical developments of these forms of trust, their internal logic and how they interlink, overlap, or work against each other. The paper aims to advance these three aspects: first through a historical overview of the (...) semantic of this distinction, followed by a theoretical reconstruction of the historical material and third by demonstrating how these theoretical concepts can be applied to political crises (Revolutions of 1989), thus revealing their logic and mutual interlocking. This article discusses the tension between trust, as an expression of interpersonal commitment, and critical thinking, which includes a demand for reasons. It explores the importance of each for individual flourishing, and then seeks to establish some ways in which they intersect, drawing on ideas of authority and trustworthiness. It argues that despite the appearance of a deep tension between trust and critical thinking, they are importantly interdependent: if trust is to be warranted, critical thinking to determine trustworthiness is required; (...) and if critical thinking is to be developed, contingent trust in certain authorities is necessary. Trust is a crucial condition for the legitimacy and effectiveness of democratic institutions in conditions of deep diversity and enduring injustices. Liberal democratic societies require forms of engagement and deliberation that require trustful relations between citizens: trust is a necessary condition for securing and sustaining just institutions and practices. Establishing trust is hard when there is a lingering suspicion that the institutions citizens are subject to are illegitimate or undermine their ability to participate and deliberate on equal terms. The promise (...) of participation, the appeal to deliberation and inclusion, in other words, is experienced as a form of bad faith. In this paper, I offer four conditions required for democratic trust and discuss them in relation to a series of examples of both democratic mistrust and attempts at rebuilding trust. (shrink)
