    The goal of the present paper is to construct a formal explication of the pluralistic ignorance explanation of the bystander effect. The social dynamics leading to inaction is presented, decomposed, and modeled using dynamic epistemic logic augmented with ‘transition rules’ able to characterize agent behavior.     This paper studies the Lockean thesis from the perspective of contemporary epistemic logic. The Lockean thesis states that belief can be defined as ‘sufficiently high degree of belief’. Its main problem is that it gives rise to a notion of belief which is not closed under conjunction. This problem is typical for classical epistemic logic: it is single-agent and static.     We give a definition of bisimulation for conditional modalities interpreted on selection functions and prove the correspondence between bisimilarity and modal equivalence, generalizing the Hennessy–Milner Theorem to a wide class of conditional operators.
