Zu einer der vordringlichsten, von der Philosophie aber häufig vernachlässigten Aufgaben der Politik stellt sie bis heute den wichtigsten klassischen Text dar. Kant entfaltet in ihm die philosophischen Grundlagen für eine internationale Rechts- und Friedensgemeinschaft. Gleichzeitig stellt er sich aber auch die Frage nach einer Vermittlung von normativer Theorie und politischer Praxis. In 12 Beiträgen wird Kants Text in diesem Band 'entschlüsselt', interpretiert, auf seine systematische Überzeugungskraft und auf seine (...) politische Tragweite hin untersucht und in seinen und unseren sozialgeschichtlichen Kontext gestellt. In the texts in which Immanuel Kant discusses the principles governing international relations—including texts explicitly dealing with the sources leading states to armed conflict and the circumstances enabling its cessation—he does not directly engage the question “What constitutes victory in war?” This should not be surprising, given that Kant’s treatment of war may be read as consonant with just war thinking for which victory seems an unproblematic concept Yet there are elements in the tone and the substance of his discussion (...) that destabilize a placement of his views as unproblematically part of that tradition. The mordant tone of his dismissal of the Realpolitik guiding “political moralists” suggests a trenchant skepticism about almost any justification offered for leading a state into war. More substantively, an antinomy is at work in the contrast Kant makes, in the two sets of articles for perpetual peace, between a “state of nature” that, construed from the standpoint of the theoretical use of reason, defines the order of international relations as necessarily one of constant war, and the radical transformation of that order, enacted by moral reason in the definitive articles of perpetual peace, into a cosmopolitan order that heeds the categorical imperative “there shall be no war.” In consequence, one may construct a Kantian answer to the question “What constitutes victory in war?” by framing it in reference to this cosmopolitan hope for an international order securing enduring peace. Within the moral horizon of cosmopolitan hope, victory in war—like war itself—is unmasked as morally unintelligible. (shrink)

Kant’s theory of peace has been reinterpreted under one of the most influential research programs of our times: The so-called democratic peace theory. In particular, the third ingredient of Kant’s “recipe” for peace —the cosmopolitan right to visit—has been recognized as a powerful and effective instrument to reduce militarized interstate conflicts. In the hands of political scientists, however, this ingredient has often become nothing more than a set of rules for securing and facilitating international trade and economic interdependence. This article (...) argues that this narrow reading mistakes international trade as the essence of the third definitive article. Kant sees economic interdependence as a means to realize what cosmopolitan right is truly about, that is, the affirmation of a set of rules for protecting humans qua humans, the creation of communal bonds among individuals beyond national or group loyalties, and the promotion of a global moral conscience modeled on the natural rights of man. This article surveys the major historical developments in Western philosophical reflection on war. Section 2 outlines early development in Greek and Roman thought, up to and including Augustine. Section 3 details the systematization of Just War theory in Aquinas and his successors, especially Vitoria, Sua´rez, and Grotius. Section 4 examines the emergence of Perpetual Peace theory after Hobbes, focusing in particular on Rousseau and Kant. Kant’s Cosmopolitan and apriori approach has influenced the formation of government and universal peace theories and international organizations such as the United Nations which have an important place in the establishment of peace and international rule of law. His views about universal peace are rooted in his epistemology and critiques. According to Kant, among human beings, the transformation from the natural state of war to the state of peace takes place in stages. At the international approach, law is legitimized by (...) free governments, and true civilization is possible only by abandoning the idea of war.
