    In this essay I reply to Alyssa Bernstein and Helga Varden's comments on my book, Kant and Cosmopolitanism. In response to Bernstein, I argue that Kant's opposition to the coercive incorporation of states into an international federation should be interpreted as permitting no exceptions.
