This article extends the theoretical discussion of counterpublics and applies the concept to an authoritarian context. The article contends that it is necessary to distinguish between the counterpublic oriented by liberal ideology that criticizes authoritarianism at an abstract level and the counterpublics that are concerned with substantive inequality. To illustrate the approach taken, the articulation of rural migrant workers’ rights between 1992 and 2014 is documented, demonstrating that, in the 1990s and early 2000s, most public discussion on the issue tended (...) to reduce workers’ rights to civil rights. It was not until the late 2000s that alternative forms of rights, such as social rights, were thematized. As the article argues, this was because the power balance between Counterpublic I and Counterpublic II had been changed. The empirical study explains the transformation and highlights the heterogeneity within Counterpublic II by comparing the diverse strategies employed by different actors. (shrink)

Land dispossession is a major source of protest in many countries. This article asks, How common are cases of mobilization against land dispossession relative to cases of nonmobilization? Why do we see protests against land dispossession for some projects and not others? These questions are taken up in the context of India, a major global hotspot for land dispossession protest. Using a database of all major capital projects in the country, the article looks at the effects of project characteristics and (...) context on incidence of delays or cancellations due to land acquisition problems. The findings demonstrate that a project’s sector and subnational location affect the emergence of opposition to land dispossession. Further, differences in political competitiveness and agrarian social structure are significant factors driving subnational variation. By identifying important factors shaping opposition to land dispossession, the article aims to stimulate comparative research that can advance a political sociology of dispossession. (shrink)

Fair trade banana farming in the Windward Islands of the Caribbean has emerged since the late 1990s in response to a crisis. Rulings by the World Trade Organization ended a longstanding trade dispute between the US and the EU by eliminating a system of preferential access of Windward Island bananas to the UK market. What followed was a period of rapid decline in banana exports from these small islands and a widespread abandonment of banana cultivation. Those banana farmers who remain (...) are now primarily fair trade producers. Fair trade banana production in the Windward Islands can thus be conceived as a survival strategy that farmers have developed in response to a particular instance of neoliberal globalization. The paper considers this response especially in the context of recent fieldwork on the island of St. Vincent. In light of contributions by several scholars who have drawn upon the work of Polanyi to understand both fair trade and resistance to neoliberalism, fair trade banana production in the Windward Islands appears significant not only as a local survival strategy, but also as part of a larger countermovement that resists neoliberal globalization. Gramsci’s concept of hegemony has been interpreted in a wide variety of ways, including a theory of consent, of political unity, of ‘anti-politics’, and of geopolitical competition. These interpretations are united in regarding hegemony as a general theory of political power and domination, and as deriving from a particular interpretation of the concept of passive revolution. Building upon the recent intense season of philological research on the Prison Notebooks, this article argues that the concept of hegemony is better understood as (...) a ‘dialectical chain’ composed of four integrally related ‘moments’: hegemony as social and political leadership, as a political project, as a hegemonic apparatus, and as the social and political hegemony of the workers’ movement. This alternative typology of hegemony provides both a sophisticated analysis of the emergence of modern state power and a theory of political organization of the subaltern social groups. This project is encapsulated in Gramsci’s notion of the formation of a ‘modern Prince’, conceived as both political party and civilizational process, which represents an emancipatory alternative to the dominant forms of political modernity. Hannes Lacher’s article misrepresents and then denounces both the substance and the spirit of our book, The Power of Market Fundamentalism: Karl Polanyi’s Critique. Lacher claims his interpretation of Polanyi to be the only acceptable one, and vociferously alerts readers to beware the dangerous influence of our work. Because we continue to believe that familiarity with Polanyi’s theoretical framework is valuable for those resisting the depredations of neoliberalism and authoritarianism, we restate our commitment to interpreting Polanyi’s work in the most (...) capacious way possible, treating it not as Scripture but as a body of work multidimensional enough for varying perspectives. In our reply to Lacher, we revisit several themes central to our book, including Polanyi’s complex use of “utopianism”; the “always-instituted economy”; the gold standard’s attack on the “democratic virus” and the rise of fascism; and Polanyi’s socialist commitment to democratizing the economy. We also suggest that by exploring several apparent puzzles in the text of GT it is possible to derive a more fruitful and powerful interpretation of Polanyi’s thinking. (shrink)

L’ « Intervention sociologique », fondée sur la « sociologie de l’action », représente un choix possible. Cependant, face aux logiques pratiques de la transition sociale chinoise, cette méthode, développée par l’ « École de Touraine », doit être perfectionnée tant dans ses principes que dans ses techniques. S’inspirant de la « (...) sociologie de la libération » et de la « sociologie publique », les deux types d’intervention que nous distinguons, « forte » et « faible », constituent une tentative féconde. En présentant deux recherches menées sur les paysans migrants et les mouvements urbains, cet article tente d’expliquer les caractéristiques des « interventions forte et faible ».Having to address the issue of « producing society », the « sociology of transformation » must use new methods of research distinct from instrumental positivism. Based on the « sociology of action », the method of « sociological intervention » may be one of it. However, facing the practical logics of social transition in China, this method, Touraine’s school’s method, must be improved both in its principles and techniques. Bringing together the principles of the « sociology of liberation », and of the « public sociology », we distinguish two types of intervention, namely « strong » and « weak », which represent a very rich attempt. Through two research projects about migrant workers and urban movements, this articles tries to present the features of « strong and weak interventions ». (shrink)

The bioeconomy is becoming increasingly prominent in policy and scholarly literature, but critical examination of the concept is lacking. We argue that the bioeconomy should be understood as a political project, not simply or primarily as a technoscientific or economic one. We use a conceptual framework derived from the work of Karl Polanyi to elucidate the politically performative nature of the bioeconomy through an analysis of an influential Organization for Economic Cooperation and Development initiative, The Bioeconomy to 2030. We argue (...) that this initiative is a response to some of the most acute challenges facing the current neoliberal-capitalist accumulation regime, which seeks to protect and extend that regime, through both what it occludes and what it promotes. Rather than taking the bioeconomy as a description of some subset of economic activity, we regard it as a promissory construct that is meant to induce and facilitate some actions while deterring others; most explicitly, it is meant to bring about a particular set of political–institutional changes that will shape the parameters of possible future action. The bioeconomy concept highlights the potential dangers of failing to situate ethnographic examinations of horizontal micro-relations within a political–economic macro-context that enables and constrains. Scholarly work in science and technology studies and elsewhere that does not recognize the wider politics of the bioeconomy risks unintentionally contributing to the legitimation of this political project. Within the agenda of historical-materialist theory and practice Sociological Marxism has delivered a compelling perspective on how to explore and link the analysis of civil society, the state, and the economy within an explicit focus on class exploitation, emancipation, and rich ethnography. This article situates a major analysis of state formation, the rise of the Justice and Development Party, and the growth of a broader Islamist movement in Turkey within the main current of Sociological Marxism. It does so in order (...) to critically examine the rather bold revision of the theory of hegemony at the heart of Cihan Tuğal’sPassive Revolution: Absorbing the Islamic Challenge to Capitalism, which posits the separate interaction of political society, civil society and the state in theorising hegemonic politics in Turkey. My contention is that the revision of hegemony that this analysis offers and its state-theoretical commitments are deeply problematic due to the reliance on what I term ‘ontological exteriority’, meaning the treatment of state, civil society and the economy as always-alreadyseparatespheres. The focus of the critique then moves toward highlighting a frustrating lack of direct engagement with Antonio Gramsci’s writings in this disquisition on hegemony and passive revolution, which has important political consequences. While praise for certain aspects of ethnographic and spatial analysis is raised, it is argued that any account of the reordering of hegemony and the restructuring of spatial-temporal contexts of capital accumulation through conditions of passive revolution also needs to draw from a more sophisticated state theory, a direct reading of Gramsci, and broader scalar analysis of spatial relations and uneven development under capitalism. Ernesto Laclau and Chantal Mouffe’s post-Marxist analysis pushed Gramsci’s anti-determinism to its limits, embracing a post-structuralist, discourse-centred politics. Mouffe’s subsequent programme for radical democracy has sought a renewed democratic left project. While radical democracy’s post-structuralism enables important insights into political subjectivity and antagonism in contemporary democracies, it also weakens its own critical and strategic capacity. By recuperating its Gramscian heritage, radical democracy could be more theoretically and politically effective. In contrast to discourses operating in an entirely open and contingent political (...) field, Gramscian theory offers a more realist – but non-determinist – account of the structural, enabling and constraining properties of ideologies. It also allows for a distinctive institutional space for society. Society is the site upon which political identities are articulated, and from which existing power relations are challenged. But a conception of society also points to the institutional limits to politics, notable by their absence in post-structuralism and radical democracy. (shrink)

This article seeks to subject Fred Block and Margaret Somers’ influential reconstruction of Karl Polanyi’s The Great Transformation to a systematic review. I show that Block & Somers’s central claim—that Polanyi’s thinking underwent a “theoretical shift” as he wrote his seminal book—is not supported by archival evidence. I demonstrate that all the narrative keys that Block & Somers advance to lend plausibility to their discovery of a “theory of the always-embedded market economy” in The Great Transformation, wither under critical probing. While this article does not advance a comprehensive alternative reconstruction of Polanyi’s main work, the essential continuities it uncovers in his social thought suggest that Polanyi’s book is best understood as the culmination of his long-standing efforts to rebuild a radically transformative socialism on non-Marxist foundations. The recognition that Polanyi’s political purposes extend far beyond regulated capitalism or social-democracy, I conclude, makes it possible—and indeed necessary—to read The Great Transformation as an internally coherent work of social theory. Exploration of the political roles firms play in society is a flourishing stream within corporate social responsibility research. However, few empirical studies have examined multiple levels of political CSR at the same time from a critical perspective. We explore both how the motivations of managers and internal organizational practices affect a company’s choice between competing CSR approaches, and how the different CSR programs of corporate and civil society actors compete with each other. We present a qualitative interpretative case study of (...) how a French children’s clothing retailer develops CSR practices in response to accusations of poor working conditions and child labor in its supply chain. The company’s CSR approach consists of superficial practices, such as supplier audits by a cooperative business-organized nongovernmental organization and philanthropic activities, which enable managers to silence more radical alternative models defended by other NGOs, activists, and trade unions. By this approach, the core business model based on exploitative low-cost country sourcing remains intact through self-regulated CSR. Through the case study, we develop a framework of dynamism in competing CSR programs. We discuss the implications of our study for CSR researchers, company managers, and policy makers. (shrink)

This article argues that democratic deepening is shaped by shifting civil society-state relations that can only be understood by disaggregating democratic deepening into its component parts of participation, representation, and stateness. This frame is used to explore the divergent democratic trajectories of Brazil, India, and South Africa. Through the examples of local government transformation and social movement mobilization, I argue that a “project” civil society in Brazil has deepened democracy and transformed the state. In contrast, in South Africa and India (...) civil society is increasingly being subordinated to political society. In South Africa, an active civil society has largely been sidelined as a politically consequential actor (containerization) and in India much of civil society has been fragmented and instrumentalized (involution). The current crisis of neoliberalism is calling into question the relevance of key international institutions. We analyze the origins, nature, and possible impacts of the crisis through comparing two such institutions: the International Monetary Fund (IMF) and the World Trade Organization (WTO). Both originated in the post-World War II U.S.-led hegemonic order and were transformed as part of the transition to global neoliberalism. We show that while the IMF and the WTO have been part of the same hegemonic project, their (...) distinct institutional features have put them on significantly different trajectories. Historical differences in the two institutions’ systems of rules have placed the IMF in a more vulnerable position than the WTO, which provides clues to the future contours of global economic governance. Ariane Fischer, David Woodruff, and Johanna Bockman have translated Karl Polanyi’s “Sozialistische Rechnungslegung” [“Socialist Accounting”] from 1922. In this article, Polanyi laid out his model of a future socialism, a world in which the economy is subordinated to society. Polanyi described the nature of this society and a kind of socialism that he would remain committed to his entire life. Accompanying the translation is the preface titled “Socialism and the embedded economy.” In the preface, Bockman explains the historical context of (...) the article and its significance to the socialist calculation debate, the social sciences, and socialism more broadly. Based on her reading of the accounting and society that Polanyi offers here, Bockman argues that scholars have too narrowly used Polanyi’s work to support the Keynesian welfare state to the exclusion of other institutions, have too broadly used his work to study social institutions indiscriminately, and have not recognized that his work shares fundamental commonalities with and often unacknowledged distinctions from neoclassical economics. Karl Polanyi's 1944 book, The Great Transformation, has been recognized as central for the field of economic sociology, but it has not been subject to the same theoretical scrutiny as other classic works in the field. This is a particular problem in that there are central tensions and complexities in Polanyi's argument. This article suggests that these tensions can be understood as a consequence of Polanyi's changing theoretical orientation. The basic outline of the book was developed in England in the (...) late 1930s when Polanyi was working within a specific type of Marxist framework. However, as he was writing the book, he developed several new concepts, including fictitious commodities and the embedded economy, that led in new directions. Because circumstances did not give him the time to revise his manuscript, the book is marked by a tension between these different moments in his own theoretical development. The result is that Polanyi glimpses the concept of the always embedded market economy, but he does not name it or elaborate it. (shrink)

Multi-stakeholder initiatives have become a vital part of the organizational landscape for corporate social responsibility. Recent debates have explored whether these initiatives represent opportunities for the “democratization” of transnational corporations, facilitating civic participation in the extension of corporate responsibility, or whether they constitute new arenas for the expansion of corporate influence and the private capture of regulatory power. In this article, we explore the political dynamics of these new governance initiatives by presenting an in-depth case study of an organization often (...) heralded as a model MSI: the Forest Stewardship Council. An effort to address global deforestation in the wake of failed efforts to agree a multilateral convention on forests at the Rio Summit in 1992, the FSC was launched in 1993 as a non-state regulatory experiment: a transnational MSI, administering a global eco-labeling scheme for timber and forest products. We trace the scheme’s evolution over the past two decades, showing that while the FSC has successfully facilitated multi-sectoral determination of new standards for forestry, it has nevertheless failed to transform commercial forestry practices or stem the tide of tropical deforestation. Applying a neo-Gramscian analysis to the organizational evolution of the FSC, we examine how broader market forces and resource imbalances between non-governmental and market actors can serve to limit the effectiveness of MSIs in the current neo-liberal environment. This presents dilemmas for NGOs which can lead to their defection, ultimately undermining the organizational legitimacy of MSIs. (shrink)
