The ethics of artificial intelligence is an upcoming field of research that deals with the ethical assessment of emerging AI applications and addresses the new kinds of moral questions that the advent of AI raises. The argument presented in this article is that, even though there exist different approaches and subfields within the ethics of AI, the field resembles a critical theory. Just like a critical theory, the ethics of AI aims to diagnose as well as change society and is (...) fundamentally concerned with human emancipation and empowerment. This is shown through a power analysis that defines the most commonly addressed ethical principles and topics within the field of AI ethics as either to do with relational power or with dispositional power. Moreover, it is concluded that recognizing AI ethics as a critical theory and borrowing insights from the tradition of critical theory can help the field forward. (shrink)

Information security can be of high moral value. It can equally be used for immoral purposes and have undesirable consequences. In this paper we suggest that critical theory can facilitate a better understanding of possible ethical issues and can provide support when finding ways of addressing them. The paper argues that critical theory has intrinsic links to ethics and that it is possible to identify concepts frequently used in critical theory to pinpoint ethical concerns. Using the example of UK electronic (...) medical records the paper demonstrates that a critical lens can highlight issues that traditional ethical theories tend to overlook. These are often linked to collective issues such as social and organisational structures, which philosophical ethics with its typical focus on the individual does not tend to emphasise. The paper suggests that this insight can help in developing ways of researching and innovating responsibly in the area of information security. (shrink)

This article sets out to compare reconstructivism and critical theory as two possible avenues for a normative science and technology studies discipline “after constructivism”. This investigation is pursued through a case study of a wireless network community in the Czech Republic. The case study focuses on a schism that erupted after some users attempted to commercialise an invention for sending data with visible light. Their enterprise was partly motivated by a larger, political aspiration of creating a decentralised communication infrastructure. Other (...) members in the Czech wireless network community opposed this attempt as they perceived commercialisation as more of a threat than an aid for their politics. I will argue that these conflicting viewpoints over the role of markets can also clarify the different, theoretical assumptions behind reconstructivism and critical theory, and give some direction for a future, normative STS discipline. Agricultural Big Data analytics (ABDA) is being proposed to ensure better farming practices, decision-making, and a sustainable future for humankind. However, the use and adoption of these technologies may bring about potentially undesirable consequences, such as exercises of power. This paper will analyse Brey’s five distinctions of power relationships (manipulative, seductive, leadership, coercive, and forceful power) and apply them to the use agricultural Big Data. It will be shown that ABDA can be used as a form of manipulative power to (...) initiate cheap land grabs and acquisitions. Seductive power can be exercised by pressuring farmers into situations they would not have otherwise chosen (such as installing monitors around their farm and limited access to their farm and machinery). It will be shown that agricultural technology providers (ATPs) demonstrate leadership power by getting farmers to agree to use ABDA without informed consent. Coercive power is exercised when ATPs threaten farmers with the loss of ABDA if they do not abide by the policies and requirements of the ATP or are coerced to remain with the ATP because of fear of legal and economic reprisal. ATPs may use ABDA to determine willingness-to-pay rates from farmers, using this information to force farmers into precarious and vulnerable positions. Altogether, this paper will apply these five types of power to the use and implementation of ABDA to demonstrate that it is being used to exercise power in the agricultural industry. (shrink)

This article focuses on the power of technological mediation from the point of view of autonomist Marxism. The first part of the article discusses the theories developed on technological mediation in postphenomenology and critical theory of technology with regard to their respective power perspectives and ways of coping with relations of power embedded in technical artifacts and systems. Rather than focusing on the clashes between the hermeneutic postphenomenological approach and the dialectics of critical theory, it is argued that in both (...) the category of resistance amidst power-relations is at least similar in one regard: resistance to the power of technology is conceptualized as a reactive force. The second part of the article reads technological mediation through the lens of the antagonistic power-perspective on class struggle developed in autonomist Marxism. The outline of a provisional autonomist philosophy of technology is developed using Foucauldian dispositifs of biopower in contrast to the hermeneutic and dialectical approach. It is thus argued that resistance should here be understood in terms of practice that subverts the technically mediated circuit of production itself. (shrink)

I put forward a general account of technology, which includes both similarities and dissimilarities to Andrew Feenberg’s instrumentalization theory. This account characterizes a technology as a “(type of) artefactual, functional system with a certain degree of stability and reproducibility”. A discussion of how such technologies may be realized discloses five different levels at which alternative choices might be made. On (...) this basis, I argue that a critical philosophy of technology should analyse and assess the choices that have, and have not, been made in actual practice, and contribute to social experiments that aim at more democratic and more desirable alternatives. This article examines a community producing complex space technology. We attempt to highlight which aspects of the community’s activities can help democratize high-tech development while providing a context for similar cases involved in developing and manufacturing nonhigh-technological artefacts. We discuss how this has been made possible by using a technology-determined organizational approach based on the CubeSat open platform infrastructure, blending formal and hands-on education, open communication, specific recruitment and working practices, and a genuine passion for technology. We identify as critical (...) enablers for community-based collaborative development of space technology the open-source architecture standard called CubeSat Design Specifications, the modularization of work in subsystems and between different organizations, and the open and participatory approach work tasks distribution and decision making. Moreover, we argue that the digital/informational aspect of this technology allows the community to implement organizational practices that resemble how open-source movements over the internet produce complex digital artefacts like Wikipedia or Linux. ESTCube can shed light on community-driven complex technology development, providing lessons on what a democratized version of high technology would resemble and how open and digitalized technology can help develop the capacities of a community. In this article, we report on eight grand challenges for value sensitive design, which were developed at a one-week workshop, Value Sensitive Design: Charting the Next Decade, Lorentz Center, Leiden, The Netherlands, November 14–18, 2016. A grand challenge is a substantial problem, opportunity, or question that motives sustained research and design activity. The eight grand challenges are: Accounting for Power, Evaluating Value Sensitive Design, Framing and Prioritizing Values, Professional and Industry Appropriation, Tech policy, Values and Human Emotions, Value Sensitive Design (...) and Intelligent Algorithms, and Value Tensions. Each grand challenge consists of a discussion of its importance and a set of tractable key questions. (shrink)

Implicit in the value sensitive design (VSD) approach is a concern for understanding, and where possible, disrupting problematic power relationships. Yet an awareness of the issues and ethics of power relations is a pre-requisite for such a concern to bear fruit. This article provides some insight into the issues, and through a case study of technology design to support care arrangements for age-related cognitive decline, illustrates how finding a satisfactory resolution can be particularly troublesome.

In animal husbandry in The Netherlands, as in a wide variety of other societal areas, we see an increased awareness of the fact that progress cannot be attained anymore by simply repeating the way we modernized this sector in the decades before, due to the multiplicity of the problems to be dealt with. The theory of reflexive modernization articulates this macro-social phenomenon, and at the same time serves as a prescriptive master-narrative. In this paper, I analyse the relationship between Feenberg's (...) instrumentalization theory and reflexive design; that is, the approach of doing reflexive modernization. Feenberg's analytical distinction between primary and secondary instrumentalization is useful in highlighting the way social and political values are inscribed into technological arrangements, but is not meant as a method. Reflexive design, on the other hand, is meant to be a reflective and deliberative method that aims to articulate, assess and reintegrate hitherto unquestioned values and presuppositions into new designs of production systems. Reflexive design thus may be seen as a conscious strategy of making explicit the separate stages of instrumentalization in advance, instead of criticizing the implicit embedding of dominant values in technological artefacts once they have been realized. This paper presents a conception of personhood as both physical and social, and both as radically contingent upon their respective physical and social environments. In the context of age-related cognitive decline it supports literature suggesting social personhood is occluded rather than deteriorating with brain function. Reviewing the literature on value sensitive design (VSD) as applied to assistive technologies for people with age-related cognitive decline, it finds an exclusive focus upon physical support. The paper concludes that issues of power must be (...) grasped by those in VSD practice in order to reorient VSD in assistive technologies to support social personhood in those with age-related cognitive decline.
