The connections between forms of code and coding and the many crises that currently afflict the contemporary world run deep. Code and crisis in our time mutually define, and seemingly prolong, each other in ‘infinite branching graphs’ of decision problems. There is a growing academic literature that investigates digital code and software from a wide range of perspectives –power, subjectivity, governmentality, urban life, surveillance and control, biopolitics or neoliberal capitalism. The various strands in this literature are reflected in the papers (...) that comprise this special issue. They address topics ranging from social networks, mass media, financial markets and academic plagiarism to highway engineering in relation to the dynamics and diversity of crises. Against this backdrop, the purpose of this essay is to highlight and explore some of the underlying themes connecting codes and codings and the production and apprehension of ‘crisis’. We analyse how the ever-increasing intermediation of contemporary life by codes of various kinds has been closely shadowed by a proliferation of crises. We discuss three related aspects of the coupling of code and crisis (signification, performativity and excess) running across these seemingly diverse topics. We and the other contributors in this special issue seek to go beyond the restricted (and often restricting) understanding of code as the language of machines. Rather, we view code qua programs and algorithms as epitomizing a much broader phenomenon. The codes that we live, and that we live by, also tell us about the ways in which the ‘will to power’ and the 'will to knowledge' tend to be enacted in the contemporary world. (shrink)

The salience of social risks and the incidence of various crises in China have induced widespread concerns among urban residents. Encountering frequent risks places higher demands on the cognition of urban residents. The concept of safety cognition capability is defined within the context of urban residents' daily life, and measurement instruments are developed and tested to lay the foundation for grasping the current safety cognition capability of urban residents and conducting further research. In this study, the five-dimensional structure of urban (...) residents' safety cognition capability was proposed by using the grounded theory method to sort out the interview transcript of interviews with 30 urban residents, and a 38-item URSCC scale was designed and used for surveys conducted in China. The results show that the scale can be used as a valid tool to measure the URSCC, and it can help city managers to better understand the safety needs of residents, as well as monitor the effectiveness of policy implementation. Digitalization is often associated with optimistic grand narratives about a future society in academic discourse. While the word is frequently linked with hopes and expectations of societal rebirth and beneficial changes for societies and organizations, there has been little attention given to systematically investigating the risks associated with digitalization. This paper aims to investigate the relationship between digitalization and risk, thereby characterizing “the digital risk society.” By conducting a narrative summary and thematic analysis of 34 academic papers three aggregated themes (...) were outlined: First, in the digital risk society, intangible technologies serve as solutions while simultaneously introducing new risks. Second, as an increasing number of tasks are delegated to machines with opaque inner functions, society is suffering from dehumanization. Third, scholars are calling for new approaches to govern these technologies, spurred by concerns over their potentially harmful use. (shrink)

This paper calls attention to some basic problems and inner contradictions in the German sociologist Ulrich Beck’s theory of the ‘(world) risk society’ or reflexive (second) modernity. A main thread in the critique is that of addressing the theoretical ambiguities that seem to characterize Beck’s at the same time ‘social constructivist’ and ‘realist’ notion of risk – ambiguities that seem to be repeated on the one hand in Beck’s view on the relation between knowledge and unawareness in reflexive modernity and (...) on the other hand in his view on the role of the mass media in the ‘(world) risk society’. Moreover, Beck’s notions of second modernity, reflexivity, rationality and critique are critically examined. With the alternative positions discussed in the paper – represented by Jeffrey C. Alexander, Niklas Luhmann and Mitchell Dean – some indications are given as to how one might fruitfully elaborate on the problem of risk. Thus, rather than a mainly technology-driven new type of social reality, the ‘(world) risk society’ could perhaps better be seen as indicating a changing cultural self-understanding of late modern society, a new ‘semantics of crisis', or the emergence of new forms of governmentality in the contemporary welfare state. In conclusion, some indications are given as to how an analysis of more specific ‘risk logics' or ‘rationalities' could be elaborated on, and a terminology that reflects this more differentiated approach to risk in late modern society is suggested. This paper is organised in three interconnected parts. First, contemporary political economic approaches to understanding the structure of the global economic system are outlined and synthesised. Specifically, it is suggested that the current structural configuration of the globe is a transitional phase between the spatially-bounded configuration hypothesised by world-system theory and the configuration hypothesised by globalisation theorists. Second, the contemporary problem of environmental degradation is situated in a global structural context. Third, an outline and critique of Ulrich Beck 's theory (...) of the ' Risk Society ' is presented to illustrate the increasing inadequacy of nation-state-centric theories in explaining the dynamic linkage between global capitalism and local environmental degradation. Ulrich Beck and other theorists of reflexive modernization are allies in the general project to reduce technocracy and elitism by rendering decision making more democratic and robust. However, this study of U.S. climate politics reveals complexities and obstacles to the sort of democratized decision making envisioned by such theorists. Since the early 1990s, the U.S. public has been subjected to numerous media-driven campaigns to shape understandings of this widely perceived threat. Political interests have instigated an important part of these campaigns, (...) frequently resorting to ethically problematic tactics to undermineattemptsat policy action designed to avert or reducethe threat. The disproportionate in fluence of such interests suggests the need for a more level political playing field characterized by more equalized access to power and influence. (shrink)

Of recent time, there has been a proliferation of concerns with ethical leadership within corporate business not least because of the numerous scandals at Enron, Worldcom, Parmalat, and two major Irish banks – Allied Irish Bank (AIB) and National Irish Bank (NIB). These have not only threatened the position of many senior corporate managers but also the financial survival of some of the companies over which they preside. Some authors have attributed these scandals to the pre-eminence of a focus on (...) increasing shareholder value in Western business schools and/or to their failure to inculcate ethical standards. In this paper, we challenge these accounts and the aetiological view of knowledge from which they derive but are grateful for the consensus that they convey regarding the importance of business ethics. The paper focuses on different approaches to ethical leadership concluding with a view that some hybrid of MacIntyre’s virtue ethics and Levinas’s ethics of responsibility may serve as an inspiration for both educators and practitioners. In forming the international regime on climate change, commodification of the atmosphere has become the primary mechanism around which policy formulation is being organized. This has been an outcome of the dominance of anthropocentric and ethnocentric values in the discourse represented by the negotiations around the Framework Convention on Climate Change. Environmentalism offers an alternative value system from which a critique of the emerging global climate change management regime can be undertaken. This critique makes clear both the inadequacy of economic (...) approaches based on commodification of the atmosphere to protect the global environment and the need to include a variety of actors, values, and approaches in the climate change policy debate. Phase I clinical trials are the first stage of testing new pharmaceuticals in humans. The majority of these studies are conducted under controlled, inpatient conditions using healthy volunteers who are paid for their participation. This article draws on an ethnographic study of six phase I clinics in the United States, including 268 semistructured interviews with research staff and healthy volunteers. In it, I argue that an institutional banalization of risk structures the perceptions of research staff and healthy volunteers participating in (...) the studies. For research staff, there are three mechanisms by which risk becomes banal: a perceived homogeneity of studies, Fordist work regimes, and data-centric discourse. For healthy volunteers, repeat study participation contributes to the institutional banalization of risk both through the process of desensitization to risk and the formation of trust in the clinics. I argue that the institutional banalization of risk also renders invisible ethical concerns about exploitation of underprivileged groups in pharmaceutical research. (shrink)

The commercialization of transgenic crops has engendered significant resistance from environmental groups and defensive responses from industry. A part of this struggle entails the politicization of science as groups gather evidence from the scholarly literature to defend a supportive or opposing position to transgenic crop commercialization. The authors argue that novel technology development and associated scientific uncertainty have led to two competing approaches to risk management: precaution and ex post trial and error. In this paper we use the controversies over (...) currently commercialized transgenic crops to analyze the debate over these competing approaches. We also suggest a hybrid approach that incorporates a precautionary selection process, but also relies on ex post trial and error after commercialization. This approach is labeled precaution through experience since the development of a technology’s characteristics would ideally take into account previous experience with similar technologies, or rather technologies with similar applications. The authors argue that substantial public participation and dialogue is needed to identify socially desirable crop traits to guide research and development. Policy tools are also recommended that provide incentives to private-sector firms to engineer the identified traits into crops. (shrink)

Urban areas are prime targets for international terrorists given the array of valuable physical and social infrastructure they contain. Whereas traditionally governmental, financial, critical infrastructure or military targets have been attacked, increasingly terrorism is targeted at everyday crowded urban spaces which are by their very nature difficult to defend. Subsequently this has led to a wave of pre-emptive and anticipatory counter-terrorism policy in the West in an attempt to secure the defence of the future city. In such policy-making urban terror (...) attacks are viewed as inevitable and unavoidable, but the nature of such attacks is seen as fluid. Notably, recent commando-style attacks against non-western cities — in Mumbai and Lahore in late 2008 and early 2009 respectively — and against soft, unprotected targets has led to a reassessment of western urban security strategies and an assumption that such terrorist modus operandi will migrate to western cities. Such an uncritical reading, as exemplified by the western bias in media reporting in the aftermath of these events, highlights the need for scholars and policy-makers to engage with alternative readings of these events and illuminate the contextual factors underlying terrorism and its tactics, and target selection in particular locations. In developing a more rounded and reflexive understanding of terrorism as a method, planners and policy-makers might be in a better position to progress more nuanced security strategies that aim to tackle the underlying causes of terrorism rather than simply reacting through militarizing an increasing array of urban spaces. Since 9/11 the conceptualisation of terrorism and how governments should respond to the dangers it poses have undergone significant changes. This paper argues that the way in which terrorism is framed, academically and in policy terms, has significant implications for how counterterrorism strategies are developed and applied. It is asserted that the search for appropriate counterterrorism solutions has led to a new synthesis of several academic and practitioner traditions as policy makers and emergency professionals attempt to construct more holistic notions (...) of security. It is further argued that in this effort specialists adopt a new vocabulary—centred on resilience—which is at once proactive and reactive, with an in-built adaptability to the fluid nature of the new security threats challenging states and their urban areas in “the age of terrorism.” It is widely agreed that the world has entered into a new age in which everything will be different: “the age of terror”. Undoubtedly 9/11 will hold a prominent place in the annals of terrorism, though we should think carefully about why this is the case. Anyone familiar with past and current history knows that the reason is not, regrettably, the scale of the crimes; rather the choice of innocent victims. What the consequences will depend substantially on how the rich and powerful interpret this dramatic demonstration that they are no longer immune from atrocities of the kind they routinely inflict upon others, and how they chose to react.1. This article highlights that in our rush to call for the democratization of science and expertise we must not forget to speak to what type of democratization we are calling for. In short, not all participatory forms are the same. In developing this argument, I examine one such form that has yet to receive much attention from science and technology studies scholars: the agricultural field day. In examining the field day, we find that its orientation—that is, toward either the conventional (...) or sustainable model of agriculture—shapes significantly its democratic approach to knowledge coproduction. To help inform how we understand conventional and sustainable field days, I turned to two conceptual frameworks of participation: namely, that of Wynne and Funtowicz and Ravetz. In doing this, we find that conventional field days mirror closely that form of public participation detailed by Funtowicz and Ravetz, while sustainable field days reflect that conceptualized by Wynne. This article differentiates between three different axes of conflict in world risk society. The first axis is that of ecological conflicts, which are by their very essence global. The second is global financial crises, which, in a first stage, can be individualized and nationalized. And the third, which suddenly broke upon us on September 11th, is the threat of transnational terror networks, which empowers governments and states. Two sets of implications are drawn: first, there are the political dynamics of world (...) risk society. In an age where trust and faith in God, class and progress have largely disappeared, humanity's common fear has proved the last - ambivalent - resource for making new bonds. Second, the methodological nationalism that preoccupies the sociological imagination has to be overcome and a `methodological cosmopolitism' has to be created. (shrink)

Educated people everywhere now acknowledge that ecological destruction is threatening the future of civilization. While philosophers have concerned themselves with environmental problems, they appear to offer little to deal with this crisis. Despite this, I will argue that philosophy, and ethics, are absolutely crucial to overcoming this crisis. Philosophy has to recover its grand ambitions to achieve a comprehensive understanding of nature and the place of humanity within it, and ethics needs to be centrally concerned with the virtues required to (...) create and then sustain economic, social and political formations that augment the life of ecological communities. Achieving these ends will involve reviving speculative philosophy and its quest to forge a synthesis of natural philosophy, history and art to enable humanity to redefine its place in the world, both collectively and as individuals, in very practical ways. Such a synthesis is required to oppose the corrosion of democracy and to revive the virtues of citizenship and the sense of responsibility citizenship entails, but more fundamentally and intimately related to such citizenship, to oppose managerialism and the proletarianization of the workforce and to revive workmanship and professionalism as the foundations of not only economic life, but social and political life. The idea of progress is one of the most influential and at the same time most controversial notions in the modern world. To a great extent, this is due to the ideological nature underlying its use in different contexts. The article examines four paradoxes generated by the application of the idea of progress, whose negative effects are increasingly felt today, and shows how that idea continues to have a powerful influence on contemporary life, despite the fact that it has been somewhat discredited. A ideia de progresso é uma das noções mais influentes, mas também mais polêmicas, do mundo moderno. Isso se deve, em boa parte, ao caráter ideológico que subjaz a seu emprego em diferentes contextos. Neste artigo, examinam-se quatro paradoxos que vêm gerando a aplicação da ideia de progresso, cujos efeitos negativos se fazem sentir cada vez com mais força hoje em dia.
