This article addresses the character and potential of the radical cosmopolitanism that is currently flourishing within the social sciences. I explore how cosmopolitanism is articulated in a number of disciplines–including international law, international relations, sociology and political philosophy–and how it conceives of its own age. I focus first of all on the timeconsciousness that informs the cosmopolitan representation of modernity, in particular its projection of a rupturebetween the old ‘Westphalian’ order of nation states and the advancing cosmopolitan order of the (...) present, and, second, on the nature of cosmopolitan critiques of nationalism, socialism and ‘modernist’ social and political thought in general. Behind this focus lie a question over the extent to which cosmopolitanism replicates in its own normative proposals the defects of that which it criticizes, and another question over the means by which the critical kernel of contemporary cosmopolitanism can be separated from its doctrinal shell. This article is a critical analysis of the pluralist legacy in modern political discourse. The article argues that this legacy imposes conceptual constraints on empirical and normative inquiry into current forms of human belonging and interaction, a predicament most evident today in the field of global political theory. It is argued that this is due to a lasting preoccupation in the pluralist legacy with the vexed question of unity in plurality. The article analyzes the pluralist legacy historically and conceptually, by (...) tracing influential varieties of group theory in modern political discourse, from early British pluralism to mid-century interest group theory, to theories of participatory democracy and group identity, to recent theories of global politics. This review hopes to show how the question of unity in plurality has informed theorizing within as well as across different contexts, and where this leaves us today. To conclude, the article offers some suggestions as to what might be needed in order to move beyond the pluralist legacy, arguing that this would involve a wholesale change of perspectives on the question of unity in plurality, for the benefit of empirical and normative inquiry into current conditions in world politics. Foucault introduced the concept ‘governmentality’ to refer to the conduct of conduct, and especially the technologies that govern individuals. He adopted the concept after his shift from structuralist archaeology to historicist genealogy. But some commentators suggest governmentality remains entangled with structuralist themes. This article offers a resolutely genealogical theory of govermentality that: echoes Foucault on genealogy, critique, and technologies of power; suggests resolutions to problems in Foucault’s work; introduces concepts that are clearly historicist, not structuralist; and opens new areas of (...) empirical research. The resulting genealogical theory of governmentality emphasizes nominalism, contingency, situated agency, and historicist explanations referring to traditions and dilemmas. It decenters governance by highlighting diverse elite narratives, technologies of power, and traditions of popular resistance. (shrink)
