According to an influential way of understanding the debate between internalism and externalism about normative reasons, these theories confront us with a dilemma. Internalism is taken to involve a view about rationality which is considered less philosophically problematic than its competitors, whereas externalism is taken to suggest a more contentious view concerning this notion. However, the assumption that externalism involves a more demanding notion of rationality implies that it is able to account for categorical moral reasons, whereas internalism is unable (...) to do so. In this paper, I outline an ecumenical view about normative reasons which involves the same notion of rationality as internalism, at the same time as it is able to account for categorical moral reasons. Normative realism faces a problem concerning the practicality of normative judgment, the presumptive view that normative judgments are motivational states. Normative judgments, for the normative realist, must be beliefs. This is problematic because it is difficult to see how any belief could have the necessary connection to motivation required to account for the practicality of normative judgment. After all, the Humean theory of motivation has it that motivated action is only brought about by a belief and a desire working in (...) tandem. Here I show how the normative realist, simply by embracing a certain philosophical psychology, can hold that normative judgments are both beliefs and motivational states, all consistent with the Humean theory of motivation. Given the plausibility of both the practicality of normative judgment and Humean psychology, a theory that allows the realist to reconcile them is preferable to any picture in which one must be rejected. The price to pay for this reconciliation is the acceptance of a strong form of cognitivism about intention, the doctrine that your intentions to act are beliefs about what you are going to do, and a small—yet highly plausible—adjustment to our theory of what it is to be a motivational state. Do moral beliefs motivate action? To answer this question, extant arguments have considered hypothetical cases of association (dissociation) between agents’ moral beliefs and actions. In this paper, I argue that this approach can be improved by studying people’s actual moral beliefs and actions using empirical research methods. I present three new studies showing that, when the stakes are high, associations between participants’ moral beliefs and actions are actually explained by co-occurring but independent moral emotions.
