Public policy in post-apartheid South Africa has been characterized by a mix of state regulation and ‘neo-liberalism’. This article argues that this mix is rooted in the model of economic modernity adopted in South Africa in the 1920s and 1930s, and underpinned by the institutions of a modern state. In an economy transformed by mining and subsequent secondary industrialization, the state played a central role in facilitating capitalist growth, including through the regulation of labour. I argue that, contrary to the (...) conventional understanding, the enduring characteristic of the political economy of modernization in South Africa was not so much the mobilization of cheap African labour, mostly migrants from across Southern Africa, but was rather the institutionalization of high wages and protected incomes for economic, social and political insiders. Anglo-centric institutions and conceptions of industrial and social citizenship were adapted to the colonial context in South Africa. The imperatives of both gold-led capitalist industrialization and the governance of a society in which the settler or immigrant population remained a minority required that the African population was excluded from most dimensions of this citizenship. But the institutions, discourses and ideologies associated with high wages (for citizens) continued to structure economic life in South Africa through and after the apartheid period. South Africa’s mode of economic modernization thus reflects the possibly unique interaction of a British model of economic modernization with the social, economic and political realities of a colonial society. The process commonly referred to as business-as-usual has given rise to dangerous climate change, but its social history remains strangely unexplored. A key moment in its onset was the transition to steam power as a source of rotary motion in commodity production, in Britain and, first of all, in its cotton industry. This article tries to approach the dynamics of the fossil economy by examining the causes of the transition from water to steam in the British cotton industry in the (...) second quarter of the nineteenth century. Common perceptions of the shift as driven by scarcity are refuted, and it is shown that the choice of steam was motivated by a rather different concern: power over labour. Turning away from standard interpretations of the role of energy in the industrial revolution, this article opens a dialogue with Marx on matters of carbon and outlines a theory of fossil capital, better suited for understanding the drivers of business-as-usual as it continues to this day. Purpose of the article: Although the economic growth and society are two independent terms at the first sight, they are in fact closely connected and interact with each other. The main topic of this work is the creative economy, which is considered to be a part of growth theories. Thanks to the new approach, theorists supplement these theories with the demographic and the socio-cultural factor. First, the work establishes a comprehensive theoretical framework for economic growth. Furthermore, it analyses the representation (...) of creativity in the regions of the Czech Republic. Methodology/methods: The primary aim of this work is to carry out an analysis that charts the representation of the creative potential in the regions of the Czech Republic. The analysis uses the new creative index, which was created by modifying of the Richard Florida´s creative index. Consequently, the work uses the new creative index within the framework of smaller regional units as opposed to national groupings. Additional advantages of this model include the number and measurability of the indexes. Scientific aim: The aim of this work is not just demonstrating the dependence between the presence of creative people and economic growth, but in addition, the work aims to seek out the factors that influence the allocation of creative employees. Findings: The work demonstrates high mutual dependence between creativity and economic growth with the help of the correlation coefficient. The assumptions that creative regions are more attractive on the social and knowledge basis were also confirmed. Conclusions : Territorial units must consequently work to develop conditions, which support the establishment and the development of the creative environment in order to retain their competitiveness and support the economic growth. This article reviews and brings together two literatures: classical political economists’ views on the skilling or deskilling nature of technological change in England, during the eighteenth and nineteenth centuries when they wrote, are compared with the empirical evidence about the skill effects of technological change that emerges from studies of economic historians. In both literatures, we look at both the skill impacts of technological change and at the “inducement mechanisms” that are envisaged for the introduction of new technologies. Adam Smith (...) and Karl Marx both regarded the deskilling of the labour force as the predominant form of biased technical change, but other authors such as Charles Babbage also took account of capital-skill complementarities and skill-enhancing effects of technological change. For Smith, the deskilling bias was an unintended by-product of the increasing division of labour, which in his view “naturally” led to ever more simplification of workers’ tasks. As opposed to Smith, Marx considered unskilled-biased technical change as a bourgeois weapon in the class struggle for impairing the workers’ bargaining position. Studies of economic historians lend support to Marx’s hypothesis about the inducement mechanisms for the introduction of unskilled-biased innovations, but have produced no clear-cut empirical evidence for a deskilling tendency of eighteenth- and nineteenth-century technological change as a whole. Industrialization in the eighteenth and nineteenth centuries rather led to labour polarization, by simultaneously deskilling a large part of the workforce and raising the demand for some high-skilled workers. This paper explores the reception of Gellner’s historical sociology among students of pre-modern societies and the Greco-Roman world in particular and asks how his thought is still relevant to the field. This involves discussion of recent trends in world history as well as new comparative work on ancient state and elite formation. A main contention of the paper is that Gellner’s sociological reading of Plato and his politics may be one of the most interesting modern interpretations of the ancient Greek (...) thinker on offer and one which can serve as a fruitful framework for the comparative study of complex, pre-industrial societies. Purpose This paper aims to formalize long-term trajectories of human civilization as a scientific and ethical field of study. The long-term trajectory of human civilization can be defined as the path that human civilization takes during the entire future time period in which human civilization could continue to exist. -/- Design/methodology/approach This paper focuses on four types of trajectories: status quo trajectories, in which human civilization persists in a state broadly similar to its current state into the distant future; catastrophe (...) trajectories, in which one or more events cause significant harm to human civilization; technological transformation trajectories, in which radical technological breakthroughs put human civilization on a fundamentally different course; and astronomical trajectories, in which human civilization expands beyond its home planet and into the accessible portions of the cosmos. -/- Findings Status quo trajectories appear unlikely to persist into the distant future, especially in light of long-term astronomical processes. Several catastrophe, technological transformation and astronomical trajectories appear possible. -/- Originality/value Some current actions may be able to affect the long-term trajectory. Whether these actions should be pursued depends on a mix of empirical and ethical factors. For some ethical frameworks, these actions may be especially important to pursue. (shrink)

In the present article we analyze the relationships between K-waves and major technological breakthroughs in history and offer forecasts about features of the sixth Kondratieff wave. We use for our analysis the basic ideas of long cycles' theory and related theories (theories of the leading sector, technological styles etc.) as well as the ideas of our own theory of production principles and production revolutions. The latest of production revolution is the Cybernetic Revolution that, from our point of view, started in (...) the 1950s. We assume that in the 2030s and 2040s the sixth K-wave will merge with the final phase of the Cybernetic Revolution (which we call a phase of self-regulating systems). This period will be characterized by the breakthrough inmedical technologies which will be capable to combine many other technologies into a single system of MANBRIC-technologies (medico-additive-nano-bio-roboto-info-cognitive technologies). The article also presents a forecast of the process of global ageing and argueswhy the technological breakthrough will occur in health care sector and connected spheres. (shrink)

Metasystem transitions are events representing the evolutionary emergence of a higher level of organization through the integration of subsystems into a higher “metasystem”. Such events have occurred several times throughout the history of life. The emergence of new levels of organization has occurred within the human system three times; and has resulted in three broadly defined levels of higher control; producing three broadly defined levels of group selection. These are “Human Metasystem Transitions”. Throughout these HMST several common system-level patterns have (...) manifested that are fundamental to understanding the nature and evolution of the human system; as well as our potential future development. First; HMST have been built around the control of three mostly distinct primary energy sources. Second; the control of new energy sources has always been achieved and stabilized by utilizing the evolutionary emergence of a more powerful information-processing medium. Third; new controls emerge with the capability of organizing energy flows over larger expanses of space in shorter durations of time: bands/tribes controlled regional space and stabilized for hundreds of thousand of years; chiefdoms/kingdoms controlled semi-continental expanses of space and stabilized for thousands of years; and nation-states control continental expanses of space and have stabilized for centuries. This space-time component of hierarchical metasystem emergence can be conceptualized as the active compression of space-time-energy-matter enabled by higher informational and energetic properties within the human system; which allow for more complex organization. In this framework; increased information-energy control and feedback; and the consequent metasystem compression of space-time; represent the theoretical pillars of HMST theory. Most importantly; HMST theory may have practical application in modeling the future of the human system and the nature of the next human metasystem. (shrink)
