Nuclear War

In this article, I present a view on the future of nuclear war which takes into account the expected technological progress as well as global political changes. There are three main directions in which technological progress in nuclear weapons may happen: a) Many gigaton scale weapons. b) Cheaper nuclear bombs which are based on the use of the reactor-grade plutonium, laser isotope separation or are hypothetical pure fusion weapons. Also, advanced nanotechnology will provide the ability to quickly build large nuclear (...) arsenals and AI could be used in designing, manufacturing and nuclear strategy planning. c) Specialized nukes like nuclear-powered space lasers, hafnium bombs and nuclear-powered space ships as kinetic weapons. Meanwhile, the nuclear war strategy also has changed as the bipolar world has ended and as new types of weapons are becoming available. The first strategy change is that Doomsday weapons for blackmail will become attractive for weaker countries which can’t use ICBM to penetrate the anti-missile defense of the enemies. Secondly, the cheaper nukes will become available to smaller actors, who may be involved in “worldwide guerilla”. Cheaper nukes and a larger number of actors also encourage nuclear terrorism and anonymous or false-flag warfare. This will result in the normalization of the use of nuclear weapons in war and growing nuclear arsenals, now distributed between many countries. The third change of the strategy is the use of nukes not against primary military targets but on other objects, which could increase their effects: nuclear power plants, supervolcanos, EMP, tsunamis, taiga fires for global cooling, and even more hypothetical things like asteroid deflection to Earth. All these unconventional means and strategies of nuclear war could become available somewhere in the 21st century and may cause or contribute to the civilizational collapse and even human extinction. What socially beneficial causes should philanthropists prioritize if they give equal ethical weight to the welfare of current and future generations? Many have argued that, because human extinction would result in a permanent loss of all future generations, extinction risk mitigation should be the top priority given this impartial stance. Using standard models of population dynamics, we challenge this conclusion. We first introduce a theoretical framework for quantifying undiscounted cost-effectiveness over the long term. We then show that standard population models (...) imply that there are interventions other than extinction risk mitigation that can produce persistent social benefits. In fact, these social benefits are large enough to render the associated interventions at least as cost-effective as extinction risk mitigation. (shrink)

Longtermists have argued that humanity should significantly increase its efforts to prevent catastrophes like nuclear wars, pandemics, and AI disasters. But one prominent longtermist argument overshoots this conclusion: the argument also implies that humanity should reduce the risk of existential catastrophe even at extreme cost to the present generation. This overshoot means that democratic governments cannot use the longtermist argument to guide their catastrophe policy. In this paper, we show that the case for preventing catastrophe does not depend on longtermism. (...) Standard cost-benefit analysis implies that governments should spend much more on reducing catastrophic risk. We argue that a government catastrophe policy guided by cost-benefit analysis should be the goal of longtermists in the political sphere. This policy would be democratically acceptable, and it would reduce existential risk by almost as much as a strong longtermist policy. (shrink)

Like asteroids, hundred-year floods and pandemic disease, thermonuclear war is a low-frequency, high-impact threat. In the long run, catastrophe is inevitable if nothing is done − yet each successive government and generation may fail to address it. Drawing on risk perception research, this paper argues that psychological biases cause the threat of nuclear war to receive less attention than it deserves. Nuclear deterrence is, moreover, a ‘front-loaded good’: its benefits accrue disproportionately to proximate generations, whereas much of the expected cost (...) will be borne in the distant future. Recent surveys indicate that the US and Russian publics assign a surprisingly high likelihood to nuclear war. Nevertheless, earlier research suggests that it is probably not believed to be just around the corner. This, along with the absence of easy solutions, encourages governments and publics to give priority to more pressing concerns. The root cause of collapse is the inability of our innate psychology to adapt to the modern world, which leads people to treat unrelated persons as though they had common interests. The idea of human rights is an evil fantasy promoted by leftists to draw attention away from the merciless destruction of the earth by unrestrained 3rd world motherhood. This, plus ignorance of basic biology and psychology, leads to the social engineering delusions of the partially educated who control democratic societies. Few understand that if you help one person you harm someone else—there is no free lunch and every single item anyone consumes destroys the earth beyond repair. Consequently, social policies everywhere are unsustainable and one by one all societies without stringent controls on selfishness will collapse into anarchy or dictatorship. The most basic facts, almost never mentioned, are that there are not enough resources in America or the world to lift a significant percentage of the poor out of poverty and keep them there. The attempt to do this is bankrupting America and destroying the world. The earth’s capacity to produce food decreases daily, as does our genetic quality. The first thing we must keep in mind is that when saying that China says this or China does that, we are not speaking of the Chinese people, but of the Sociopaths who control the CCP -- Chinese Communist Party, i.e., the Seven Senile Sociopathic Serial Killers (SSSSK) of the Standing Committee of the CCP or the 25 members of the Politburo etc.. -/- The CCP’s plans for WW3 and total domination are laid out quite clearly in Chinese govt publications (...) and speeches and this is Xi Jinping’s “China Dream”. It is a dream only for the tiny minority (perhaps a few dozen to a few hundred) who rule China and a nightmare for everyone else (including 1.4 billion Chinese). The 10 billion dollars yearly enables them or their puppets to own or control newspapers, magazines, TV and radio channels and place fake news in most major media everywhere every day. In addition, they have an army (maybe millions of people) who troll all the media placing more propaganda and drowning out legitimate commentary (the 50 cent army). -/- In addition to stripping the 3rd world of resources, a major thrust of the multi-trillion dollar Belt and Road Initiative is building military bases worldwide. They are forcing the free world into a massive high-tech arms race that makes the cold war with the Soviet Union look like a picnic. -/- Though the SSSSK, and the rest of the world’s military, are spending huge sums on advanced hardware, it is highly likely that WW3 (or the smaller engagements leading up to it) will be software dominated. It is not out of the question that the SSSSK, with probably more hackers (coders) working for them then all the rest of the world combined, will win future wars with minimal physical conflict, just by paralyzing their enemies via the net. No satellites, no phones, no communications, no financial transactions, no power grid, no internet, no advanced weapons, no vehicles, trains, ships or planes. -/- There are only two main paths to removing the CCP, freeing 1.4 billion Chinese prisoners, and ending the lunatic march to WW3. The peaceful one is to launch an all-out trade war to devastate the Chinese economy until the military gets fed up and boots out the CCP. -/- An alternative to shutting down China’s economy is a limited war, such as a targeted strike by say 50 thermobaric drones on the 20th Congress of the CCP, when all the top members are in one place, but that won’t take place until 2022 so one could hit the annual plenary meeting. The Chinese would be informed, as the attack happened, that they must lay down their arms and prepare to hold a democratic election or be nuked into the stone age. The other alternative is an all-out nuclear attack. Military confrontation is unavoidable given the CCP’s present course. It will likely happen over the islands in the South China Sea or Taiwan within a few decades, but as they establish military bases worldwide it could happen anywhere (see Crouching Tiger etc.). Future conflicts will have hardkill and softkill aspects with the stated objectives of the CCP to emphasize cyberwar by hacking and paralyzing control systems of all military and industrial communications, equipment, power plants, satellites, internet, banks, and any device or vehicle connected to the net. The SS are slowly fielding a worldwide array of manned and autonomous surface and underwater subs or drones capable of launching conventional or nuclear weapons that may lie dormant awaiting a signal from China or even looking for the signature of US ships or planes. While destroying our satellites, thus eliminating communication between the USA and our forces worldwide, they will use theirs, in conjunction with drones to target and destroy our currently superior naval forces. Of course, all of this is increasingly done automatically by AI. -/- By far the biggest ally of the CCP is the Democratic party of the USA. The choice is to stop the CCP now or watch as they extend the Chinese prison over the whole world. -/- Of course, universal surveillance and digitizing of our lives is inevitable everywhere. Eles estão certos sobre a ruptura do comércio global, mas não têm compreensão do grande quadro, que é que os sete sociopatas têm total dominação do mundo, com a eliminação da liberdade em todos os lugares, como seu objetivo, e que há apenas duas maneiras de pará-los-um embargo comercial total que devasta a economia chinesa e conduz seus militares para forçar para fora as eleições do CCP e da preensão, ou o WW3, que pode ser limitado (braços convencionais com talvez alguns armas nucleares) ou total (tudo as bombas nucleares de uma só vez). This article analyzes the present status, development trends, and problems in the ethics of nuclear technology in light of a possible revision of its conceptual foundations. First, to better recognize the current state of nuclear technology ethics and related problems, this article focuses on presenting a picture of the evolution of the concepts and recent achievements related to technoethics, based on the ethics of responsibility. The term ‘ethics of nuclear technology’ describes a multidisciplinary endeavor to examine the problems associated with (...) nuclear technology through ethical frameworks and paradigms. Second, to identify the reasons for the intensification of efforts to develop ethics in relation to nuclear technology, this article presents an analysis of the recent situation and future prospects of nuclear technology deployment. This includes contradictions that have aggravated nuclear dilemmas and debates stimulated by the shortcomings of nuclear technology, as well as the need for the further development of a nuclear culture paradigm that is able to provide a conceptual framework to overcome nuclear challenges. Third, efforts in the field of nuclear technology ethics are presented as a short overview of particular examples, and the major findings regarding obstacles to the development of nuclear technology ethics are also summarized. Finally, a potential methodological course is proposed to overcome inaction in this field; the proposed course provides for the further development of nuclear technology ethics, assuming the axiological multidisciplinary problematization of the main concepts in nuclear engineering through the basic ethical paradigms: analytical, hermeneutical, and poststructuralist. This article advances a critical analysis of John Rawls’s justification of liberal democratic nuclear deterrence in the post-Cold War era as found in The Law of Peoples. Rawls’s justification overlooked how nuclear-armed liberal democracies are ensnared in two intransigent ethical dilemmas: one in which the mandate to secure liberal constitutionalism requires both the preservation and violation of important constitutional provisions in domestic affairs, and the other in which this same mandate requires both the preservation and violation of the liberal commitment (...) to international legal arrangements and to the rule of law generally. On this view, the choice to violate constitutional provisions and international legal arrangements is evidence of nuclear despotism. Moreover, this choice does not imply that the ethical foreign policy dilemmas were resolved. Instead, it implies that the dilemmas force liberal democratic governments into implementing ethically paradoxical policy outcomes. (shrink)

The nuclear age had a profound impact on politics and international affairs. More fundamentally, it altered the way people saw the planet and their relationship with it. These attitudes changed gradually in the post-war period, with the 1960s a key transitional moment. This article explores these changing attitudes towards the environment within the Campaign for Nuclear Disarmament . At the beginning of the 1960s CND's concerns about nuclear testing and fallout fit easily into the dominant anthropocentric view of the environment. (...) However, by the end of the decade they espoused a much more holistic, even ecocentric, attitude. This article examines how attitudes towards the environment were changing in the 1960s through a close examination of attitudes within CND, and argues that the modern environmental movement was a product of the nuclear age. Analyses of nuclear fiction have tended to focus on the literature of the United States, particularly that of the 1950s. This article not only switches attention to British literature, but makes the case for the 1980s as a nuclear decade, arguing that the late Cold War context, especially renewed fears of global conflict, produced a distinctive nuclear literature and culture. Taking its cue from E.P. Thompson's rewriting of the British government's civil-defence slogan, ‘Protect and Survive’, as ‘Protest and Survive’, it (...) identifies a series of issues – gender and the family, the environment and socio-economic organization – through which competing nuclear discourses can be read. In particular, it argues, British fiction of this period functions by undercutting the idea that protection is possible. Hence, although few nuclear texts advocate particular policy positions, they are characterized by a politics of vulnerability. Proposing for the first time the existence of a distinctive 1980s nuclear culture, it seeks to suggest the broad parameters within which further research might take place. (shrink)

Journalistic representations of a suicide pact in 1957 encapsulated wider popular assumptions on, and anxieties over, nuclear technology. Through an exploration of British nuclear culture in the late 1950s, this article suggests that knowledge of nuclear danger disrupted broader conceptions of self, nationhood and existence in British life. Building on Hecht's use of the term ‘nuclearity’, the article offers an alternative definition of the term whereby nuclearity is understood to mean the collection of assumptions held by individual citizens on the (...) dangers of nuclear technology: assumptions that were rooted firmly in context and which circulated in, and were shaped by, national discourse. The article will argue that nuclearity was an active component in the formation of British identity by the late 1950s. The article is intended as a starting point for extended reflections on the ways in which nuclearity can add to our understanding of individual experience, nuclear anxiety and Cold War culture in post-war Britain. In the extended introduction to this special issue on British nuclear culture, the guest editors outline the main historiographical and conceptual contours of British nuclear scholarship, and explore whether we can begin to define ‘British nuclear culture’ before introducing the contributors to this special issue, whose work we have organized into three broad areas. The first part is devoted to three articles that offer explicit and extended attempts to reconceptualize British nuclear culture, illuminating the complex links between nuclear science, the (...) state and the individual citizen. The second part of this issue is devoted to three articles that concentrate on aspects of the history of nuclear science – focusing particularly on intellectuals, nuclear scientists and enthusiasts – alongside analysis of the popularization of nuclear science as well as the relationship between the state and nuclear science and its practitioners. In the third part, four articles examine the diverse ways in which ‘official’ narratives of the atomic age can be questioned, disrupted or enhanced by analysing the significance of journalistic, anti-nuclear and fictional narratives to the development of nuclear culture in Britain. In the ever-expanding field of nuclear history, studies of ‘nuclear culture’ are becoming increasingly popular. Often situated within national contexts, they typically explore responses to the nuclear condition in the cultural modes of literature, art, music, theatre, film and other media, as well as nuclear imagery more generally. This paper offers a critique of current conceptions of ‘nuclear culture’, and argues that the term has little analytical coherence. It suggests that historians of ‘nuclear culture’ have tended to essentialize the nuclear (...) to the detriment of historical analysis, and that the wide variety of methodological approaches to ‘nuclear culture’ are simultaneously a strength and a more significant weakness, in that they have little shared sense of the meaning of the term, its theoretical underpinnings or its analytical purchase. The paper then offers a study of Ewan MacColl's 1946 play Uranium 235, whose career reveals much about the diversity of cultures of the nuclear in post-war Britain. The study moves us away from a single, homogeneous ‘British nuclear culture’ towards a pluralistic critical history of cultural responses to nuclearization. These responses, I conclude, should be seen as collectively constitutive of the nuclear condition rather than as passive reflections of it. (shrink)

This article explores British ‘nuclear culture’ by examining how individuals and groups within British government tried to comprehend nuclear weapons after the advent of the hydrogen bomb in 1952. It argues that thinking about nuclear weaponry was not uniform, and there was no monolithic ‘nuclear culture’ in government. Instead, political and social habits interacted with Cold War experience to create views of the nuclear weapon – nuclear cultures – that varied across government to create a diverse, and shifting, set of (...) ideas – nuclear cultures – about what the nuclear weapon meant in British hands, and the role it played in providing military power and political influence. What things make a state “nuclear,” what makes things “nuclear,” and how do we know? The degree to which—and purpose for which—a nation, a program, a technology, or a material counts as “nuclear” is not always a matter of consensus. Nuclearity depends on history and geography, science and technology, bodies and politics, radiation and race, states and capitalism. It is not so much an essential property of things, as it is distributed in things. Settlements about degrees of nuclearity structure global (...) control over the flow of radioactive materials; they constitute the conceptual bedrock of antinuclear movements and nuclear power industries; they affect regulatory frameworks for occupational health and compensation for work‐related illnesses.
