Environmental Pragmatism

Erin McKenna, preeminent pragmatist and ecofeminist, urges us to rethink our relationships, our connections to wild and domesticated animals. In _The Task of Utopia_ (2001), she articulates a process model of utopian thought, evoking utopian literature to distinguish this pragmatist feminist model from other models of utopia. In subsequent books, _Pets, People, and Pragmatism_ (2013) and _Living with Animals_ (2021), McKenna argues that there is a continuity between human beings and other living creatures, and that the careful understanding of the (...) needs and predilections of these other creatures can help us to create ameliorative relationships with animals and the land. Hence, McKenna suggests that utopian visions and attentive perception (into the lives of other living beings) can help us to imagine new ameliorative ways to live with flora and fauna—to reimagine our bonds and ties. In this paper, I seize upon McKenna’s pragmatist feminist utopian thought and tie this together with sharp-eyed ecofeminism, hoping to engage in the (re)imagining of bonds and ties that suture us to other living organisms. Environmental pragmatism has faced numerous criticisms for relativism and crude instrumentalism as well as for sidestepping the fundamental concerns of environmental ethics. Recently, Andre Santos Campos and Sofia Guedes Vaz have proposed a new ‘method’ of environmental pragmatism, justificatory moral pluralism, with the aim of overcoming these criticisms. It is argued that this new approach is plagued by the traditional concerns. Instead, the pitfalls of pragmatism can be avoided by adopting the central insight of the classical pragmatists that values may (...) be revised in light of experience in a process that resembles scientific inquiry. The resulting view may not be satisfying for those who expect pragmatism to live up to its periodic promise of immediate and concrete results. 이 글은 환경실용주의의 선구자 중의 한 명인 라이트의 논의를 중심으로 ‘환경실용주의와 도시환경윤리’에 관해 살펴보는 데 그 목적을 두고 있다. 이를 위해 환경실용주의가 대두하게 된 배경과 함께 환경실용주의에 대한 라이트의 기본적 입장을 밝힌다. 라이트에 따르면 환경실용주의의 주요과제는 사회구성원들의 태도와 행동, 정책적 선호도를 장기적인 환경의 지속가능성을 지지하는 방향으로 바꿔나갈 수 있도록 동기를 부여하는 일이다. 라이트는 그 동기를 부여하기 위한 방안으로 도시환경윤리를 전개한다. 필자는 라이트의 도시환경윤리의 특징을 세 가지 핵심 개념, 곧 도시, 자발적 참여, 공화주의를 중심으로 정리하면서 그 실체를 드러내고자 했다. 이어서 필자는 (...) 라이트의 환경실용주의와 도시환경윤리에 관한 논의에서 얻을 수 있는 교훈을 결론으로 도출함과 함께 그 과제를 제시하였다. ABSTRACT Ethics is receiving increased emphasis in civil and environmental engineering. However, despite the proliferation of college textbooks and courses encouraging ethical reasoning, engineers in practice often limit their understanding narrowly to their individual actions. Broader issues of global importance are usually addressed in an ad-hoc manner, if at all. Our goal is to present the topic of ethics in a way that appeals to engineers, especially those receptive to ‘systems thinking’. Our broader motivation is to encourage the development of (...) educated, virtuous and caring professionals who engage in contextual ethical reasoning about complex systems. To these ends, we summarise relevant theoretical and applied concepts for ethical analysis, building from a recent chapter that reflects on ethics from an engineering systems perspective (but applied to the healthcare industry). We emphasise virtue ethics and the ethics of care as crucial supplements to duty ethics and utilitarianism. Analytical methods we discuss include Value Sensitive Design, Design for Care, and a multi-level classification of ethical issues into the micro (individual), meso (institutional), and macro (societal) levels. This work collects relevant considerations for designers of civil and environmental engineering systems and researchers interested in developing related design and analysis methods that include practical ethical reasoning. Environmental pragmatists argue that it is defeatist to declare in advance that the only effective way to deal with environmental problems is to usher in a complete cultural paradigm shift that radically transforms human value systems. Hence, they do not place a high priority on revolutionary attempts to convince doubters that natural systems, living beings, or sentient beings have intrinsic value. Instead, they prioritize creating a democratic context for adaptive decision processes, which of course includes the evaluation of vying principles. (...) This approach reflects John Dewey’s distinction between a planning society and a planned society. Whereas incommensurable values are an inherent problem for any planned society, such as Plato’s Republic or the former Soviet Union, they are irreducible frictions within a planning society. This focus on planning is illustrated by pragmatist philosopher Andrew Light’s work on climate diplomacy as U.S. Assistant Secretary of Energy for International Affairs. The Kyoto Protocol began with an abstract principle of equitable emissions. But its top-down, punitive approach precipitated a race to the bottom when it came to agreeing on binding targets. In contrast, the Paris Agreement’s bottom-up “pledge and review” approach fronts adaptive processes through which countries intra-nationally decide what to do, take stock, and reconvene to pressure each other. This paper examines philosophical debates about concepts of biodiversity, making the case for conceptual pluralism. Taking a pragmatist perspective, I argue that normative concepts of biodiversity and eco-centric concepts of biodiversity can serve different purposes. The former would help stress the values of local communities, which have often been neglected by both early scientific approaches to conservation, and by policy makers prioritizing the political or economic interests of specific groups. The latter would help build local research programs independent of pressures (...) from economic or political actors. I employ a case study on environmental research on walnut forests in Kyrgyzstan in support of my argument. Against tendencies to frame different understandings of biodiversity in terms of geographical areas, I propose an interpretation drawing on the philosophy of ecology. Adherence to environmental pragmatism enables a sufficiently complex picture of developing environmental research in the area, capturing issues about scientific framings and local understandings. The ecosocialists have broad agreements about the radical political economic changes that are called for, and have largely rejected the mysanthropic and anti-technological views of some radical ecologists. But the ecosocialists differ on what role nuclear power and emerging technologies should play under a Green New Deal. The ecomodernists broadly agree on the importance of nuclear and emerging technologies, but their impact has been muted by their association with corporate “greenwashing” and neoliberal technofix apologias for free markets and boy geniuses. This chapter explores some features of pragmatic pluralism as an ethical perspective on climate change. It is inspired in part by Andrew Light’s work on climate diplomacy as U.S. Assistant Secretary of Energy for International Affairs, and by Bryan Norton’s environmental pragmatism, while drawing more explicitly than Light or Norton from classical pragmatist sources such as John Dewey. The primary aim of the chapter is to characterize, differentiate, and advance a general pragmatist approach to climate ethics. The main line of (...) argument is that we are suffering culturally from a sort of “moral jetlag” due in part to “moral fundamentalist” habits, and that a critical focus on pragmatic pluralism—in moral theory generally and climate ethics particularly—would be salutary for our recovery if philosophers are to speak more effectively to “wicked problems” in a way that aids public deliberation and social learning. Moral fundamentalist habits, and the monistic one-way assumption that unintentionally—but not blamelessly—exercises and unduly reinforces them, are obstacles to fostering habits of moral and political inquiry better suited to dealing with predicaments rapidly transforming our warming planet. This article is a comparative study between predictive processing (PP, or predictive coding) and cognitive dissonance (CD) theory. The theory of CD, one of the most influential and extensively studied theories in social psychology, is shown to be highly compatible with recent developments in PP. This is particularly evident in the notion that both theories deal with strategies to reduce perceived error signals. However, reasons exist to update the theory of CD to one of “predictive dissonance.” First, the hierarchical PP (...) framework can be helpful in understanding varying nested levels of CD. If dissonance arises from a cascade of downstream and lateral predictions and consequent prediction errors, dissonance can exist at a multitude of scales, all the way up from sensory perception to higher order cognitions. This helps understand the previously problematic dichotomy between “dissonant cognitive relations” and “dissonant psychological states,” which are part of the same perception-action process while still hierarchically distinct. Second, since PP is action-oriented, it can be read to support recent action-based models of CD. Third, PP can potentially help us understand the recently speculated evolutionary origins of CD. Here, the argument is that responses to CD can instill meta-learning which serves to prevent the overfitting of generative models to ephemeral local conditions. This can increase action-oriented ecological rationality and enhanced capabilities to interact with a rich landscape of affordances. The downside is that in today’s world where social institutions such as science a priori separate noise from signal, some reactions to predictive dissonance might propagate ecologically unsound (underfitted, confirmation-biased) mental models such as climate denialism. Since Bryan Norton first advocated an American pragmatist reading of Aldo Leopold’s work in 1988, he has been debating with J. Baird Callicott over interpretation of Leopold’s development of the land ethic. In this chapter I give an overview of this debate, defending the general outlines of Norton’s position by bringing in new interpretative work of my own. I argue firstly that Norton is correct to see a Jamesian pragmatist influence on Leopold, but maintain that this is best read as (...) deriving from William James’ own work rather than from the secondary source, Arthur Twining Hadley, and that Norton may have exaggerated the immediacy and strength of the influence. Secondly, I demonstrate how strands of evidence suggest that Leopold read James, and that elements of James’ thought chimed with Leopold’s own perspective sufficiently to support Norton’s claim of a pragmatist influence. Thirdly, I show that aspects of Callicott’s interpretation of Leopold do not exclude a pragmatist reading, and argue that Callicott has misunderstood Jamesian pragmatism in ways that undermine his case. Finally, I suggest that Jamesian pragmatic naturalism has far more radical potential than Callicott allows, and that the wider framing of the debate within the environmental philosophy community as setting pragmatist managerialism against radical ethical innovation has itself been misleading. I conclude that Norton is correct to argue that the American pragmatist tradition is a powerful positive contributor to environmental philosophy and policy, provided that the breadth of pragmatic naturalism itself is sufficiently recognized across the board. Sustainable ecosystem management often requires setting goals despite uncertainty regarding the achievability and desirability of the intended state of affairs. Coming to doubt the achievability or desirability of a previously set goal might sometimes, but not always, require reconsidering that goal. There is, however, a need to strike a balance between responsiveness to new information and knowing when to retain goals despite doubts. By critically engaging with adaptive ecosystem management, as advocated by environmental pragmatist Bryan G. Norton, criteria for warranted (...) reconsideration of long-term goals are investigated. This essay examines the public debate about the agricultural biotechnologies known as genetically modified organisms, as that debate is being carried out in its most dichotomizing forms in the United States. It attempts to reveal the power of sharply dichotomous thinking, as well as its limits. The essay draws on the work of Michel Serres, who uses the concept of the parasite to reconstruct or reframe fundamental dichotomies in western philosophy; it attempts a similar reframing of the public debates about (...) GMOs. The purpose of such a reframing is to create possibilities for dialogue among participants that will move beyond the polarization that characterizes much of the current debate in the U.S. (shrink)

The standard interpretation of Aldo Leopold’s land ethic is that correct land management is whatever tends to preserve the integrity, stability, and beauty of the biotic community, of which we humans are merely a small part. From this interpretation, it is a short step to interpreting Leopold as a sort of deep ecologist or radical environmentalist. However, this interpretation is based on a small number of quotations from Leopold taken out of context. Once these quota­tions are put into context, and (...) once the broader context of Leopold’s mature writings and his actions as a land manager are taken into account, it becomes clear that he is much closer to being an enlightened anthropocentrist than he is to being anything like a radical environmentalist. When properly understood, Leopold’s land ethic recognizes that fundamental human interests must be treated with the highest possible respect, and it emphasizes the incredible challenge and need for modesty in identifying the correct tradeoffs between lesser human interests and the interests of the broader biotic community. Environmental pragmatism is routinely characterised as an environmental philosophy that rejects the traditional values questions within environmental ethics. Critics of environmental pragmatism, in turn, complain that it cannot be characterised as an environmental philosophy, since it evades precisely the philosophical issues with which environmental philosophers are supposed to engage. This essay works to defend environmental pragmatism against the charge that it necessarily evades the central questions of environmental ethics. I argue that environmental pragmatism need not reject foundational questions regarding values (...) and nature; however, I contend that the meaningfulness of such questions to a pragmatist depends firstly on reframing them in terms of a valuing relation, and secondly on a turn to the insights of moral psychology. Ben A. Minteer has written a provocative and important book on the current state of affairs in environmental ethics. It is provocative because his version of pragmatism is advocated in a novel and...

Kevin Elliott observes that environmental protection efforts often benefit humans, not just because the natural environment is useful, but also because activities that result in environmental protections can also promote a range of other human values. Elliott argues that environmentalists could gain practical advantages by emphasizing these indirect benefits. He also insists that even for environmentalists who believe that nature ought to be protected for its own sake, deploying such arguments would not necessarily pose problems of integrity since more explicitly (...) non-anthropocentric arguments could be employed to complement the ones he favors. In this paper I push back on Elliott’s proposal, arguing that the practical benefits he promises are unlikely to materialize if environmentalists do not reign in their moralistic non-anthropocentrism in public discourse. In practice, environmentalists who understand the demands of integrity in the way Elliott describes will see in his proposal a thorny dilemma, forcing them to choose between their practical efficacy and their integrity as environmentalists. Bioregionalism can strengthen environmental pragmatism by making it more critical of the status quo and even more environmental, without abandoning pragmatism's democratic aims. It thus answers important objections to pragmatism raised by Robyn Eckersley. Despite some apparent differences, bioregionalism is a form of environmental pragmatism, as it incorporates practical ethics and is committed to pluralism and democratic community. Bryan Norton's environmental pragmatism is already close to a bioregional view. After answering Eckersley, the paper concludes by raising the question of whether (...) environmental pragmatists should be bioregionalists. (shrink)

Environmental pragmatists are committed to analyzing questions of environmental policy. Bryan Norton's pragmatic critique of environmental decision-making shows how an implicit commitment to the fact/value distinction has hindered productive environmental action. Nonetheless, Norton, as well as the majority of environmental ethicists, have devoted more attention to theorizing value disagreements as a primary cause of controversy than to examining epistemic structures. A case study demonstrates why and how Norton's procedural account may be supplemented with sensitive attention to the construction of epistemic (...) authority in environmental disputes. I recommend supporting the development of local knowledges and just distributions of epistemic authority. (shrink)

In The Agrarian Vision , Thompson argues that a better appreciation of agrarian ideals could lead to a more virtuous, more sustainable way of life. While I agree with Thompson in many respects, there are some aspects of the book that I question and others that I would like to hear Thompson explicate in greater detail. In this paper, I question Thompson’s claim that agrarian farmers and farming communities serve as ideal models of virtuous habits and good character. I challenge (...) Thompson’s use of virtue theory, particularly the notion that farming virtues can be acquired without participating in farming practices. In the end, I make the point that Thompson seems to vacillate between being realistic and being idealistic, which may seriously complicate our notions of responsibility and obligation in practice. The field of environmental ethics hosts a debate between competing strategies of practical reason. Both sides of the debate share a commitment for ethics to address environmental problems, but strategies diverge over notions of what an ethic must accomplish in order to do so effectively. Should ethics critique the cultural worldviews that give rise to environmental problems and propose alternative environmental values, or should it develop practical responses to problems from broadly available cultural values? That initial question of strategy seems (...) to force a practical dilemma: choosing (what I will call) a cosmological strategy allows one to critique the depth of problems, but at the cost of distance from the .. Environmental pragmatists have presented environmental pragmatism as a new philosophical position, arguing that theoretical debates in environmental philosophy are hindering the ability of the environmental movement to forge agreement on basic policy imperatives. Hence, they aim to lead environmental philosophers away from such theoretical debates, and toward more practical—and pragmatically motivated—ones. However, a position with such an aim is not a proper philosophical position at all, given that philosophy (among other things) is an effort to get clear on the problems (...) that puzzle us. Environmental pragmatism is rightly described as “cynical” if good reasons exist to worry its advocates would endorse oppressive measures to achieve its goals. Given the history of human chauvinism, moreover, this worry is not far-fetched. It is, however, misguided: conflation not-withstanding, human chauvinism and human-centeredness (anthropocentrism) are not the same thing. “Chauvinism” describes an objectionable but alterable course of human history; anthropocentrism is an indigenous feature of the experiential conditions of Homo sapiens from which no particular course of human history (...) necessarily follows. Properly understood, I argue, human-centeredness is an ally in the quest for environmental responsibility—not its foe. (shrink)

The term moral considerability refers to the question of whether a being or set of beings is worthy of moral consideration. Moral considerability is most readily afforded to those beings that demonstrate the clearest relationship to rational humans, though many have also argued for and against the moral considerability of species, ecosystems, and “lesser” animals. Among these arguments there are at least two positions: “environmentalist” positions that tend to emphasize the systemic relations between species, and “liberationist” positions that tend to (...) emphasize the attributes or welfare of a particular individual organism. Already, this classic conflict provides for some challenging theoretical clashes between environmentalists and animal liberationists. The question of moral considerability is complicated, however, by recent developments in genetic engineering. Some animals, like pigs and fish, have been genetically modified by humans to grow organs that can then be transplanted into humans. If environmental arguments for the moral consideration of species are correct, then we are released from our obligations to morally consider those animals that we have genetically modified, since they are by their nature always an “invader species.” If, instead, the welfare of the animal is of penultimate importance, then there is a case for strengthening the moral considerability of GM animals over “naturally-occurring” animals, since they bear a closer relationship to humans. This would appear to be an intractable problem, a “bad marriage,” as Mark Sagoff once proposed. This paper argues that the case of invasive transgenic animals exposes weaknesses in this classic conflict, and particularly, in the framing of this conflict. To remedy this framing problem, this paper argues for a reconceptualization of the term “moral considerability,” instead urging a strong distinction between moral considerability, moral relevance, and moral significance. I elaborate and critically evaluate the theses of "environmental pragmatism," especially as captured in a recent collection with that title. While I am hopeful about this new approach, I want nonetheless to make reparations for its shortcomings. The primary difficulty is that environmental pragmatists tend to express only implicitly the metaphysical commitments of, say, William James, and yet the claims of environmental pragmatism would be profoundly strengthened by direct appeal to James's metaphysics. The ecosystem approach is particularly amenable to characterization (...) in terms of pragmatic metaphysics. Thus, I offer the thesis of wild ontology in an effort to enrich the empirical basis of environmental philosophy, and also to help cure environmental ethics of its political impotence. (shrink)

Critically analyzes and revitalizes agrarian philosophy by tracing its evolution. Today, most historians, philosophers, political theorists, and scholars of rural America take a dim view of the agrarian ideal that farmers and farming occupy a special moral and political status in society. Agrarian rhetoric is generally seen as special pleading on the part of farmers seeking protection from labor reform and environmental regulation while continuing to receive direct payments and subsidies from the public till. Agrarianism should not be viewed as (...) a set of immutable claims about farming and political order, but as a tradition of moral and political philosophy that has evolved and deepened over the centuries. Agrarian naturalism--the belief that culture and conduct are conditioned by nature because they are of a piece with nature--becomes pragmatic naturalism, giving way to a new set of puzzles about how we are to understand the rural landscape and our responsibilities for its use. The agrarian idea that personality and sociability are integrated with the material transformation of the landscape can serve as the basis for a new, pragmatically grounded ethic of natural resources and rural development. The essays in this volume critically analyze and revitalize agrarian philosophy by tracing its evolution in the classical American philosophy of key figures such as Franklin, Jefferson, Emerson, Thoreau, Dewey, and Royce. Three chapters address the belief that farming peoples develop moral virtue and a taste for democracy as it evolved in the American context, and four examine how a reconstitution of agrarian themes might invigorate our nation's thinking on environment, food, and rural development policy. The Agrarian Roots of Pragmatism will be of broad interest to scholars of American philosophy, rural history, history of ideas, geography, and agricultural or natural resource policy. (shrink)

A curious feature of this fifth volume in Routledge’s Environmental Philosophies series is the fact that, in 1987, co-editor Eric Katz argued that “a workable environmental ethic... cannot ultimately rest on the values of pragmatism, for these values are inextricably bound up with human desires and interests”. In contrast to the anthropocentric subjectivism of pragmatism, several decades of environmental thought have taught us to see ourselves as fellow members of a wider biotic community, with which we have much in common, (...) including a shared evolutionary history and a high degree of interdependence. Recognizing these facts, we can come to respect the interests and good of non-human members as well as our own. For example, in 1973 Richard Routley proposed the “last man” test for our moral intuitions: Would it be morally indifferent for the last person on earth to destroy all other living things if it were certain there would be no further humans to experience, need, or enjoy them? No, says Routley, it would be a moral crime; and, thus, we need an account of environmental values that is not forced into the mould of human chauvinism.
