Authoritarianism

This thesis is organized into two parts. In the first, I focus on concepts, ones which include a series of critiques on past human behaviors and mindsets. I trace how rationalist ideologies and worldviews developed into conformist schematics, and how these schematics have been implemented via central state authority. I also examine the results of this process, focusing on dehumanization, silencing, and objectification. Informed by Scott, I describe legibility construction. In the process of making people and places legible to central (...) authorities, large swaths of detail become obfuscated or lost. Oftentimes this leads into attempts to reconstruct the territory in the image of the rationalized map. This conformist vision pays no attention to the locality, tradition, or context of the people and places being bulldozed in the process. I also draw from and analyze speculative fiction, a medium which allows the imagining of potential futures. Fiction can help inform the future and articulate failures of the past and present. -/- In the second part, I outline my own working conception of how to move toward a more equitable and sustainable future. Rather than providing a prescriptive blueprint of how I think the world ought to operate, I instead outline general goals that I believe are worth moving towards, along with potential strategies for getting there. Is authoritarian power ever legitimate? The contemporary political theory literature—which largely conceptualizes legitimacy in terms of democracy or basic rights—would seem to suggest not. I argue, however, that there exists another, overlooked aspect of legitimacy concerning a government’s ability to ensure safety and security. While, under normal conditions, maintaining democracy and rights is typically compatible with guaranteeing safety, in emergency situations, conflicts between these two aspects of legitimacy can and often do arise. A salient example of this is the COVID-19 (...) pandemic, during which severe limitations on free movement and association have become legitimate techniques of government. Climate change poses an even graver threat to public safety. Consequently, I argue, legitimacy may require a similarly authoritarian approach. While unsettling, this suggests the political importance of climate action. For if we wish to avoid legitimating authoritarian power, we must act to prevent crises from arising that can only be resolved by such means. (shrink)

Grey zone attacks tend to paralyze response for two reasons. First, they present us with choice scenarios of inherently dilemmatic structure, e.g., Prisoners’ Dilemmas and games of chicken, complicated by difficult conditions of choice, such as choice under risk or amid vagueness. Second, they exploit our uncertainty about how much we do or should care about the things under attack¬—each attack is small in effect, but their effects accumulate: how should we decide whether to treat a given attack as something (...) meriting a serious response rather than a mere irritation to be ignored? This chapter brings standard decision theoretic tools to bear on the issues, tools such as the maximization of expected utility principle, and the precautionary principle. But it also develops three innovations. It shows that seeing it as possible to make choices not just of actions given our values, but also choices of values themselves, can extricate us from certain kinds of decision paralysis. It shows how we can rationally regard ourselves as having bright decision lines even when nothing in the circumstance of choice has these lines in its structure. And it shows how certain conflict escalation risks from the former two strategies can be managed by both parties seeing that cooperation can yield a sharable surplus of goods, and that cooperation can be rational upon a rationally defensible change in their values so that each comes to derive utility from the success of both parties. This yields cooperative solutions to what amount to Prisoners’ Dilemmas. The Cold War was prosecuted on the logic of strategic rationality and that part of game theory that is deterrence theory. We need a new logic from decision theorists for the games that constitute grey zone conflict. (shrink)

In the current geopolitical environment, liberal democracies vie for influence and prosperity with autocratic governments, such as those of China and Russia. While the great powers do not shy away from using aggressive force, much of their rivalry today takes place below the threshold of armed conflict, in a conceptual and practical 'grey zone' between war and peace. Autocratic states operate in this grey zone to target the vulnerabilities of liberal democracies, creating hybrid threats that rely on instruments ranging from (...) economic, diplomatic, legal, and informational pressure all the way to military coercion. -/- Law plays a critical role in this context. In the ethically and legally ambiguous grey zone, international law serves as a normative, yet malleable, framework within which geopolitical rivals compete. State and non-State actors invoke the law as the source of authority, while simultaneously hoping to shape the international legal order in their own strategic interests. -/- Hybrid Threats and Grey Zone Conflict offers the first in-depth assessment of the legal and ethical aspects of hybrid threats and grey zone conflict. It explores the responses available to democratic nations for countering hybrid and grey zone threats whilst adhering to liberal democratic values and the rule of law. Bringing together diverse scholarly and practitioner perspectives, the volume introduces readers to the conceptual and practical difficulties arising in this area, the rich debates the topic has generated, and the challenges that countering hybrid threats and grey zone conflict poses for liberal democracies. Worsening energy crises and the growing effects of climate change have spurred, among other things, concerted efforts to tackle global problems through what the United Nations calls Sustainable Development Goals (SDGs). These are in turn argued to be best achieved via the adoption of environmental, social, and corporate governance (ESG) as the vehicle for guiding our efforts. However, though these things are often presented as the solution to global issues, they are increasingly being used as a means to centralize power (...) and exacerbate growing authoritarian trends. This article aims to demonstrate how the narratives surrounding ESG mask this reality, taking as a solution one of the foundational causes of global wealth and power disparity. (shrink)

This chapter traces the role of what Rorty calls anti-authoritarianism in his work from Philosophy and the Mirror of Nature onwards. It begins by examining Rorty’s hope of replacing the idea that human conduct is governed by a non-human authority (be it theological or secular) with an account in which normative authority is constituted by, and located within, social practices. It considers why Rorty takes this position to be consistent with aiming at objectivity, once this is re-described as a matter (...) of securing solidarity between the members of social practices. The chapter then turns to the “ideally liberal society” first described in Contingency, Irony, and Solidarity. In that society, the only authority citizens recognise is that of free democratic consensus. Rorty’s later engagement with feminist theorists led to a shift in his view of what that society looks like, and how it might be achieved. (shrink)

Efficiency requires legislative political institutions. There are many ways efficiency can be promoted, and so an ongoing legislative institution is necessary to resolve this choice in a politically sustainable and economically flexible way. This poses serious problems for classical liberal proposals to constitutionally protect markets from government intervention, as seen in the work of Ilya Somin, Guido Pincione & Fernando Tesón and others. The argument for the political nature of efficiency is set out in terms of both Pareto optimality and (...) aggregate welfare maximisation, and similar arguments can be generalised to other social values. This article argues that non-consensual vaccination is morally impermissible, for the same reasons for which sexual assault is not permissible. Likewise, mandatory vaccination is morally akin to sexual harassment, and therefore is not to be allowed.

Recent literature on Christian nationalism by sociologists of religion in the United States identifies a perceived novel phenomenon: the fusion of authoritarian governmental forms with Christianity. However, the socio-historical origin of this international trend has been left relatively unexplored. This book investigates Duterte’s brand of authoritarianism from a multidisciplinary approach. It brings together views from scholars and activists from diverse disciplines and areas of work to investigate the core of Duterte’s disastrous authoritarianism and how it takes specific forms in various contexts (e.g., the church, peace process, discourse, Lumad schools, state). The book and its contributors do not in any way hide behind the language of academic neutrality. What is at work here is an engaged scholarship that does not (...) investigate the problem of authoritarianism from a neutral ground supposedly devoid of all values, beliefs, and interpretations. Rather, the book recognizes scholarship to be a political practice which aims to elucidate a theoretical position that intends not only to understand authoritarianism but also to imagine the prospects for a democratic future. The Philippine government has been relentless in its counterinsurgency campaigns. From the colonial wars that vilified as insurgents and bandits the honored heroes of today, up to the anti-communist and anti-secessionist civil and military efforts of the postcolonial regimes, these campaigns have not only rolled out large state resources but also cost lives of innocent civilians. Patterned after the United States (US) of America’s principle of low-intensity conflict aimed at countering Marxist and anti-imperialist movements (Reed 1986), counterinsurgency campaigns have unleashed (...) a warfare that indiscriminately target its supposed opponents, including unarmed activists. In 2007, the United Nations Special Rapporteur Philip Alston examined the horrible political situation of the Philippines – characterized by political killings, abductions, and tortures – and identified how state elements, under the blanket protection of waging a counterinsurgency campaign, were responsible for the political repressions then (Sales 2009). Today, under the murderous Duterte regime, the counterinsurgency campaign has reached an unprecedented level of ferocity as it is waged through a militarist whole-ofnation approach composed by multi-level government and multi-agency responses. -/- Being greatly influenced by the US, counterinsurgency campaigns in the Philippines follow the paranoiac and hysterical communist witch-hunt of McCarthyism (Hutchins-Viroux 2008). The hysteria’s contemporary and local expression is the phenomenon called red- or terror-tagging.1 Terror-tagging is the systematic process of maliciously naming or identifying an individual or group as a communist and/or terrorist by its association with a supposed communist and/or terrorist group. Being a systematic process, it is initiated and sustained by state elements with the view of maligning or defaming political activists. Terror-tagging is aimed against activists, dissenters, and even the political opposition. The social activist Rhoda Dalang (2014) has noted how terror-tagging has been deployed by the Philippine state in its counterinsurgency efforts, from the Marcos up to the then Aquino regime. And until the previous Duterte regime, yet with increased intensity and fatality, terror-tagging continued to defame and liquidate activists. As terror-tagging has not received enough academic attention, this chapter aims to fill this gap by providing a preliminary analysis of it. The chapter will be doing a critical discourse analysis. It will take off from a revealing study done by Don Kevin Hapal and Raisa Serafica of Rappler, a media outlet in the Philippines. Through a separate discourse analysis of Facebook posts of the National Task Force to End Local Communist Armed Conflict (NTFELCAC),2 the chapter will also identify aspects of terror-tagging. The discussion will further be theorized using the Marxist analysis of the State and informed by interviews of Atty. Maria Sol Taule and Cristina Palabay. They are both human rights workers who have worked with terror-tagged activists and are themselves subjected to terror-tagging. (shrink)

The writings and speeches of the Mexican president Andrés Manuel López Obrador (2018-2024) have been characterized by a constant reference to a teleological history. Using Karl Löwith’s proposals, I analyse the president’s liberal-progressive idea of history and I propose that in this respect he has followed a certain speculative philosophy of history, which I call philosophy of Trans-Historic-History.

ABSTRACT Educating in a convulsed political context demands a detailed analysis of the new circumstances of our times, especially the current democracy crisis. According to the latest reports issued by international evaluation organisations, one of the greatest challenges for democratic citizenship is the emergence and rise of authoritarianism within the framework of the so-called post-democracy, and also in the manifestations known as illiberal democracy. Moral and civic education has to respond to this challenge. With this in mind, we propose revitalising (...) a participative and deliberative democracy model, rethinking the basic values in citizens' education, redefining the relation between what is public and what is private, and empowering sensitivity and free creation in the new maker culture. This book presents pragmatist humanism as a form of anti-authoritarianism and sheds light on the contemporary significance of pragmatist aesthetics and the revival of humanism.

This research examines the most important historical, political, economic, social, cultural, and religious factors before, during, and after the reign of Communism in Czechoslovakia from 1918 to 2021 and their effect on the extreme increase in atheism and decrease in Christianity, particularly Roman Catholicism, in the present-day Czech Republic. It devotes special attention to the role of the Clandestine Catholic Church (Ecclesia Silentii) and the changing policies of the Holy See vis-à-vis this Church, examining these policies' impact on the continuing (...) decline of Roman Catholicism in the Czech Republic after the collapse of Communism. The article also deals with Pope Pius XII's Secret Mandates of 1948-1950, the Second Vatican Council, and the Holy See's Ostpolitik. Scholars, who previously relied only on the views of the Czechs, blame the unprecedented drop in Christianity, the near-total destruction of the Catholic Church, and the rise in atheism on the Czechoslovak communist government's four decades of totalitarianism. Although the increase in atheism and decrease in Christianity were substantial during the era of Communism from 1948 to 1989, our data indicate that the decline in Christianity, particularly the historically predominating Roman Catholicism, did not commence with the 1948 communist coup d’état but traces its origins to the breakdown of the Austro-Hungarian Empire after the conclusion of WWI and the establishment of Czechoslovakia on October 28, 1918. What's more, this research shows that the most significant and unprecedented steep deterioration of the Christian Faith, namely Roman Catholicism, did not occur during the era of Communism but only after the Czechoslovak communist government collapsed in 1989. This massive decay did not happen even during the most extraordinary communist persecution of the Catholic Church during the era of Stalinism in Czechoslovakia. This research further finds that the Holy See's ill-advised policies and systematic, sustained, and prevalent failures in leadership, guidance, and teachings are responsible for the near destruction of the Roman Catholic Church and especially the end destruction of the Clandestine Catholic Church (Ecclesia Silentii), in the Czech and Slovak Republics after the fall of Communism. These failures furthermore contributed to the Czech Republic, the historical lands of Bohemia and Moravia that once were in the center of Christendom, degenerating into the most atheist country in Europe and the world today. Politics is the debate over how government and society should be structured and how social institutions should function and to what ends. The political conflict over these issues is often described in terms of the "Left" versus the "Right," but there is a definite lack of adequate examination of what Left and Right mean. (...) In this book, Douglas Giles clarifies the meaning of the terms "Left" and "Right" and the left-right political spectrum in a way that helps us better understand political and social conflicts. Politics is complex, and many political conflicts have considerable effects on our lives. Religious/spiritual communities in the United States hold significant differences in the relative valuing of social order and progress toward social justice, and religious/spiritual leaders play an influential role in fostering those values. This recognition has prompted calls for theological education to revise the process of student formation, equipping them to address an increasingly diverse social world and the social disparities within their larger communities. Right-wing authoritarianism tends to be associated with a preference for social order and various forms of prejudice, (...) and negatively associated with prosocial attitudes and behaviors. However, there is a limited amount of research examining associations between right-wing authoritarianism and the prosocial constructs of social justice commitment and compassion. The present study explored the longitudinal associations between right-wing authoritarianism, social justice commitment, and compassion in a sample of graduate students from 18 Christian seminaries across North America over two and a half years of their education. Longitudinal data analysis indicated that right-wing authoritarianism exerted a negative influence on social justice commitment and compassion, during the initial time interval which then faded over time. Results also indicated a reciprocal process among right-wing authoritarianism and social justice commitment. Practical implications centered on the potential for interventions targeting the reduction of right-wing authoritarianism to increase social justice commitment and compassion, and interventions targeting greater social justice commitment to lower right-wing authoritarianism. In recent years, Rorty’s anti-authoritarianism has been repeatedly associated with the loss of truth and a post-factual age. At the same time, Rorty is presented as a strict opponent of such positions. How is it that the same thinker who is held responsible for a postmodern decline is also to be understood as the most severe critic? To answer this question, this paper reconstructs Rorty’s anti-authoritarianism as a practice of solidarity by referring to his theory of recognition and virtue of (...) contingency. Subsequently, it can be shown why the accusations of post-facticity and ethnocentrism fall short. On the contrary, because his theory combines different political archetypes, the paper presents Rorty’s description of anti-authoritarianism as a social paradigm of contemporary societies. (shrink)

This paper considers ways in which rulers can respond to, generate, or exploit fear of COVID-19 infection for various ends, and in particular distinguishes between ‘fear-invoking’ and ‘fear-minimising’ strategies. It examines historical precedent for executive overreach in crises and then moves on to look in more detail at some specific areas where fear is being mobilised or generated: in ways that lead to the suspension of civil liberties; that foster discrimination against minorities; and that boost the personality cult of leaders (...) and limit criticism or competition. Finally, in the Appendix, we present empirical work, based on the results of an original survey in Brazil, that provides support for the conjectures in the previous sections. While it is too early to tell what the longer-term outcomes of the changes we note will be, our purpose here is simply to identify some warning signs that threaten the key institutions and values of democracy. A burgeoning body of research has shown that authoritarian leadership embodies the characteristics of “light” and “dark,” meaning that it does not always have a negative impact on employees’ creative activities. However, studies explaining this potential positive effect are insufficient. To extend the AL and creativity literature, we draw on self-determination theory and event system theory, and elicit discipline-focused AL and appointment event criticality to examine whether, when, and how authoritarian leaders affect employee creativity positively. With time-lagged data collected from (...) 435 employees and their direct leaders in China, we found that discipline-focused AL has an indirect positive effect on employee creativity through creative self-efficacy. Additionally, appointment event criticality strengthens the positive relationship between discipline-focused AL and creative self-efficiency, and the indirect impact of discipline-focused AL on employee creativity through creative self-efficiency. This article presents a longitudinal study during the Italian ‘short twentieth century’. Our focus is on the behaviour of the political field, the recruitment process of the ministerial elite and its impact on the stability of the political system. The main aim of the paper is to build a descriptive and explanatory model that sheds light on the fragility of the PS in Italy. There are two main findings: PF is formed through waves of new forces characterised by impermeable bonds. (...) The instability of the PS is largely due to a lack of inclusiveness in the PF. The National Solidarity governments showed that an inclusive PF which gathers loyal and disloyal forces even at a critical juncture phase is able to counterbalance the exogenous challenge. (shrink)

Explanations for the contemporary rise of fascistic attitudes and activism solely in terms of historical, political, and socioeconomic determinants, because they tend to assume the individual is a “rational actor,” are often limited in their capacity to account for the significance of individual enchantment with, and passion for, authoritarian movements. The article argues for the urgent need for greater understanding of the psychodynamic allure of fascist and authoritarian politics. In this context, Wilhelm Reich’s 1933 essay, “The Mass Psychology of Fascism,” (...) is reassessed. It is suggested that he presents a valid and profoundly significant thesis when he points to the connections among the attraction and ardor for fascism, societal oppression of sexuality, and the individual’s libidinal inhibitions, conflicts, and frustrations. But his essay needs substantial correction and modification in three respects: His ideas about “natural sexuality”; his assumptions about matriarchal bliss; and his pervasive heteronormativity or homophobia. The critique of these three aspects is primarily theoretical but also touches on Reich’s life history to the extent that it contextualizes his blind spots. Finally, it is suggested that, in subsequent psychoanalytic writings on the dynamics of authoritarianism and the rise of fascism, far too little attention has been paid to the libidinal underpinnings of these phenomena, to which Reich’s thesis should draw our attention. The racist killing of Georg Floyd in the Summer of 2020 created waves of protests not only in the U.S. but all over the globe. In Turkey, my home country, there were also street demonstrations that demanded justice for Floyd, but “Twitter activism” was more popular. Turkish-speaking-twitter became a hotbed for condemnations. Amidst an array of tweets condemning Floyd’s racist killing, one stood out and made it to the headlines of alternative media outlets. A former official of the authoritarian Turkish (...) government, Yusuf Yerkel, wrote the following tweet in Turkish on June 5, 2020, in response to Floyd’s racist killing; here, I provide an English translation of his infamous tweet (the Turkish original of which is still available on Yerkel’s account on Twitter): “The reason that protests grew to this extent in the U.S. seems to be based on a phenomenon, in H. Arendt’s terms, ‘banality of evil,’ which has become evident in the face of Floyd’s murder. An ordinary White cop’s atrocity as an “everyday job” was the tipping point.” Yerkel herein uses Arendt’s notion of the banality of evil (see esp. p. 287 of the book) to describe Derek Chauvin’s atrocious act, where the evil of racist police violence has become ordinary, banal, and “every day.”. In his final work, Richard Rorty provides the definitive statement of his political thought. Rorty equates pragmatism with anti-authoritarianism, arguing that because there is no authority we can rely on to ascertain truth, we can only do so intersubjectively. It follows that we must learn to think and care about what others think and care about.

We live in very Foucauldian times, as the many think-pieces published on biopolitics and COVID-19 show. Yet what is remarkable—biopolitically—about the current situation has gone largely unnoticed: We are witnessing a new form of biopolitics today that could be termed populist biopolitics. This contribution aims at discussing constitutional democracy in the age of populisms, by explaining how populist movements oppose liberal-democratic constitutionalism and by presenting the thesis of a so-called ‘populist constitutionalism’, as proposed by Mark Tushnet. In the first section, a general and analytic exploration of populist phenomena will be drawn, by focusing on the so-called thesis of a ‘populist’ constitutionalism. In the second part, Tushnet’s arguments for a populist constitutionalism will be presented, through the analysis of his two main contributions: (...) Taking the Constitution Away from the Courts, in which Tushnet develops his critique of legal constitutionalism and judicial review as an undemocratic power by unelected justices, and Authoritarian Constitutionalism, a recent article in which Tushnet distinguishes between ‘authoritarian’ and ‘populist’ definitions of constitutionalism. In conclusion, such arguments will be discussed, by proposing a critical response to Tushnet’s position and presenting some risks of a majoritarian and populist constitutional democracy. (shrink)

We argue that while the new opposition in Azerbaijan between 2005 and 2013 did not realize all the goals set, it influenced a new generation of young activists who became the loudest supporters of democratic and secular values in Azerbaijan. This grassroots activation of the youth brought noticeable changes to some parts of Azerbaijani society by questioning the authority of traditional values. Many young people, especially students found a platform to discuss their problems concerning everyday basic issues such as intimate (...) relationships as well as their freedom to live in accordance with their personal choices and desires without the family interference in the light of theoretical questions such as the importance of liberal democratic values, individual liberties, and the rule of law. The successfully established connections between material problems and transcendental ideals encouraged some young people to participate in the open discussions and seminars organized by the new opposition. Because of the emergence of this new generation of active youth, the government was forced to incorporate some elements of this new discourse at least by making some cosmetic changes within its structures. The government became successful in its attempts of weakening the new opposition by hijacking its ideas and creating similar but pro-government organizations; neutralizing or buying some well-known opposition figures such as writers and journalists; and finally, persecuting the leading members of the youth organizations. The purpose of this article is to discuss Kant’s concept of juridical state as the foundation of the contemporary rule of law. Therefore, the article tries to answer two questions: (1) what character can be attributed to Kant’s concept of juridical state taking into account the obligations arising from it; (2) can the analysis of the Kantian juridical state have any impact on the contemporary understanding of the rule of law and if so, what can this impact be. In order (...) to accomplish this task, moral presuppositions of Kant’s juridical state are discussed, according to the commonly accepted view that Kant’s political philosophy is closely linked with his moral and ethical reflection. Then, two interpretations of Kant’s juridical state – the liberal one and the authoritarian one – are analysed. The crucial difference between these interpretations lies in establishing the circumstances in which the duty of obedience to state power should be carried out. Then, Kantian juridical state is compared with two ways of understanding the rule of law – the material one and the formal one – in order to evaluate whether the rule of law should be considered as continuity of or rupture with the Kantian concept.
